Job descriptionThe overall objective of the Field Coordinator is to ensure, under the responsibility of the Country Director, the implementation of activities in Ninewa Governorate, good coordination with local authorities in operational and security terms, and the general functioning of TGH’s Mosul office, in order to deliver essential services in the sectors of Child Protection, Food Security and Livelihood, and Natural Resource Management.He/she supervises directly the team who will be composed of 3 expatriates (possibly more, according to the evolution of funding) and a team of national staffs (around 80 staffs). The Field Coordinator will develop TGH’s office in Mosul and contribute to the development of TGH activities.

The main responsibilities include:

Coordination and follow-up of projects

  • Operational support for project managers in the implementation of the activities and achievement of objectives
  • Ensure proper budget follow-up with program managers in relation with the coordination in Erbil.
  • Participate in bi-monthly coordination meetings at Erbil level.
  • Follow the project(s) in the possible absence of a project manager
  • Follow up on the delivery of materials in conjunction with Mosul logistics and the logistics coordinator
  • Ensure compliance with internal and donor procedures in the implementation, monitoring and reporting of activities
  • Ensure a link and good coordination between the programs and all supports
  • Participate in external and internal reporting

Implementation and development of intervention strategy

  • Participate in the definition of the intervention strategy in the area of operation and update as necessary
  • Organise and carry out field assessments
  • Participate in proposal writing and fund raising

Security

  • Analyse the political, security and socio-economical context, and ensure timely and accurate internal communication
  • Keep in constant relation with local authorities and various military actors present in the area of intervention, as well as security / NGO forums
  • Regularly update the security management tools, in collaboration with the CD, and disseminate the necessary rules to all the Mosul office’s personnel
  • Guarantee with the CD, a level and modalities of operation adapted the context
  • Manage, in relation with the CD, any security incident and emergency situations, write-up incident reports
  • Participate in all security related meetings with local or international, governmental, military and NGO actors
  • Develop contact related to security at every level to develop new accesses in Ninewa.

Base management in Mosul, Sinjar and Rabia

  • Ensure that internal procedures are understood by all staff and applied
  • Ensure with administrative and logistics teams of the smooth running of the office, in their absence, ensure a proper level of log/admin support to projects with the support of Erbil coordination
  • Ensure the mutualisation of means and adequate spread of support costs among all projects

Representation

  • Maintain and develop good working relations with all local authorities, both civil and military (national army and militias) and other humanitarian actors
  • Represent the organisation as necessary in coordination/cluster meetings
  • Ensure adequate coordination with NGOs in the same areas of operation

Team Management

  • Ensure internal communication within the team through regular team meetings
  • Carry out necessary appraisals of the staff under his/her supervision
  • Supervise the management of national staffs by the international staff (respect of internal regulations, regular appraisals, sanctions, training, salary policy etc)
  • Keep a healthy working environment and a good team spirit

Those responsibilities may be revised depending on the evolutions of needs in the field.

Expériences / Formation

Educational background and experiences

  • Minimum 3 years of humanitarian experience in the field, with at least 2 in a coordination role
  • Minimum 1 year experience in a security management role in a complex conflict environment
  • Experience in team management
  • Experience in donor relations and fund raising

Skills

  • Excellent skills in project cycle management
  • Skills in accountancy / financial management/ logistics
  • Good oral and writing skills in English, Arabic is a strong asset
  • Computer skills (including Excel and Word)

Presentation of TGH

“Actor in a sustainable and shared solidarity”

Founded in 1994, TGH is a French international solidarity organization based in Lyon. The association designs and implements emergency, rehabilitation and development programs in the following sectors: water, hygiene and sanitation, civil engineering, food security and rural development, education and psychosocial. TGH is currently operating in 10 countries in Africa, Asia, Europe and the Middle East.

Context

The regional conflict in Iraq and Syria started in 2011 and since then, it has torn families apart, displaced millions of people inside the country and pushed other millions to look for refuge in neighboring countries and in Europe.

The Kurdistan Region of Iraq (KR-I), hosting 97% of Syrian refugees within Iraq, also hosts around 700,000 internally displaced people. Furthermore, the KR-I faces a budgetary crisis which presents serious challenges in the access to services (e.g. education) for displaced and host community populations.

The defeat of ISIS’s last remaining strongholds in Iraq is currently leaving ground for reconstruction and IDPs’ slow and unplanned return to their home villages and cities. However, in places such as West Mosul and other large areas that underwent severe destruction and where services are lacking, returns face structural limits (absence of livelihood opportunities, lack of public services, shelter, etc.) and Iraqi people continue to be displaced in camps in Ninewa or in the East bank of Mosul.

