Position: Project Manager – Child Protection

Country: Iraq – Location: Mosul, with regular trips to Rabia and Til Keif – Ninewa & Sulaymaniyah – KRI

Duration: 10 months – from August 2021

Salary and conditions: Salaried contract, gross monthly salary from €1’900 to €2’600 depending on experience, monthly per diem 650 USD, medical coverage of 100% + repatriation insurance + provident fund, accommodation, international and local transportation as part of the mission, break every 3 months.

Presentation of TGH

“Actor in a sustainable and shared solidarity”

Founded in 1994, TGH is a French international solidarity organization based in Lyon. The association designs and implements emergency, rehabilitation and development programs in the following sectors: water, hygiene and sanitation, civil engineering, food security and rural development, socio-educational and psychosocial. TGH is currently operating in 11 countries in Africa, Asia, Europe and the Middle East.

Context

The regional conflict in Iraq and Syria started in 2011 and since then, it has torn families apart, displaced millions of people inside the country and pushed other millions to look for refuge in neighboring countries and in Europe.

The Kurdistan Region of Iraq (KR-I), hosting 4.4% (245,952 persons) of Syrian refugees within Iraq, also hosts around 600 000 internally displaced people. Furthermore, the KR-I faces a budgetary crisis which presents serious challenges in the access to services (e.g. education) for displaced and host community populations.

The defeat of ISIS’s last remaining strongholds in Iraq is currently leaving ground for reconstruction and the planned return of IDPs to their home villages and cities. However, in places such as West Mosul and other large areas that underwent severe destruction and where services are lacking, returns face structural limits (absence of livelihood opportunities, lack of public services, shelter…) and Iraqi people continue to be displaced in Ninewa.

In this context, inter-community tensions are still present while military groups contribute to the political shaping of the areas retaken from ISIS. Despite the loss of the territories it used to control, ISIS cells are still present and active across the country and conduct frequent attacks.

Starting from October 2019, anti-government protects started in Baghdad ad spread all over the country, in particular in the southern regions. In some cases, these led to violence against civilians, although this has not been reported in Ninewa, where TGH’s expatriate staffs are based. By the end of 2019, the then Prime Minister resigned and was not replaced until May 2020, leading to a protracted institutional crisis while the country was hit by the Covid-19 pandemic.

During this time, strong tensions between military and political actors exacerbated and attacks against US emissions in Iraq become more and more frequent.

The new government, established in August 2020, has inherited a country characterized by high levels of corruption, a worsening of Covid-19 pandemic in spite of a prolonged lockdown, significant consequences of this pandemic on the country’s health system and economy, powerful militias and third-countries’ influence (e.g. Iran, US).

Presentation of TGH mission

TGH worked in Kurdistan from 1995 to 1999 in the education and agriculture sectors to support refugees from Turkey. In 2013, TGH reopened a mission in Kurdistan and conducted several projects in Erbil: WASH in schools, Winterization distribution, Education and psychosocial support. From 2016 to 2020, TGH has deployed an emergency response supporting Iraqi IDPs in three camps of Ninewa Governorate (Khazer M1 and Nimrud, Salamiyah 1 and more recently Salamiyah 2 camps) with child protection services and education in emergencies. TGH has also been conducting and still developing livelihood activities towards vulnerable returnee households in rural Tilkaif / Hamdaniya districts. More recently TGH has opened offices in Baghdad, Mosul, Sinjar, and is developing programs in these areas of Federal Iraq.

Ongoing interventions

  • TGH is implementing a 3-year (2019-2021) food security and livelihood project in consortium with two partners in Hamdaniyah district. This project is currently working with farmers, exploring value chains, supporting animal health programs and microfinance (through implementing partner).
  • In the Kurdistan Region of Iraq, TGH is involved since 2017 in an institutional support program aiming to build the capacities of KRI’s Ministry of Labor and Social Affairs and of the 3 Directorates of Social Affairs of Erbil, Dohuk and Sulaymaniyah governorates. In 2019 this project expanded to Ninewa and to the center and south of Federal Iraq, where it is still implemented in 2021.
  • In Ninewa (Baaj and Tel Apta) TGH is implementing Child Protection activities to support returnees affected by recent camps closure. This project is funded by Iraq Humanitarian Fund, and is ending in September 2021.
  • In Mosul, TGH is implementing livelihoods activities (vocational training) in a youth center, this project is funded by UNICEF.
  • Since August 2020, TGH is implementing a project in Sinjar area with the support of the French MoFA (CDCS) aiming at improving the livelihoods of vulnerable rural and peri-urban families by strengthening food security and boosting agricultural income generating activities

A note about TGH project management: While restrictions related to Covid-19 pandemic are slowly reducing, access to a number of locations controlled by the GoI might continue to be restricted and could translate into a number of activities being managed at a distance with new arrangements and set-ups to put in place.

