UNICEF is looking for a professional responsible for the development, planning, implementation, monitoring and evaluation of all programmes in Tigray regional state in support to and in close cooperation with the regional government authorities and the UNICEF Country Office in Addis Ababa. MAJOR DUTIES AND RESPONSIBILITIES
1. Coordinate the development, management and review of program annual work plans, mid-term reviews and any other programming process in the region in close cooperation with the respective UNICEF sections, UNICEF field base technical officers and under the guidance and coordination of the regional counterparts led by the regional BOFED.  Ensure that all financial inputs are in line with agreed strategies with UNICEF Addis. Facilitate and guide UNICEF activities of regional counterparts.  With the support of the M&E Section, monitor implementation and evaluate progress to ensure achievement of objectives.  Facilitate technical decisions on program or project administration and implementation in coordination with UNICEF section with the aim to promote convergence and integration of the UNICEF programs (Health and Nutrition, Water, Sanitation & Hygiene, Education, HIV-AIDS, Child Protection and Gender) at regional and woreda levels.
2. As officer responsible to coordinate UNICEF supported program implementation in the region, in partnership with BOFED and the respective lines bureaux provide leadership to the UNICEF technical officers based in the region to guide, inform, support and/or undertake ongoing assessments of local conditions affecting children and mothers in the region, including developing strong situation analysis capacity.  In close coordination with the Regional Government and the respective UNICEF sections, determine priority interventions based on relevant Annual Work plans and within the Country Program. Prepare appropriate reports and recommendations for UNICEF’s assistance.
3. Focus on facilitating the capacity development efforts of the regional government supported by UNICEF based on the principle of the Human – Right Based Approach to Development Programming, focusing on community capacity development and within the framework of the decentralization process. Provide a particular attention to capacity development efforts of the regional social services structures through the strategic deployment of technical assistance under the guidance and coordination of the regional BOFED.
4. Ensure appropriate internal coordination mechanisms between the UNICEF technical staff, and appropriate operational support to technical field staff in the region.  As such, through cross-sector planning, optimize the use of UNICEF resources. Co-ordinate all operations related duties related to UNICEF (Human Resource, Admin, Supply and Logistics, Security and Staff Welfare, and in particular travel plans, use of vehicles, communication systems)
5. Ensure the vulnerability analysis, assessments, disaster preparedness and response strategies in the non-food sectors are well integrated within programs, and coherent/adapted to the particular nature of the region’s risks and vulnerabilities.  Coordinate emergency assessments with DPPB and line bureaux, develop emergency action plans when required, implement appropriate response with program staff based on the Core Commitments for Children in Emergencies (CCC), ensuring integration with regular programs, develop recovery activities. In particular, work closely with the relevant bureaux on issues pertaining to the Disaster Risk Management and related strategies (resettlement, safety nets, social protection, among others) in order for UNICEF to be informed of ongoing developments at regional level and to be engaged in a strategic manner.
6. Ensure the timely delivery of materials and supplies, cash assistance and other services for program / project implementation. Responsible for the disbursement of funds and CAG liquidation in collaboration with Project Officers and Section Chiefs in Addis-Ababa. Provide regular supply, financial and administrative reports.
7. Represents UNICEF with UN / donor agencies, particularly WFP, WHO, HCR and UN-OCHA, NGOs the Red Cross and community organizations to support inter-agency efforts, promote joint assessments and initiatives in the spirit of the UNDAF and the joint Government- UN emergency appeal. Represents UNICEF and other UN agencies, NGOs and/or community-based organization/ groups in Tigray.
8. The Responsible for the safety, security and well-being of all UNICEF field-based staff.  In this respect, ensures the MOSS standards are achieved for UNICEF in the region in close coordination with the UNICEF Senior Operations Officer, and that all UNICEF field-based staff have appropriate means of communications.

QUALIFICATIONS AND COMPETENCIES:
EDUCATION
Advanced University degree in social sciences or a related technical field.
*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
WORK EXPERIENCE
Eight years progressively responsible professional work experience at the national and international levels in programme planning, management, monitoring, and evaluation, in a related field.
LANGUAGES
Fluency in English required.  Knowledge of another UN language and the local working language of the duty station an asset.
COMPETENCIES
Current knowledge of development in the field of development and humanitarian programming.
Proven ability to conceptualize, develop, plan and manage programmes, as well as to impart knowledge and teach skills.
Leadership and teamwork abilities.
Good analytical, negotiating, communication and advocacy skills.
Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationship both within and outside the organization.
Computer skills, including internet navigation and various office applications
