Under the supervision of the C4D Manager, the consultant will support the Measles and Polio responses by supporting the design and implementation of social mobilization and community engagement component of the 6-months outbreaks response.
The consultant will:
Contribute to the development of a communication plan to underpin the technical response, in
collaboration with the government and civil society partners.
Provide technical input to the overall response strategy, including the implementation of the
operational work plans and provision of authoritative advice and support to operational units.

Provide leadership and strengthen the existing communication teams by emphasizing team building and collaboration as daily routine with national/international partners.
Report on progress, achievements, and where additional assistance is required.
The consultant support to the team at the country office will ensure that the response is:
1. Aligned with the government/Ministry of Health (MOH) plans and strategies, and
2. Aligned with the latest outbreak response SOP
The consultant will be based in Lunda Norte and will travel in affected areas. He/She will work in close coordination with the UNICEF sections and with the counterparts at provincial level and in collaboration of communities, health workers, social mobilizers, churches, NGOs, CBOs and FBOs in the provinces affected by emergency situation to deliver the following:
Assess communication needs and existing capacity of and prepare C4D action plans aligned with microplans, including monitoring plan, for target provinces as part of Polio response including monitoring and evaluation plan. Action plan and M&E framework approved by UNICE. First draft for approval 10 days after the signature of the contract
Support the implementation of 4 rapid assessments in Lunda Norte and Lunda Sul (baseline and endline) Final reports of the rapid assessments June-Sept, 2019.
Facilitate and lead the reinvigoration of a social mobilization and/or communication working group
or the expansion of an existing one. Reports on the efforts to revitalize the communication working groups at provincial level and in the most affected municipalities      June-Sept, 2019
In the target provinces, coordinate and facilitate 30 trainings with UN agency and other UNICEF partners including health officials, local media, local administrative, community leaders and social mobilizers. 10 trainings conducted according to UNICEF standards June-Sept, 2019
Develop and tailor health information products for various target populations/audiences, based on
careful assessment of community knowledge, practices, and behaviors    10 communication materials developed and/or identified and ready for production June-Sept, 2019
6. Ensure that microplans (at least in priority areas) include social data and information on

Support the set up social mobilization teams with delegated authorities at the sub-national level, as needed, and oversee the structure until the end of the outbreak with performance monitoring. Weekly reports on social mobilization activities June-Sept, 2019
Submit monthly progress report of Communication for Development activities, results and coordination meetings with the partners, and produce relevant content to donor reports Monthly reports submitted on time   June-Sept, 2019
Produce 4 life interest stories 2 stories submitted and approved June-Sept,
10. Participate in the coordination meetings of the team of provincial and municipal level. Participation in at least 2 coordination Meetings with partners and deliver of reports June Sept, 2019
11. Submit final report on the C4D interventions, including results and lessons learned, according to UNICEF template Final report submitted and approved
To qualify as an advocate for every child you will have…
University degree in social and behavioral science, sociology, anthropology, psychology, education, communication, public relations or other related social science field is required with emphasis on participatory communication, communication planning, social mobilization, training and impact evaluation of communication interventions.
5 years of professional experience in areas of social development program planning, communications and social mobilization, advocacy and/or related areas or proven experience in communication and social mobilization for immunization programs.
High ethical standards and understanding of sensitivities relating to children’s rights.
Previous experience with Polio outbreaks is an asset.
Previous experience in social mobilization and community engagement in the area of immunization is an asset.
Fluency in Portuguese and English required.
