Tdh :

Terre des hommes Foundation (Tdh) is the leading Swiss child relief organization, based in Lausanne (Switzerland). Every year our projects support more than 2 million children (3 million in 2016) and their families in over 35 countries. We are part of the Terre des hommes International Federation (TDHIF), with 9 other sister organizations in Switzerland, Europe and Canada.

Tdh has been present in Iraq since 2014 with NFI distributions in Dohuk Governorate and in October 2015 launched unconditional cash assistance with the support of Swiss Solidarity. Since these first interventions, Tdh is now present in eleven districts (Anah, Al-Qa’im, Haditha, Tal Afar, West and East Shirqat, Tikrit, Baiji, Hawija, Kirkuk and Tooz) across four Governorates (Salah al-Din, Kirkuk, Nineveh and Al-Anbar) with operations in the two latter districts since 2017 as Tdh followed the frontlines to provide emergency assistance. Tdh was the first INGO to have field offices in Tikrit, Shirqat, Tal Afar and Anah.

Tdh’s strategy consists on providing emergency assistance in hard-to-reach and newly accessible areas with an integrated emergency response to conflict affected people while building the capacity of its current response in areas where services are being re-established.

Current donors: ECHO, OFDA, DRL, OCHA, UNICEF, MoFA of Switzerland, MoFA of the Netherlands, Swiss Solidarity.

Operational field bases : Kirkuk, Tikrit, Shirqat, Tal Afar and Anah.

Coordination bases: Erbil and Baghdad.

 

 

Context :

This position is an expatriate position based in Kirkuk with regular travel within the regions of Tdh operations in Kirkuk governorate.

The Logistics manager is in charge of:

  • Implementing and supervising all logistics operations in Salah al Din and other field sites in Salah al Din governorate;
  • Organizing logistics support for programs, keeping Terre des hommes procedures;
  • Assisting the Field Coordinator to implement the security procedures.

The purpose of the position is to implement logistic activities regarding the projects and the base(s) of TDH, more specifically:

  • Management of the fleet of vehicles/equipment;
  • Stock management;
  • Procurement – supply;
  • Office management and guest houses functioning;
  • Human Resources;
  • Operation;
  • Security;
  • Reporting.

 

 

Responsibilities :

 

Fleet management and transport

  • Responsible for the vehicles fleet, including vehicles for team and material transportation, and establish vehicle movement schedules;
  • Supervise the management of the pool of vehicles: maintenance, daily planning, price fluctuations, administration (rental, insurance, and documents);
  • Ensure that a complete breakdown kit is available on board all vehicles;
  • Permanently ensure that all drivers have received general training and carry out regular testing.

 

Procurement

  • Manage the supply chain in Kirkuk as per the Tdh purchasing procedures;
  • Manage the Tdh purchasing procedures and those from donors funding the programs;
  • Carry out a purchasing environment analysis at the local level;
  • Establish and update purchasing timelines, taking into consideration procurement tables, operation timelines and contextual and procedural logistical constraints;
  • Ensure that budgetary lines related to logistics are monitored and observed;
  • Check the supplies (quality, price, technical specifications, delivery, procedure) and the delivery to the departments, bases and programs;
  • Participate in drafting the call for tenders;
  • Develop framework contract and catalogue.

 

Stock management

  • Select storage locations and create a plan for the development and security of these sites;
  • In close collaboration with the program team, manage the stock reconciliation;
  • Supervise monthly physical stock inventory.

 

Assets and IT

  • Ensure the correct affectation of equipment according to donors rules and regulation;
  • Ensure in close collaboration with administration and programs, the affectation and transfer of equipment at the end of programs according to donors and Tdh rules and regulations;
  • Implement backup and data-protection procedures;
  • Ensure the maintenance and correct use of IT equipment, and provide technical assistance to teams and organize training sessions.

 

Others

  • Analyze and quantify logistics staff needs;
  • Supervise recruitment, training and management of the logistics team according to identified needs;
  • Ensure that all logistics staff members have appropriate appraisal and training from their line manager;
  • Manage the premises;
  • Liaise with the security coordinator for implementation of security procedures;
  • Train teams in safety rules and procedures;
  • Consolidate logistics packs monthly and provide all the necessary information to the logistics coordinator in order to draft intermediary and final reports.

 

 

Profile :

  • Professional diploma or university degree in a logistics field (supply management, IT, mechanic);
  • At least 2 years of experience in a similar position on the field;
  • Previous experience within an NGO is mandatory, an experience in emergency response would be appreciated;
  • Advance IT knowledge (Microsoft office, hardware and software, internet);
  • Organization, communication skills and proactivity are required for this position;
  • Willingness and motivation to work in an international and intercultural context;
  • Fluency in English (written and spoken);
  • Knowledge of Arabic would be an important asset;
  • Knowledge of Iraqi context would be a distinct advantage.

Please be advised that living conditions in the field (volatile security context, basic living conditions, shared showers/toilets, curfew, restriction of movements, etc.) can be challenging and although Tdh does the necessary to ensure security and wellbeing of the staff, people used to a certain level of comfort might not feel at ease in the field.

 

 

Salary :

Expatriate contract under Swiss labor code 2’950 CHF (~2’550 €) < > 4’300 CHF (~3’700 €) net /month according to experience x 13; holidays: 25 days per year. Local accommodation and transportation, health insurance, accident and medical repatriation insurance, return flight.
