The Response Innovation Lab http://www.responseinnovationlab.com/uganda is coordinating the implementation of a 3-year DFID-funded programme called U-LEARN: Uganda Learning, Evidence, Accountability, and Research Network. The objectives of U-LEARN are to provide verification of partner deliverables, an enhanced capacity to provide and regularly champion accountability to affected people and develop, manage and promote a protracted crisis learning hub.
The RIL will run the Learning Hub component of the U-LEARN programme by designing and implementing  a digital knowledge management and dissemination strategy capitalizing.
Role Purpose: The job holder will be responsible for supporting the MEAL function for the U-LEARN Consortium and for the learning hub. The MEAL Coordinator will be responsible for data collection, quality control, compilation and dissemination for innovation and learning projects across the refugee response, connecting the research, evidence and learning to the greater humanitarian and innovation context in country and with Consortium’s global networks.
1. Ensure coordination among Consortium partners and comprehensive reporting for the U-LEARN Consortium
Put in place an operational MEAL system including setting up of project-based mechanisms to monitor and document the progress of the implementation of programme activities.
Provide technical guidance and lead capacity building of the U-LEARN staff, partners and stakeholders on implementation of MEAL activities within the programme; to include capacities for data collection, storage, indicator definition and reporting.
Carry out data collection, analysis, and communication activities (qualitative and quantitative) and bring gaps in data management to the attention of the Consortium Manager and the project managers of the Consortium.
Support teams to collate, analyze, and make sense of data collected to build theory of change, learning, and data capture strategies relevant to locally-owned project management and program development.
With partners, and when appropriate, co-develop and test new approaches to data collection and M&E using mobile and remote sensing ICTs, social media analytical techniques, and predictive modeling for real-time program monitoring and decision-making.
Co-develop internal and externally-facing reports, case studies, op-eds, blog posts, and other forms of story-telling that explore the impact of Country Lab services and programs on humanitarian response.
2. Deliver the MEAL function of the learning hub, with the guidance of the Learning Manager
Deliver similar activities to those underlined under point 1. at the level of the learning hub specifically.
Rapidly develop and contextualize tools and processes around data collection, analysis, and reporting (communication) to support the core functions.
Collaborate with the Digital Communications Coordinator for the production and dissemination of relevant, evidence-based content.
Lead and analyze surveys of users of the learning hub to understand uptake of learning and satisfaction with the learning hub services.
Participate in mid-year review of the learning strategy.
Extract and translate knowledge driven from local innovation initiatives into meaningful insight at the global policy level through quarterly publications, workshop content and e-learning materials, evidence-based reviews.
Contribute to research efforts of the learning hub around good practices.
Qualifications and Experience
Minimum of a Bachelor’s Degree in either Statistics, Social Sciences, Development Studies and other related humanities.
A Post Graduate training in M&E or Project planning and Management will be added advantage.
5 years work experience in the field of social science research, with particular emphasis on humanitarian emergencies, development, and conflict settings.
Must have proven qualitative and quantitative data analysis skills.
Experience undertaking evaluations for international NGOs. Prior experience with Save the Children is an advantage.
