METHODOLOGY
Desk Review of draft concept:
The consultant will provide feedback on the accreditation pilot concept (the scope, licensure process, institutional set up and governance model, roles and responsibilities of different stakeholders, modality of implementation etc.)  He/she will provide overall guidance to the process of endorsing the pilot scheme by MoSS and other national stakeholders.
Stakeholder consultations:
The consultant will guide the process of finalizing the licensure pilot concept and its implementation through a series of consultations with MoSS, Social work academia, Social work syndicate, MoHE, NAQAA, NGOs and any other relevant stakeholders etc.  These consultations should yield agreed licensure processes – Terms of reference for different stakeholders – a clear governance model and structures etc. The outcome will be a final pilot concept, costed action plan with official endorsement from different stakeholders in the form of a signed protocol of cooperation.
Collaboration with International bodies/experts:
The consultant will collaborate with International social work expert and other international bodies to lay out the institutional arrangement of the child protection licensure process and pilot scheme, including competency frameworks, licensure categories, corresponding functions, roles and responsibilities as well as examination and assessment process, capacity building plans etc. This also includes mechanism for the accreditation of curriculums, continuous learning materials and institutional arrangement required for that.
ACTIVITIES, DELIVERABLES AND TIMELINES
Conduct technical review of the pilot concept and provide feedback.
Conduct high level meeting to present the concept to the MoSS Minister, and other external stakeholders such as CAOA, MoE, MoF etc.
Provide technical support to the preparatory process for the consultations, any resources/materials/presentations required.
Conduct a series of workshops/consultations with Social work academia, Social work syndicate, MoHE, NAQAA, NGOs and any other relevant stakeholders, to present and discuss the draft concept.
Facilitate meetings with relevant stakeholders to create national task force to develop educational pillar of the accreditation scheme.
Conduct meetings with International expert/body to discuss and develop draft action plan for pilot scheme for child protection social workers.
Provide further rounds of consultation with relevant stakeholders to finalize a costed action plan for the pilot scheme.
Facilitate workshops/meetings to produce cooperation protocol with relevant stakeholders to begin implementation of the pilot exercise

QUALIFICATIONS, SPECIALIZED EXPERIENCE
High level understanding and on hands experience with the Egyptian government structures.
Advanced degree in education/Higher education or any relevant degree.
Minimum of 15 years of experience in the field of Education planning and programming.
Extensive relevant professional experience in educational quality assurance, accreditation.
Extensive experience in leading and facilitation of policy dialogues on a national and international level.
Extensive experience in the planning and development of national policies, strategies.
Knowledge of the United Nations’ system, practices, and procedures, particularly UNICEF’s system
This is a field-based consultancy assignment located in Cairo.  Travels to specific governorates, Logistics, transport, insurance, security and other related issues will not be covered by UNICEF.\
