PURPOSE OF POSITION:

The purpose of the Regional Humanitarian and Emergency Affairs (HEA) Director is:

To provide strategic, innovative and operational leadership for the implementation of World Visions (WV) disaster management (early warning, mitigation, response and recovery) in West Africa thus contributing to the achievement of Regional and National office strategies.

To ensure the quality of WV emergency response engagement including appropriate structures, standards (internal and external), policies, staffing and resources.

Provide leadership to the DM2020 (Disaster Management 2020) process working across all sectors and functions to ensure WV West Africa disaster management work is cutting edge, and effectively supporting children in all types of emergencies, with particular focus on fragile contexts, conflicts and urban.

To build relationships internally and externally to increase and promote integrated disaster management and resource development, and be an authoritative voice for policy change and learning.

To provide leadership in capacity building and transfer of knowledge ensuring a strong regional disaster management team and National office disaster management teams that work together to prepare for and manage any type of emergency situation.

KEY RESPONSIBILITIES:

Strategy and Leadership:

Position World Visions as a competent, innovative and effective humanitarian agency by ensuring that the Western Africa region responds professionally to all Categories of emergencies, undertakes effective disaster management.

Assess pending disasters through scenario analysis and design and develop preparedness, advocacy and resourcing.

Develop WAR HEA contribution to the WAR strategic direction and the Partnerships OP 2030, using innovative and cutting edge programming and processes.

Work across sectors and functions to support strategy and ensure effective disaster management in all areas of WV work.

Work with the resource development unit and the Support offices to ensure effective resourcing of all aspects of disaster management, including innovative new funding opportunities with non-traditional donors.

Working with National offices, assess, adopt and operationalize WVs engagement with a range of contemporary humanitarian principles or issues such as IHL, international humanitarian standards, conventions, codes of conduct, vulnerable populations, contextual & humanitarian analysis, conflict issues, at a national level.

Work closely with other teams for appropriate integration in West Africa Region. Working closely with National Directors (ND), the Regional Security Director and Office of Corporate Security (OCS), promote appropriate measures to ensure risks are objectively assessed, mitigated and communicated to staff especially in medium to high risk locations.

Operational Support:

Advise and support regional leadership, (Regional Leader and Senior Director of Operations) in the event of Category II and Category III declarations and in the matrix management of Cat III responses.

Ensure National offices have the technical and managerial capacity to respond to Cat 2 and 3 responses, by using response registers or by providing short term leadership of emergencies.

In the event of a Global or National Office Response declaration, fulfill all duties of the RHEAD (Regional HEA Director) Terms of Reference (ToR) as outlined in the Emergency Management System manual.

Monitor all Emergency response projects in WARO on a regular basis, noting policy implications, and offering appropriate support to ensure projects are managed according to WVI and international standards.

Technical Support/Capacity Building:

Spearhead efforts to build regional and national offices capacity in disaster management in collaboration with the HEA Capacity building unit and other departments.

Coordinate and provide leadership in regional disaster management team members’ deployment within and outside the region, shadowing of Global Rapid Response Team members and ensure there is transfer of knowledge to other staff.

Ensure individuals’ performance and development needs are met, and employees are high performing and engaged.

Assure that National Offices have a functioning National Emergency Preparedness and Response Fund (NEPRF) in place as per the NEPRF policy guidelines.

Promote and ensure high standards of programmatic quality in such areas as emergency programming and Design Monitoring and Evaluation (DME).

Ensure that WV adheres and maintains international standards including ICRC/NGO Code of Conduct, SPHERE, Core Humanitarian Standards and Accountability and other humanitarian minimum standards.

Assist in establishing Early Warning systems and strengthening Early Warning and Early Action implementation.

Participate in, and facilitate lessons learned processes, program evaluations and audits (operational as well as financial) of National Office/ Partnership Office (NO/PO) programs, and contribute to post-audit monitoring and remedial activities.

Collaboration and Learning:

At a strategic and policy level, represent WV with Government agencies, UN, INGO and Church bodies, in collaboration with National Offices (if present), dealing with macro and local issues regarding humanitarian principles including advocating on key issues which affect the most vulnerable.

Enhance constructive collaboration with Global Center (GC), WAR departments, Support Offices (SOs), Global capitals, NOs, regional networks, institutional donors and organizations at regional and country level to ensure effective and efficient disaster management.

Promote continuous learning in the field of HEA at regional level and ensuring that NOs take up good practices.

Share learning, innovations and better practices across the region and HEA Community of Practice (CoP) and foster collaboration with other organizations in the area of capacity building.

In line with the New Way of Working and OP2030, ensure HEA is contributing to Child Well-Being (CWB) reporting and breaking silos between development and relief.

In line with NO and RO strategy, build consortium and relationships with other agencies for disaster management.

Others:

Carry out additional responsibilities as assigned by the Regional Senior Director of Operations or Regional Leader.

Attend and participate in devotional meetings.

KNOWLEDGE, SKILLS & ABILITIES:

A minimum of 8-10 years in humanitarian assistance and development work, with a significant portion of this in INGOs.

At least 5 years’ experience in leadership position.

Demonstrated understanding of key humanitarian principles, standards and best practices.

University degree in Humanitarian Studies or relevant field. Master’s degree preferred.

Intensive experience in leading a multi-cultural team of professionals.

Experience working in a cross-cultural environment.

Experience working in war zones / fragile contexts.

Experience in engaging with governmental institutions and multilateral agencies.

Experience in managing humanitarian operations that facilitate innovation and calculated risk taking.

Experience in serving as an organizational spokesperson to media and other external audiences.

Effective in written and verbal communication in English and French.

Preferred Skills, Knowledge and Experience:

Understanding of the international humanitarian system, particularly the systems, structures and key actors.

Understanding of the key accountabilities that must be maintained in a response (beneficiaries, donors, peers).

Ability to lead strategic planning processes.

Strong understanding of fragile contexts dynamics and programming.

Strong communication skills (oral and written) with ability to express ideas and concepts clearly and persuasively with senior internal and external stakeholders.

Work Environment/Travel:

The position requires ability and willingness to travel domestically and internationally up to 30% of the time.

Responses are often mounted in insecure or natural disaster-prone contexts, which may disrupt normal work patterns and generate staff safety issues.

Work and housing environments may at times be well below normal standards in terms of facilities, equipment, food availability and hygiene.
