Company DescriptionSNV Netherlands Development Organization is a not-for-profit international development organizational founded in the Netherlands in 1965; and currently maintains a global presence in 30 countries; across Africa, Asia and Latin America. SNV has been present in Uganda since 1989 and currently undertakes donor funded programming within 100+ districts across the country. As an organisation, SNV focuses on the Agriculture, WASH and Energy sectors.
As from January 2019, SNV in partnership with the district local governments of Lira, Dokolo, Alebtong, Dokolo and Kole has been implementing the Austrian Development Agency funded Improving Water Supply Sustainability (IWAS II) in Northern Uganda. The project focuses on strengthening and operationalizing the Operations and Maintenance (O&M) systems for sustainability hinged on the Sub-county Water Supply Sustainability board (SWSSB) structure. No new facilities are constructed, but focus is on strengthening the existing structures for O&M in 850-point water sources benefiting 212,500 people in 22 sub counties. The Project is in its final year of implementation with strong indications for an extension.

Job Description
Primary Responsibilities of the WASH InternThe WASH Intern will support the Project Manager and IWAS II project team to deliver activities in the following areas:

A.   Provision of Advisory ServicesContribute to the development of sustainable and affordable water service provision; ensuring that the O&M and regulatory frameworks are strengthened by building capacities at all levels, with the enhanced inclusion of women.
Strengthen the capacity of existing water users within the target regions to re-gain access to previously non-functional water facilities, through improved management, improved reliability of supply and improved facility repairs.Strengthen the capacity of political leadership, selected local government structures/ institutions to improve access to and sustainability of rural water services. Ensure that both district and sub-county technical personnel will be supported to implement their roles in O&M systems within the local communities.Follow up on the Water Source Committees (WSC’s) and Sub-Country Water Supply and Sanitation Supply Boards (SWSSB’s); while ensuring that established WSC’s and SWSSB’s receive the necessary organizational development.Support the Business development consultant in strengthening private sector support in operation and maintenance interventions. Together with the Business development consultant, the WASH Intern will support number of Hand Pump Mechanic Associations (HPMAs) in the development and implementation of their business plans; including the acquisition of contracts and will  work on the supply chain aspects of O&MFacilitate contacts between WASH stakeholders (sector institutions, service providers, funding agencies, private sector organizations, etc.).Contribute to the budgeting, planning, programmatic processes, and financial management of the project activities within the target area.Provide regular updates and bi-weekly written reports to the Country Office leadership and donor organization, reflecting progress made on the project.Provide coaching and mentoring of program personnel; consultants; partners and stakeholders on the relevant program strategies and implementation techniques. Advise on the strategic development of the project and actively participate in the drafting and implementation of strategies and work plans and reports.Analyse project environment, identify any threats, and suggests appropriate strategies to management
B.    Monitoring Evaluation & Quality AssuranceResponsible for the supervision, monitoring and reporting on the implementation of ongoing activities related to the strengthening of water use capacity; improvement of non-functional water facilities; support for district and sub-county technical personnel; establishment and support for WSC’s, SWSSB’s, HPMA’s etc.
Support the Project Manager & the M&E intern in ensuring that that mechanisms to monitor the implementation of the project activities is in place and that data collection is carried out in a systematic and timely fashion; ensuring that quality data is recorded and analysed.Providing support to extension workers and implementing partners to ensure delivery of project assignments / results meets SNV requirements in terms of scope, quality, and timeliness of delivery.
C.   Knowledge Development, Brokering and NetworkingFacilitate learning and knowledge development on best practices within the WASH sector.
Support documentation of case studies, best practices and emerging models from SNV practice.Participate in internal and external learning and networking events relevant to the WASH sector’s programmes.Effective participation and contribution in the SNV country WASH sector group
QualificationsUniversity degree in any of the following disciplines: engineering (preferably Civil, Environmental or Water Resources Engineering, social sciences (development studies, Social Work and Social Administration), Business Administration, Public (Environmental) Health, etc.A minimum of one year of relevant working experience in Water/ Sanitation/Hygiene programming within the Uganda WASH sectorProven technical and management expertise in terms of WASH project assessments, design, implementation, reporting, monitoring and evaluation and stakeholder engagement.Demonstrated competencies within the Uganda WASH sector and experience in facilitating multi-stakeholder processes.Ability to multitask, strong attention to detail; ability to work independently; strong analytical, communication and report writing skills.Experience in coordinating a range of diverse actors and activities to achieve a common programming objective under the WASH sector.Good understanding of the link between Water, Sanitation and HygieneStrong communicator with the requisite interpersonal and negotiation skills to work with persons of various cultural and educational backgrounds.Team player with results-oriented attitudes.Familiarity and proficiency in MS Word, Excel, PPT, etc.Fluency in English (written/oral/comprehension) is required (Additional languages preferred).Ability to work in multi-cultural environment and willingness to learn basic words in the local indigenous language (such as greetings, saying thank you, etc).Valid riding permit