Presentation of the project

The project aims at providing child protection (CP) and legal services (General Protection) to conflict affected communities, while strengthening community-based mechanisms of risks prevention and response. Both immediate responses and long-term solutions will be implemented, notably by building on existing systems, and continuing to build capacities of local communities. TGH will work along with two local partners to implement such services, one specialized in CP in Kurdistan and one in legal assistance in Ninewa area (including in detention centers).

The project will build on each partners’ expertise to provide a comprehensive response to protection concerns affecting children, women and men’s access to their rights, development, resilience and well-being in Sulaymaniyah district, Til Keif (district center), Rabia sub-district (Tel Afar) and Mosul informal sites.

The project directly targets children, adolescents, men and women and to a larger extent communities that will be supported in becoming actors of protective environment promotion for their peers. By combining static approaches and mobile teams (providing outreach services), the 3 partners will ensure that vulnerable IDPs and returnees can access services even when living far from the centers ran by the project and lacking of mobility means.

TGH and the local CP partner will respond to CP issues in identified locations by providing full CP activities package. Both organizations will run centers in their respective locations where case management, PSS, parenting sessions, CP trainings and community-based CP activities will be provided. Both organizations will also have mobile teams providing the same activities in further locations including villages surrounding covered urban areas. They will comply to CP minimum standards as well as cluster guidelines ensuring activities are adapted to the sanitary context. CP activities will be adapted to age, gender and specific needs by taking into each group’s specificities. TGH will support its partner in building the capacity of their project teams by providing relevant CP trainings and mentoring sessions to CP workers. TGH (lead) will thus provide CP services in Til Keif and Rabia, and the partner will provide CP services in Sulaymaniyah.

TGH legal partner will be in charge of the legal component of the project in Ninewa. Lawyers will work in detention settings by coordinating with local police offices as well as Til Keif and Al-Faysaliah (in Mosul) detention centers where they are already operating. They will also work in out-of-camp settings through outreach service provision. They will work closely with TGH CP teams operating in the same areas (Til Keif and Rabia in Tel Afar) to ensure referrals.

Capacity building of both local partners by TGH is also a strong component of the proposed intervention aiming at strengthening local capacities in line with the strategy of localization of aid and sustainability of the action. Capacity building will aim at developing their capacity in protection services provision as well as supporting their structural development and capacity.

Job description

The overall objective of the Project Manager is to ensure, under the direct responsibility of the Field Coordinator and the functional supervision of the Program Coordinator, the implementation of activities in order to deliver essential services in the sector of Child protection and Legal Assistance in the Governorate of Ninewa and in Sulaymaniyah (KRI)

The Project Manager will have the responsibility of the overall supervision of a national team of 23 people.  In addition, she/he will provide coaching and support to two National NGO teams on Humanitarian standards, Project Cycle Management and child protection related issues. At the technical and programmatic level, the Project Manager will work with the Field Coordinator, the Program Coordinator and the Protection Unit in collaboration with the education and protection technical advisor based in HQ.

She/he ensures the good and quality implementation and monitoring of the project and the achievements of all results and activities

The main responsibilities include:

Project Management

  • He/she will lead the design, supervision and implementation of activities in all project locations, in accordance with multiple objectives, activities and targets outlined within current donor proposals and in line with projects’ budget
  • She/he ensures the proper implementation, supervision, and monitoring of the project activities (Child Protection assessments, Case Management, PSS, Parents programmes, Community-based child protection activities and awareness raising) by drawing precise action plans, including setting the objectives, workplans and activity timetable in order to achieve project results
  • She/he ensures the proper implementation of the capacity building component of the project (development of capacity building plan, training plan, PSEA policy development plan for one of the partners, mentoring sessions on CP and support departments) in relation with relevant TGH departments (logistics, finance and protection unit)
  • In close collaboration with the Protection Technical Unit, s/he will develop overall project implementation strategy, systems, approaches, tools, and materials and will adapt project activities to the Covid-19 context if there is a surge in the pandemic; she/he proposes any relevant changes of strategy or implementation changes if needed
  • She/he assesses the effectiveness of child protection and capacity building throughout the project, using Monitoring & Evaluation tools
  • She/he organizes regular meetings with the team to ensure the continuity of good practices in project implementation and coordination amongst the teams
  • S/he will work with the team to achieve project goals within the project timeline
  • S/he will coordinate with stakeholders regarding referrals

