Multiple locations: London, United Kingdom / Dakar, Senegal / Cotonou, Benin / Accra, Ghana Period of Assignment: July 2018 – February 2019 Duration of Assignment: Variable (both part-time and full-time) At the Tony Blair Institute for Global Change (TBI) we are dedicated to making globalisation work for the many, not the few. We do this by helping countries, their people and their governments, address some of the most difficult challenges in the world today – beginning with those where we think we can break new ground, offering leaders new thinking and new approaches. Our staff – over 200 of them, based all over the world – are working on some of the most intractable problems around issues of co-existence, governance, the peace process in the Middle East and renewing the centre. TBI’s Role in Power Africa Working in collaboration with USAID on the Power Africa Initiative, TBI has received funding to support African Governments in the development of their power sectors, specifically through the delivery of a ‘Power Africa Senior Advisors Group Programme’. Under the programme, Energy Governance Advisors in East and West Africa work closely with Governments to help them advance the development of their power sectors, with a particular focus on understanding and addressing the political and institutional aspects required to deliver sustainable power sector reform. In addition to the resident and regional advisors, a group of Senior Advisors has been established under the chairmanship of former Prime Minister Tony Blair. This “Senior Advisors Group” has been set up to provide high-level targeted advice to African Governments to support them in addressing particularly challenging issues, as they steer power sector reform and development in their countries. The Energy Governance Advisors will identify needs and coordinate responses for Senior Advisor engagements. TBI is currently supporting the operationalization of the West Africa Power Pool, working with the regional power pool Secretariat, national governments as well as other regional institutions. In specific countries, TBI is supporting national power sector reform, working closely with Power Africa partners to promote an enabling environment for sustainable power generation to be accelerated and access to households and businesses to be expanded. The Energy Governance Advisors will primarily be responsible for supporting the political and institutional aspects of regional power integration, and providing direct advisory support to national institutions as they conduct power sector reforms. This will primarily be achieved in three ways: Support National Governments and Regional Institutions to better understand the opportunities and risks greater regional integration will provide, and help them to make the transition from operating as standalone utilities to operating as part of a regional power system. TBI is now looking for Energy Governance Advisors in West Africa, at various locations depending on the specific assignments. Applicants should have: At least 5 years of power sector experience is required. Experience and expertise required in; energy modelling, and/or project transactions and project finance, and/or regulation and/or commercial readiness (market coupling) for regional marketdevelopment. Experience in institutional capacity development, cross-border power trade, power system planning or public-private Financing are desirable; as is experience working in developing economies.
