Summary
The objectives of this consultancy is to design and produce a catalogue of toilet and handwashing options that would be used by both householders and a range of personnel including government extension workers, village volunteers, retailers and artisans. The catalogue would enable them to disseminate accurate information on the options available and the approximate price range of those options, so that the people living in the rural and urban communities are aware of the availability and the actual cost for installing an improved latrine.
Background
The Ministry of Health, Community Development, Gender, Elderly and Children (MOHCDGEC) has been implementing the National Sanitation Campaign (NSC) and promoting the use of improved latrines since 2012. The campaign uses a mixture of approaches such as Community-Led Total Sanitation (CLTS) and behavior change communication. These activities have been conducted to increase the awareness` and demand for sanitation. However, the generation of demand must be coupled with increased supply to meet the demand. Villagers living in rural areas often face some challenges due to the lack of information on the available types of latrine and handwashing products that might be affordable to them.
A catalogue of toilet and handwashing options with price information would address this issue. The catalogue would be useful to both householders and a range of personnel including government extension workers, village volunteers, retailers and artisans. For this latter group, the catalogue would enable them to disseminate accurate information on the options available and the approximate price range of those options, so that the people living in the rural communities are aware of the availability and the actual cost for installing an improved latrine.
For this reason, on behalf of the Ministry of Health, Community Development, Gender, Elderly, and Children (MOHCDGEC), UNICEF is seeking proposals for a consultancy to prepare the toilet options catalogue.
Objectives of the Consultancy
The overall objectives of the consultancy is to design and produce a catalogue of toilet and handwashing options that contains the following:
A description and images of the five most common improved toilet options found in rural Tanzania as well as an indication of their approximate price.
Each toilet option should be described in words (including size dimensions) and images in terms of its component parts relating to the superstructure, slab, pan, and sub-structure.
Each component should be further broken down into individual parts, approximate quantities and materials with both images and approximate pricing information.
The design should be such that the catalogue can be folded down to pocket size for ease of use. The specific size to be determined after consultation with the UNICEF and MoHCDGEC, however it is expected to be between A3-A2 size.
The design should include at least 3 types of common handwashing hardware options
There should also be a .pdf version of the catalogue optimized for digital viewing
The catalogue should be designed in a way that it can be easily understood by the intended audiences, especially householders who may not be familiar with the component parts of an improved toilet.
The content is to be in Kiswahili
Specific Tasks
The consultant will be expected to work closely with the MoHCDGEC (Assistant Director, Environmental Health Services) and UNICEF to co-create the catalogue content. The consultant should work with a graphics consultant and/or company to ensure that the visual presentation of the content is based upon knowledge of marketing and advertising to ensure visual appeal and acceptability to the audience of both the hardcopy and .pdf versions of the catalogue. The main target audience are expected to be decision makers at the household levels, especially (but not limited to) those who currently do not have an improved sanitation facility at their household.
In order to meet the objectives, the consultant will undertake the following tasks:
Participate in an inception meeting with UNICEF and the MoHCDGEC to agree the detail of the consultancy
To identify the most common improved toilet and handwashing options found in rural Tanzania
Agree a shortlist of five toilet and three handwashing options with the MoHCDGEC
Prepare a draft of the catalogue for comment by UNICEF and the MoHCDGEC
With a graphics designer, prepare a dummy of the brochure and .pdf version
Field test the catalogues to ensure acceptability by the primary end-users
Based on comments received, prepare and deliver print-ready files to UNICEF
To fulfil these objectives, a few travels including at least 2 travels to Dodoma and several travels to rural communities for field testing are expected and advised to be included in the budget proposal.

The main deliverables/time lines for this assignment are as follows:

First payment  – 20 percent of contract value Upon submission and acceptance of the Inception Report

Third payment  – 20 per cent of contract value Upon submission and acceptance of Draft catalogue
Fourth payment  – 20 per cent of contract value Upon submission and acceptance of Dummy catalogue
Final payment – 20 per cent of contract value Upon submission and acceptance of Print-ready files of the brochure and .pdf version.

In general, payments should be made against delivery of services / products.

Expected background and Experience
An advanced degree in public health or related field
Demonstrable knowledge of toilet options and construction methods
Previous experience of working with ministries of the Government of Tanzania would be an advantage
Fluent in English and Kiswahili
Track record of work completed on time
General Conditions: Procedures and Logistics
The individual consultant will be contracted by and report to UNICEF Tanzania, which will assess the deliverables for payment. However, the final deliverable must be approved by the MoHCDGEC. In the field, the consultant is to communicate closely with the stakeholders such as government workers and private sector companies. UNICEF WASH Specialist in close consultation and coordination with the MoHCDGEC will provide supportive supervision of the Consultant. This supervision will take the form of the following:-
Clarification and agreement of the scope and the approach of this consultancy
Introducing the consultant to key stakeholders in the government
Available to discuss any issues over phone or in person if necessary
UNICEF WASH Specialist will facilitate the payments for the consultant based on submission of deliverables satisfactory to UNICEF. The deliverable will be submitted in hard bound copy and soft copy delivered by email (editable word document, excel table if any used, and a final pdf document).
Application/Submission Requirements
Technical Proposal
The documents for the Technical Proposal should include, but not limited to:
Total number of years of engineering or equivalent work experience including designing and installing latrines
Description of major similar assignments undertaken during the last 5 years including name of the project, location, name and contact details (e-mail and telephone) of the client, implementation period, cost of the project, cost of services provided and scope of service
Proposed methodology in response to the scope of works to the assignments
Proposed work plan for the assignment which also indicates reporting milestones
Indicate the graphics consultant and/or company you intend to work with
The submission should be clearly labelled/written « Request for Proposal – Consultancy to design and produce a catalogue of toilet options”.
Financial Proposal
The Financial bid should comprise an indication of the full cost of delivering the task. The Financial Bid should include the following aspects:
Detailed budget per line items including consultant fees, transportation, travel cost including DSA if applicable, etc.
Other related costs, if any (please specify).
 The submission should be clearly labelled/written “Request for Proposal – Consultancy to design and produce a catalogue of toilet options”.
Assessment Criteria
Interested consultants will need to indicate ability, availability and financial proposal to undertake the terms of reference and produce all indicated deliverables.
Submitted proposals will be evaluated against a score of 100 points with a maximum of 70 points allocated for the technical proposal and 30 points allocated for the financial proposal. A minimum of 50 points will be required for further consideration.

Policy both parties should be aware of:
Under the consultancy agreements, a month is defined as 21 working days, and fees are prorated accordingly.  Consultants are not paid for weekends or public holidays.
Consultants are not entitled to payment of overtime.  All remuneration must be within the contract agreement.
No contract may commence unless the contract is signed by both UNICEF and the consultant or Contractor.
No consultant may travel without a signed travel authorisation prior to the commencement of the journey to the duty station.
