Tdh :

Terre des hommes (Tdh) is the leading Swiss organisation for children’s aid. Since 1960, Tdh has helped build a better future for deprived children and their communities, making an impact with innovative and sustainable solutions. Active in more than 45 countries, Tdh works with local and international partners to develop and implement field projects which improve the daily lives of over 3 million children and their relatives, in the domains of health, protection and emergency relief. This engagement is financed by individual and institutional support, with administrative costs kept to a minimum.

 

Context :

Tdh has been present in Iraq since 2014 with NFI distributions in Dohuk Governorate and in October 2015 launched unconditional cash assistance with the support of Swiss Solidarity. Since these first interventions, Tdh is now present in eleven districts (Anah, Al-Qa’im, Haditha, Tal Afar, West and East Shirqat, Tikrit, Baiji, Hawija, Kirkuk and Tooz) across four Governorates (Salah al-Din, Kirkuk, Nineveh and Al-Anbar) with operations in the two latter districts since 2017 as Tdh followed the frontlines to provide emergency assistance. Tdh was the first INGO to have field offices in Tikrit, Shirqat, Tal Afar and Anah.

Tdh’s strategy consists on providing emergency assistance in hard-to-reach and newly accessible areas with an integrated emergency response to conflict affected people while building the capacity of its current response in areas where services are being re-established.

The main purpose of the position is to carry out efficient HR, administrative and finance management of the projects and Tdh structure in Erbil, minimizing financial, HR and operational risks. The admin/finance and HR coordinator ensures compliance in terms of Tdh procedures and donors guidelines. S/He works in close collaboration with Tdh HQ office in Lausanne.

 

Responsibilities :

Finance Management

Aim: To ensure that on-going financial contracts complies with internal procedures and with the guidelines of financial partners/donors

  • Facilitate the establishment of country strategy by making the financial information and analysis available
  • Ensure the spread, adherence and monitoring of Tdh’s and donor procedures
  • Produce correct and timely financial information to complete proposals and financial reports
  • Define and elaborate the budget proposals
  • Lead the production of budget forecasts, the implementation and monitoring of the programme’s budget and reporting
  • Prepare Tdh Treasury forecasts and prepare/send fund request to the HQ Finance controller for validation

HR management

Aim: Equitable treatment of staff and efficient HR management in support of the programme

  • Define the Human Resource’s Policy
  • Implement the programme’s HR strategy (pay, social and training policies) and ensure implementation and respect of HR processes.
  • Manage national staff recruitment and assessment processes
  • Participate in welcoming and administrative briefing of expatriate staff
  • Ensure that HR Database and payroll processing is accurate
  • Check and ensure the update of staff records and follow up of HR deadlines
  • Supervise annual performance review deadlines, contract dates and other deadlines.
  • Ensure the management of medical evacuations for expatriate staff and the management of accidents and serious incidents

Team management

Aim: Develop the team’s autonomy and performance

  • Supervise and lead the finance and HR team, set objectives and carry out assessments
  • Define the needs of administrative personnel, and recruit according to the resources allocated
  • Validate disciplinary procedures with the country representative
  • Oversee the team’s career development: define training needs and provide guidance on professional development
  • Offer the technical support to Base administrators, on day-to-day basis and through field visits

Administrative and legal management

Aim: TdH presence is secure from a legal standpoint

  • Establish and maintain relationships with local and regional administrative authorities, monitor regulations in force
  • Take part in meetings relating to administrative aspects, represent Terre des hommes on request and/or by order
  • Ensure administrative, financial and HR reports are sent to the HQ according to Tdh calendar
  • Keep a watch on NGO groups, take part in the activity of networks on legal and HR aspects
  • Follow up partnership contracts and ensure they comply with internal rules and donor obligations

 

Profile :

  • Education: Professional diploma or university degree in Finance, Accounting or Business administration
  • Language: Excellent oral and writing skills in English C2 – Knowledge of Arabic is an asset
  • Experiences and aptitudes: At least 3 years’ experience in a similar position and a previous experience with an NGO is mandatory
  • Financial reporting and knowledge of donor guidelines (ECHO, OFDA, OCHA, SDC, UNICEF, BPRM, DRL, MoFA of the Netherlands)
  • Knowledge of SAGA
  • Organized, proactive, autonomous, rigorous, analytical, sense of human relations, diplomacy, communication skills, willingness and motivation to work in an international and intercultural context

 

Salary :

Expatriate contract under Swiss labour code 3 400 CHF (~2 950 €) < > 4 750 CHF (~4 100 €) net salary/month according to experience x 13, Annual Leave: 25 days per year. Contract includes also local accommodation and transportation, health and repatriation insurance, return flight.

  • Commits to respecting Risk Management Policies including: Safeguarding Policies (Child Safeguarding Policy, Policy on the Protection against Sexual Exploitation and the Directive on Staff Misconduct at the Workplace), Safety and Security Policy and Anti-Fraud/Corruption and Prevention of the Financing of Criminal Activities Policies
  • Commits to reducing the risk of abuse and harm by developing a culture of open and informed leadership within the organization and in our work with children and the communities in which we intervene in.
