 In spite of its vast physical size and limitless natural resources, the Democratic Republic of Congo (DRC) is one of the poorest countries in the world, ranking 176th out of 188 countries in the 2015 human development report. Child poverty is widespread, particularly in conflict-affected and hard-to reach areas. According to a recent UNICEF study, 80 percent of children aged zero to 15 years old experience at least two major child rights deprivations. Despite sustained growth in recent years, the size of DRC’s economy remains far too small to provide enough government revenue to meet the basic needs of the population, children in particular. Since 2016, political instability, the persistence of conflicts in Eastern DRC and a sharp fall in global commodity prices have been aggravating factors.
DRC is one of the over 190 countries and territories around the world where UNICEF works to overcome the obstacles that poverty, violence, disease and discrimination place in a child’s path.
How can you make a difference to UNICEF in DRC?
Purpose of the job
Under the technical guidance of the Chief Supply, the Construction Engineer will be responsible for coordinating UNICEF infrastructure construction activities in the Country Office. The key purpose of the post is to provide the Supply and Logistics Section with technical leadership and management capacity in the activities of school construction/rehabilitation and provision of child friendly learning spaces, as well as the coordination of infrastructure work in Health, Education, Child protection and WASH.
Your Specific Responsibilities, Duties and Tasks and Your Expected Key Results
 KEY ACCOUNTABILITIES and DUTIES & TASKS
Produce innovative prototypes in school and Health Centre design. Design infrastructures and conduct construction evaluation activities in support of the entire UNICEF office in general and the education programme in particular. Compile and update list of best practices in construction and design. Supervise service provider’s work in collaboration with the Educational Ministry (EPSP) and the Health Ministry.
Undertake visits to UNICEF school and community reconstruction project sites, assess local conditions and resources, and monitor UNICEF inputs. Communicate with local counterpart authorities on project feasibility and effectiveness including monitoring the flow of supply and non-supply assistance.
Work with WASH program in appropriate design of toilet infrastructure. Provide technical backstopping to the NGO partners and service providers. Undertake follow-up action on project implementation activities, contribute to teamwork building, and prepare relevant reports.
Attend technical cooperation meetings and undertakes follow-up action and coordination related to school rehabilitation implementation and monitoring.
Be responsible for the identification, appraisal and selection of technical partners, supplies and equipment.
Evaluate and analyze financial and supply reports to ensure appropriateness of documentation, expenditures are within allotments, data is consistent with PIDB. Report to the Supervisor and/or Head of Office the outcome of reviews.
Contribute to the preparation of the country programme recommendation by drafting relevant sections of CPSS, PSS and other documentation ensuring accuracy and consistency with established rules and regulations.
Select and compile training and orientation materials for those involved in programme implementation, including donor and media visits.
Drafts relevant sections of reports (required for donors, management, annual reports, etc.).
To qualify as an advocate for every child you will have…
Advanced university degree in civil Engineering or Building Construction. A Bachelor-level degree combined with an additional two years of relevant professional experience may be accepted in lieu of an advanced university degree.
Minimum of eight years of professional work experience in construction with a focus on capacity building, design, cost, supervise, training/mentoring, communication, program monitoring and evaluation, some of which would have been in development work.
Experience in both development and humanitarian contexts is an added advantage.
Specialized training/experience in emergency response management highly desirable.
Fluency in French and English is required.  Knowledge of another official UN language or a local language is an asset.
