The Response Innovation Lab http://www.responseinnovationlab.com/uganda is coordinating the implementation of a 3-year DFID-funded programme called U-LEARN: Uganda Learning, Evidence, Accountability, and Research Network. The objectives of U-LEARN are to provide verification of partner deliverables, an enhanced capacity to provide and regularly champion accountability to affected people and develop, manage and promote a protracted crisis learning hub.
The ICT4D Advisor will provide technical expertise to the Response Innovation Lab (RIL) Uganda and its partners in order that projects and programs and staff are supported with technology and innovation knowledge, advice, practices and resources. The ICT4D Advisor will be responsible for the design and coordination of the delivery of the Learning Hub digital knowledge management strategy.
Learning Hub digital strategy
·   Lead consultations for the definition of the learning hub digital strategy and scope of work that will support sharing and uptake of learning across sectors by various stakeholders.
·  In partnership with the Learning Manager, map types of evidence available, user audiences and channels for communication.
·  Use human-centred design approach and conduct surveys to analyse user needs and propose appropriate knowledge management approach.
·         Participate in the selection of digital service-providers for the delivery of the digital strategy
·         Supervise the ICT officer to ensure appropriate back-end work
·         Effectively communicate project expectations to team members and stakeholders
·         Develop and deliver status reports and presentations.
·         Liaise with project stakeholders on an ongoing basis.
·         Capture and communicate lessons learned.
Support partners with advisory services
·  Act as liaison between U-LEARN programme staff and advisory bodies and technical staff (technology companies, digital service-providers) and assess feasibility and risks (business and safeguarding) related to various ICT4D work-streams.
·    Work with stakeholders to define the scope, goals and deliverables of new solutions and projects – with a special lens of safeguarding and technology appropriateness.
·    Provide advisory services to Consortium and other DFID partners, in particular for the intended technological improvements to current systems for Accountability to Affected Populations
·  Deliver guidance and training on the Digital Development Principles and appropriate Data Management, Privacy and Security standards.
Qualifications and Experience
·    5 years’ work experience in an incubator, a start-up advisory, social enterprise, innovation space, project management or entrepreneurial experience.
·   Post-graduate degree in IT/ICT, computer science, business administration, design or other relevant field.
·     Familiarity with Design approaches and methods including Service Design, Design Thinking, Human Centered Design
·   Extensive experience working with the private sector, government or non-profit programs in designing and delivering innovative ICT/digital/technological solutions for development and humanitarian programmes.
·    Excellent knowledge of mobile communications technology in developing countries (and Uganda refugee hosting-districts specifically) and a proven drive to innovate.
·    Experience training and building capacity of a range of audiences and serving as a liaison between technical service providers and non-technical project managers in development field.
·      Excellent analytical, communications, team work and project management skills.
·      Preferable prior understanding of the refugee response context in Uganda.
