Child Protection (CP) in Emergency Area of Responsibiity (AoR) Coordinator will coordinate all activities related to child protection in emergency including resource mobilisation, planning and implementation of the activities, in close coordination with and under the Protection Cluster.
On behalf of UNICEF, the purpose of this post is to provide leadership and facilitate the processes that will ensure a well-coordinated, strategic, adequate, coherent, and effective response by participants at North West and South West level for the Child Protection Area of Responsibility.

RESPONSIBILITIES
The post holder has joint responsibility with the Area of Responsibility (AoR) Lead Agency, here UNICEF, resourcing partners and all CP AoR members at the sub-national level for the efficient management and functioning of the Child Protection Area of Responsibility encompassing the following:
Establish and maintain an appropriate humanitarian coordination mechanism;
Strengthen pre-existing sectoral coordination through increased predictability and accountability;
Build complementarity of partner actions: avoiding duplication and gaps;
Ensure adequate resources are mobilized and are equitably allocated for the effective functioning of the CP AoR and its response;
Effective and comprehensive integration of relevant cross-cutting issues, including age, gender, environment and HIV/AIDS among other issues;
Maintain flexibility within the CP AoR  to respond to changes in the operating environment, evolving requirements, capacities and participation taking into account ‘Do No Harm’;
Effectively use and transfer information to, from and between CP AoR  members and other stakeholders as appropriate;
Interact with other clusters (including through inter-cluster coordination fora), humanitarian actors, government counterparts as appropriate, and relevant authorities for operational planning, engagement and active contribution of operational partners;
Be accountable to the affected population through effective and inclusive consultative and feedback mechanisms (AAP);
Monitor performance of the core CP AoR  functions;
Where there is both a national and a sub-national child protection AoR, the post holder will ensure that there is effective communication, reporting, engagement and coordination between the two levels.
ACCOUNTABILITIES and DUTIES & TASKS
The post holder is accountable to:
The Child Protection AoR Coordinator are accountable by the UNICEF Country Representative in country and will be managed by the UNICEF Chief of Buea Field Office;
members of the CP AoR, who will in turn ensure that they deliver on their agreed minimum commitments (see IASC Reference Module for Cluster Coordination at the Country Level, November 2012);
Inter-cluster coordination bodies established by the HCT/UNOCHA;
Affected populations through agreed mechanisms.
Support service delivery:
Provide a platform to ensure that service delivery is driven by the agreed strategic priorities;
Develop mechanisms to eliminate duplication of service delivery;
Ensure information sharing with CP Sector lead for Inter-sector presentation and use at national level;
Ensure information sharing to support strategic decision-making of the HC/HCT for the humanitarian response;
Support needs assessment and gap analysis (across other sectors and within the sector);
Provide analysis to identify and address (emerging) gaps, obstacles, duplication, and cross-cutting issues;
Ensure prioritization grounded in response analysis.
  Planning and strategy development:
Develop sectoral plans, objectives and indicators to directly support realization of the HC/HCT strategic priorities;
Ensure application and adherence to existing standards and guidelines;
Clarify funding requirements, prioritization, and CP AoR contributions to HC’s overall humanitarian funding considerations (Flash Appeal, CAP, ERF/CHF, CERF).
 Advocacy:
Identify advocacy concerns to contribute to HC and HCT messaging and action;
Undertake advocacy activities on behalf of CP AoR  members and the affected population;
Monitor and report the implementation of the CP AoR  strategy and results; recommending corrective action where necessary;
Support the development of contingency/preparedness plans for recurrent disasters whenever feasible and relevant;
Ensure the implementation and consideration of “Accountability to affected populations” by all CP AoR members.
To qualify as an advocate for every child you will have…
An advanced university degree (Master’s or higher) in one of the following fields is required: international development, human rights, psychology, sociology, international law, or another relevant social science field.
*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
A minimum of five years of professional experience in social development planning and management in child protection related areas is required.
Progressively responsible humanitarian work with UN and/or NGO, including programme management and/or coordination in the first phase of a major emergency response relevant to the CP AoR Coordination.
Extensive work experience outside the humanitarian sector which is relevant to this post may be considered as a replacement for humanitarian experience.
Fluency in English is required. Knowledge of French is an asset.
