How can you make a difference?
Under the direct supervision of Chief, Basic Education and Adolescent Development at UNICEF Kampala Office. Under the facilitation of the Ministry of Education and Sports and guidance from the UNICEF Kampala office, the consultant will support the MoES to conduct a comprehensive Education Sector Analysis and prepare the draft Education and Sports Sector Strategic Plan (ESSP) by acting as an Education Policy Specialist. This ESSP will cover the next five years (2020-2025) in line with NDP III and other key national and international policy frameworks and the Government White Paper on Education (1992). The comprehensive Education Sector Analysis will be prepared by referring to the progress and challenges of the current ESSP and conducting a detailed data analysis and consultations with key stakeholders in the education and sports sector in Uganda. After this exercise, the Education and Sports Sector Strategic Plan 2020-2025 will incorporate data from the results of situational analysis and stakeholder consultations.  The Consultants also is required to work closely with multiple Civil Society Organizations, Faith Based Organizations, Donor Organizations and other stakeholders working in the education, training and sports sector in Uganda.
Background:
The current Education and Sports Sector Strategic Plan 2017-2020 was developed in 2017 as a successor to ESSP 2007-2015 to guide the Ministry of Education and Sports (MoES). It was developed to fulfil its mission “to provide for, support, guide, coordinate, regulate, and promote delivery of quality Education and Sports to all persons in Uganda; for national integration, individual, and national development”, to guide all sub-sectors in their regular medium-term and annual planning and budgeting exercise. It was also developed to enable the Ministry as a sector coordinator, negotiate with other government agencies and stakeholders, local and international in guiding investment in the education sector. The current ESSP will end in June 2020.
The MoES intends to update the current ESSP (FY 2017/2018 – FY 2019/2020) and develop the next ESSP from 2020/21 to 2024/25 aligned with the Third National Development Plan (NDP III) and will be preceded by a comprehensive Education Sector Analysis (ESA).  The ESA will feed into the next ESSP planning by identifying the strengths and gaps in the current education, training and sports sector in Uganda, based on detailed data and indicator analysis. The ESA will be guided by the UNESCO/IIEP and Education Sector Analysis Methodological Guidelines in order to align with the Global Partnership for Education (GPE) requirements.
Key Tasks:
Preparation of Education Sector Analysis (ESA): 30%
The ESA will be conducted based on existing data and information sources, such as the yearly statistical data produced by Education Information Management System as well as Uganda National Household Survey. In addition, in recent years, several studies have been produced on the Ugandan education and sports system. These will also be useful sources of data.
1.1.         Conduct inventory, review and analysis of existing documentation, reports and research on the Ugandan Education system. Collect relevant data on the current situation of the education, training and sports system and support the education economist to analyze the essential education indicators. (Take on, to the extent possible, the role of International Education Economist until this person is on board. Ensure sound handover to International Education Economist.)
1.2.         Review secondary source material (existing research, evaluations and assessments regarding the education system in Uganda) and identify how this can serve as input to the Education Sector Analysis. Draft assigned sections of the ESA and review sections drafted by other team members. Ensure quality and consistency of structure and messaging of ESA. Collaborate with economists to maximize the evidence-base for the ESA and ESSP.
1.3.         Share the draft ESA with stakeholders and reflect comments. Incorporate feedback and data in final version of ESA. Contribute to development of presentations on ESA to various stakeholders
1.4.         Provide the consolidated Education Sector Analysis report to the M&E working group, Education Sector Consultative Committee and Top Management Meeting of MoES for approval and reflect the comments.
1.5.         Submit the draft ESA to the GPE secretariat for their review and comments.
2.      Preparation of the Draft ESSP 2020/21-2024/25: 50%
Once the draft ESA is approved by the Education Sector Consultative Committee, the work on the preparation of the ESSP will start. It will run partly in parallel with the further work on the sector analysis. The preparation of the ESSP will go through different stages, based on the results of the analysis. These stages are the ones that are usually undertaken when drafting a plan. It starts with the definition of broader goals and the structure of the plan, to include more detail on the programs, the cost and financing of the plan, and the monitoring and evaluation framework.
2.1.         Prepare the first draft of the ESSP 2020/21-2024/25
a.       By closely working with the MoES, contribute to identifying the broad objectives, programmes and activities of ESSP by compiling the draft plans collected from the sector-specific working groups (while supporting the MoES in preparing the Issue Paper for National Development Plan III and submission to National Planning Authority)
b.      Draft assigned sections of the ESSP and review sections drafted by other team members. Ensure quality and consistency of structure and messaging of ESSP
2.2.         Share the draft ESSP with stakeholders and reflect comments. Incorporate feedback and data in the draft ESSP. Contribute to development of presentations on ESSP to various stakeholders
2.3.         Submit the draft ESSP to the MoES Approval process and GPE secretariat for their review and comments. Reflect the comments.
2.4.         Contribute to organization and implementation of writing, consultations and validation workshops and events. (e.g. Regional Consultative Workshops). Reflect the comments and share with LEG for inputs.
2.5.         Finalization of the draft ESSP 2020/21- 2024/25 reflecting the feedback from the final Ministry approval process, for submission to independent assessment
3.      Provide Technical Support in Developing Draft Reports for UNICEF: 20%
Based on guidance from the Chief of the UNICEF Basic Education and Adolescents Development Programme, provide technical support in developing maximum up to 6 proposals and donor reports. These tasks will be done simultaneously when the ESA (Output1) and ESSP(Output2) process is taking place.

*The focus of the donor reports and proposals (e.g. the organization which the report will be submitted to) may change and adjusted due to the needs of the Basic Education and Adolescent Development Section.
Desired background qualification and experience and competencies:
 The Education Policy Specialist will have extensive international experience of not less than 7 years in education planning and management at macro level. Minimum academic qualification required is a Master’s Degree in a relevant field. His or her experience should cover both developing and developed countries so that best practices can be got from both. The Specialist will have proven ability to engage in policy dialogue at the highest levels and to be part of a team of technical experts to put together a highly analytical sector assessment and revise the strategy for developing the sector to meet Uganda’s development objectives as enunciated in the National Development Plan (NDP III) and other national planning documents.
The selected consultant should have:
Advanced University degree (Master’s degree) in educational policy planning, education development, education, social science, public administration; or equivalent combination of education and experience in a related area.
Demonstrated practical experience in the field of education development and policy planning or similar work, in developing countries.
Excellent skills in facilitation, research, analysis, report writing and presentation
Good communication skills, with fluency in written and spoken English
Extensive knowledge of the Ugandan education, training and sports system is an added advantage
Experience working with government ministries, preferably the Ministry of Education & Sports
Willing to undertake extensive field visits and interact with different stakeholders
