OVERVIEW OF THE FUNCTIONS OF THE POSTUNESCO is implementing several TVET programmes including through the European Union funded project Skills and Technical Education Programme (STEP) in Malawi. In the STEP Project, UNESCO and the European Union are partnering in supporting the expansion and improvement of equitable and gender-balanced TVET in Malawi. In particular, the project is working to improve access to TVET, review qualifications system, update curricula, review the governance and management of TVET system, better train TVET teachers and trainers. The project’s initial time frame was four years (2016-2019). However, it is extended to 31 July 2021. The overall budget for the project is 9 million euros
Under the overall authority of the Director of the UNESCO Regional Office for Southern Africa, overall guidance of the Head of the Education Unit and the direct supervision of the Team Leader of STEP, s/he will undertake the following tasks and responsibilities:
Content generation for the program’s quarterly newsletter and website;Production, including design and layout of the program’s quarterly newsletter;Engagements with the press for increased coverage of programme’s outcomes and impacts in public media.
III. Expected deliverables:
The consultant is expected to deliver the following:1 x Quarterly newsletter with a minimum of 4 stories / articles;
2 x Public media articles featuring
IV. Additional requirementsConsultants to be contracted are expected to be familiar with Malawi’s Education and Technical, Entrepreneurship and Vocational Education and Training (TEVET) governance and management systems/arrangements and their relationships with the private sector.

REQUIRED QUALIFICATIONSDiploma or Bachelor’s degree in mass communication, journalism, public relations, or related field;
DESIRABLE QUALIFICATIONSExperience in writing for development programs and/or organizations; Good working knowledge of graphic design software – Adobe Suite, CorelDraw, InDesign QuarkXPress e.t.c would be an added advantage; Excellent command of English, and skilled in writing, editing and proof-reading; and Photography and videography skills will be an added advantage
