Background and Purpose:

The UNICEF Regional Office for Europe and Central Asia is currently developing a Conceptual and Programmatic Skills[1] Framework in Europe and Central Asia (ECA), with the aim of supporting UNICEF’s work with partners on equipping boys and girls in the ECA Region, including the most vulnerable and marginalised, with the relevant skills for learning, employability and active participation in society.

The long-term aim of the regional framework is to:

  • Provide evidence-based strategic conceptual, programmatic and technical guidance to UNICEF Regional Office and selected Country Offices in the ECA Region, on how to best work with partners in the design and quality improvement of systemic and integrated skills development interventions in formal and non-formal settings, both at policy and programmatic levels;
  • Identify how different formal and non-formal learning environments can best deliver these skills at scale, in a systematic and sustainable way;
  • Foster policy dialogue on crucial issues with regional and national stakeholders;
  • Advance strong technical solutions in primary and secondary education and workforce development; and
  • Strengthen the capacity of governments and civil society actors in education, employment, and social protection.

As part of this exercise, in 2018 the Regional Office commissioned several deliverables that would support the development of the Regional Framework (see original TORs attached – ANNEX 1), including an analysis of labour market trends in Europe and Central Asia.

The aim of the labour market trends analysis (to be used internally by UNICEF) is to provide a brief forward-looking analysis of labour market trends across Europe and Central Asia, identifying (to the extent possible) trends in different sub-regions[2]. Specifically, the main objective of the labour market trend analysis is to determine and anticipate the top skills that ECA’s future generation will need to access the labour market, highlighting which skills will become obsolete, and which ones will become indispensable.

The draft analysis was prepared through a desk research and analysis of relevant regional and national secondary data and literature (in English), including policy and programme documents.

For the purpose of this consultancy, the UNICEF ECARO Adolescent Development and Participation section is looking for a senior labour market expert (with a focus on youth) to provide additional technical and editorial support for the existing Draft Analysis of Labour Market Trends in ECA.

Key Tasks:

The main tasks of the consultant include:

Technical editing, copy-edit and proof-reading of the current draft report.

The draft report currently contains 84 pages and shall be shortened (max 50 pages + Annexes), partially restructured, and include a more straightforward presentation of key findings.  The editing process will involve a revision of the current text to achieve an optimal flow and presentation of the findings. This includes:

  • Reviewing the technical content of the report, double checking accuracy of information;
  • Restructuring/rearranging of information based on comments provided by UNICEF in track changes in the current report (and based on additional proposal from the consultant, as appropriate);
  • Move policy implications of key findings (currently mainstreamed in the whole report) into the conclusions section;
  • Including additional information and key findings based on additional documents provided by UNICEF[3];
  • Editing the document into a reader-friendly and accessible form (this includes moving some of the figures – especially those presenting disaggregated data of key indicators, in a statistical annex; prepare a stand-alone section on Literature/References to reduce the number/size of footnote references);
  • Further analysis and elaboration on the conclusions section, with clear highlight of the key findings, policy implications, and top skills that ECA’s future generation will need for youth employability.

Preparation of powerpoint and dissemination of results

The consultant will be responsible for preparing a powerpoint summarizing the key findings of the labour market trends analysis and to discuss the findings with 21 UNICEF office in ECA through a webinar of 1 ½ hours,  organised by UNICEF ECARO in October 2019.

Location, Duration, Deliverables and Payment of Schedules

This assignment is home-based and will be for a period of approximately one month (starting around 26 August and finalised by 30 September) for a total of 16 working days (full time equivalency) during this period.

The consultant is responsible for delivering:

  • One edited, copy-edited and proofread Analysis of Labour Market in ECA (max. 50 pages + Annexes).
  • A powerpoint summarizing the key findings of the labour market trends analysis

The fee will be paid as a lump sum amount upon satisfactory delivery of the final product.

Qualifications and Skills Required

  • Advanced university degree (PhD preferred) in economics, statistics, public policy, social sciences, or other relevant subject;
  • Minimum 10 years of professional experience with proved knowledge/experience in analysing labour market trends and skills for employment (with a focus on youth employment);
  • Knowledge and experience on youth labour market issues;
  • Knowledge of the labour market in Europe and Central Asia is an asset;
  • Proven ability to translate complex technical information into an easy-to-read format for non-technical readers; previous experience to synthesize large amounts of technical information into key messages required;
  • Demonstrated experience with editing and proofreading UN documents and familiarity with UNICEF’s style and editorial manual desirable;
  • Previous experience with editing UNICEF publications is an asset;
  • High level English essential.

Conditions of Work

  • UNICEF shall be entitled to all property rights, including but not limited to patents, copyrights and trademarks, with regard to material created by the Contractor which bears a direct relation to, or is made in order to perform, this contract.  At the request of UNICEF, the Contractor shall assist in securing such property rights and transferring them to UNICEF in compliance with the requirements of the law governing such rights.
  • If UNICEF determines that the Contractor needs to travel in order to perform this contract, that travel shall be specified in the contract and the Contractor’s travel costs shall be set out in the contract, on the following basis:
    • UNICEF will pay for travel in economy class via the most direct and economical route; provided however that in exceptional circumstances, such as for medical reasons, travel in business class may be approved by UNICEF on a case-by-case basis.
    • UNICEF will reimburse the Contractor for out-of-pocket expenses associated with such travel by paying an amount equivalent to the daily subsistence allowance that would be paid to staff members undertaking similar travel for official purposes.

Performance Indicators for Evaluation of Results

  • Regular information update on work progress to the supervisor, based in the UNICEF ECA Regional Office (in Geneva).
  • Timely delivery of draft and final report according to the schedule agreed upon.
  • Satisfactory quality of the final report and presentation.

Performance will be closely monitored throughout the duration of the consultancy through regular conference calls and e-mails between the supervisor and relevant colleagues in the Regional Office with the consultant. Performance will also be analyzed after delivery of the final report and before final payment.

  • A technical proposal clearly indicating:
  • Detailed response to the TOR, including the consultants’ understanding of the work and proposed action plan for delivering the output. The proposal shall include the proposed number of working days (if different from the ones included in these TORs);
  • Detailed list of additional documents/sources suggested by the consultant (if applicable);
  • Abstracts of similar work along with publication reports, where applicable (provide links)
  • A minimum of three references /contact person details.
  • A financial proposal indicating the total budget estimated in USD and the daily fee