In this context, inter-community tensions are still present while military groups contribute to the political shaping of the areas retaken from ISIS. Despite the loss of the territories it used to control, ISIS cells are still present and active across the country and conduct frequent attacks.

Starting from October 2019, anti-government protects started in Baghdad ad spread all over the country, in particular in the southern regions. In some cases, these led to violence against civilians, although this has not been reported in Ninewa, where TGH’s expatriate staffs are based. By the end of 2019, the then Prime Minister resigned and was not replaced until May 2020, leading to a protracted institutional crisis while the country was hit by the Covid-19 pandemic. During this time, strong tensions between military and political actors exacerbated and attacks against US emissions in Iraq become more and more frequent.

Presentation of the mission

TGH worked in Kurdistan from 1995 to 1999 in the education and agriculture sectors to support refugees from Turkey. In 2013, TGH reopened a mission in Kurdistan and conducted several projects in Erbil: WASH in schools, Winterization distribution, Education and psychosocial support. From 2016 to 2020, TGH has deployed an emergency response supporting Iraqi IDPs in three camps of Ninewa Governorate (Khazer M1 and Nimrud, Salamiyah 1 and more recently Salamiyah 2 camps) with child protection services and education in emergencies. TGH has also been conducting and still developing livelihood activities towards vulnerable returnee households in rural Tilkaif / Hamdaniya districts. More recently TGH has opened offices in Baghdad, Mosul, Sinjar, and is developing programs in these areas of Federal Iraq.

TGH have its main office in Erbil and sub-offices in Baghdad, Mosul, Sinjar, Rabia, Dohuk and Sulaymaniyah and will open an office in Tikrit.

Ongoing interventions

  • TGH is implementing a 3-year (2019-2021) food security and livelihood project in consortium with two partners in Hamdaniyah district.  This project is currently working with farmers, exploring value chains, supporting animal health programs and microfinance (through implementing partner).
  • In the Kurdistan Region of Iraq, TGH is involved since 2017 in an institutional support program aiming to build the capacities of KRI’s Ministry of Labor and Social Affairs and of the 3 Directorates of Social Affairs of Erbil, Dohuk and Sulaymaniyah governorates. In 2019 this project expanded to Ninewa and to the center and south of Federal Iraq, where it is still implemented in 2021.
  • In Mosul and Dohuk, TGH is implementing livelihood activities (vocational training) in a youth center, this project is funded by UNICEF.
  • Since August 2020, TGH is implementing a project in Sinjar area with the support of the French MoFA (CDCS) aiming at improving the livelihoods of vulnerable rural and peri-urban families by strengthening food security and boosting agricultural income generating activities
  • Since September, TGH provides capacity building and material support to Halabja hospital (Kurdistan) for the treatment of victims of chemical weapons. TGH supports the Mental Health department with material and expertise through the project. It also aims at strengthening the coordination between the hospital mental health department and the Department of Social Affairs (DoSA) in Halabja.
  • In Suleymaniah and Ninewa, TGH is setting up activities aiming at providing timely, culturally appropriate and gender sensitive child protection and legal services to conflict affected communities, while strengthening community-based mechanisms of risks prevention and response. This projects is in partnership with two local NGOs

A note about TGH project management: While restrictions related to Covid-19 pandemic are slowly reducing, access to a number of locations controlled by the GoI might continue to be restricted and could translate into a number of activities being managed at a distance with new arrangements and set-ups to put in place.

Security, working and living conditions

There are two main bases/offices on the mission, located in Erbil and Mosul. In GOI TGH opened sub-bases in Sinjar and Rabia linked to Mosul base. In early 2022, TGH will open a sub-base in Tikrit linked to the Mosul base.

In Ninewa Governorate, the area of operation (Mosul) is located approximately 80 kilometers west of Erbil. Although the situation in terms of security is considered safe enough to physically operate directly, security risks and constraints have been identified and security incidents happen regularly. Staff movement are always monitored and tracked. In terms of working and living conditions in Mosul city, an office and guesthouse are operational with strict security measures in place (TGH security plan) with limitation of movement.

TGH coordination team is located in Kurdistan Region in Erbil. Concerning security, despite the dynamic context in Iraq, the region of KRI is currently safe. Security rules are regularly updated according to the change in context. In Erbil city, there are few restrictions of movement and expatriate staff can easily go out to bazaars, restaurants, sport centers, parks, shopping centers, supermarkets. Trips to the countryside are possible at weekends.

In Baghdad, due to the security environment, international staff movements are strictly limited and under tracking. Curfew is set up at 5PM for all staff.