Human Resources

  • She/he provides capacity-building to the Deputy Project Manager and the rest of the national team
  • She/he will be in charge of managing a national team of approximately 23 staff including social workers, PSS facilitators, a deputy Project Manager, a data clerk and a child protection officer
  • She/he ensures a proper follow-up of the staff under her/his supervision and coordinate with the HR department for leaves follow-up, salary, etc
  • She/he works in close collaboration and provides capacity-building to the partners Iraqi NGOs in charge of child protection in Sulaymaniyah (1 PM and 20 staff) and Legal Assistance activities in Ninewa (team composed of 1 PM and 8 project staff)

Logistics and administration

  • She/he makes sure that logistical, administrative and financial procedures linked to programme implementation are established, respected, and alerts her/his superiors if gaps are observed in order that corrective action may be taken
  • She/he participates in budget follow-up meetings, monitors the efficiency in the implementation of the project activities (adequacy between means and resources allocated) and informs the superior in case of gap
  • She/he assists the logistics department in the preparation of the procurement plan at the beginning of the project and follows the procurement process
  • She/he prepares and monitors the cash forecast related to the project in collaboration with TGH Erbil administrative department

Internal coordination

  • She/he participates in internal coordination meetings and collaborates with the Field Coordinator and the Program Coordinator
  • She participates in coordination meetings in Mosul Office (through skype or through direct presence)
  • She/he communicates with the Field Coordinator, the Program Coordinator and the technical referent at headquarter level on the project progress, the technical problems faced, the potential risks and proposed solutions

Representation and external coordination

  • At the request of her/his superiors, she/he represents TGH with donors, partners, local authorities and stakeholders involved in the implementation of the project
  • She/he regularly attends and actively participates to the dedicated clusters (Protection)
  • She/he develops and maintains good professional relationships with the different national ministires (MoLSA, DoSA, MoE, DoE), UN Agencies, & NGOs (national & international)

Communication and visibility

  • She/he ensures respect of donors visibility guidelines with TGH coordination team
  • She/he prepares a communication plan for the project
  • She/he provides HQ with photos, success stories (Website, Facebook, and Twitter)

Reporting                                                                                                                                               

  • She/he participates in writing the intermediate and final reports for donors on Child Protection & Legal Assistance program, and other reports or updates per their requirements
  • She/he participates in writing any possible/future Protection concept note, project proposals
  • She/he supervises the data clerk, and ensures monthly reporting to the Child Protection Sub Cluster, and Protection Cluster as well as of project achievements on Activity Info in liaison with TGH Grants Officer

Security

  • She/he contributes to efforts aimed at ensuring compliance with safety rules at the site, and transmits all information related to safety concerns to her/his line manager
  • She/he ensures the application/respect the security rules and follow-up of the security guidelines and their update on the sites

Strategy

  • She/he contributes to the development of new interventions based on identified needs, especially linked to the sectors and areas of the projects she/he is coordinating
  • She/he can participate in evaluations/needs assessments according to the needs and mission strategy discussed with Field Coordinator, Program Coordinator, CD and headquarters
  • She/he meets (and/or identifies) with potential local partners (NGOs)

This list of responsibilities could be modified according to the needs in the field.

Security, working and living conditions

There are two main bases/offices on the mission, located in Erbil and Mosul . In April 2019, TGH opened a sub-base in Sinjar linked to Mosul base.

In Ninewa Governorate, the area of operation (Mosul) is located approximately 80 kilometers west of Erbil. Although the situation in terms of security is considered safe enough to physically operate directly, security risks and constraints have been identified and security incidents happen regularly. Staff movement are always monitored and tracked. In terms of working and living conditions in Mosul city, an office/guesthouse is newly operational with strict security measures in place (TGH security plan) with limitation of movement. Curfew is set up at 10PM for all staff and some authorized restaurants have been identified.

TGH coordination team is located between Mosul (Irak) and Kurdistan Region in Erbil. Concerning security, despite the dynamic context in Iraq, the region of KRI is currently safe. Security rules are regularly updated according to the change in context. In Erbil city, there are few restrictions of movement and expatriate staff can easily go out to bazaars, restaurants, sport centers, parks, shopping centers, supermarkets. Trips to the countryside are possible at weekends.

In Baghdad, due to the security environment, international staff movements are strictly limited and under tracking. Curfew is set up at 5PM for all staff.
