Background
As one of the original eight pilot countries for the UN Reform initiative Delivering as One, Tanzania is a global leader in advancing reforms of the UN system, with a view to support accelerated harmonization in implementation practices, coherence in programming, and alignment with national systems, intended to produce a reduction in transaction costs and enhanced development impact. Deepening reform will require new and even more innovative ways for the UN agencies to work together in formulating and implementing UNDAP II. Programme planning, resource mobilization, evaluation, and review activities will be done collaboratively. There will be increased harmonization of UN policies, procedures and tools, possibly leading towards the establishment of a One UN Operations Team.
The Programme Team works in three focus areas namely Inclusive Economic Growth, Environmental Sustainability and Inclusive Democratic Governance. The Inclusive growth focus area deals with poverty reduction, private sector development, social protection, addressing issues of unemployment and livelihoods strengthening. The Programme Analyst for Inclusive growth works under the overall guidance of the Programme Specialist and Head for Inclusive Growth Pillar. The Programme Analyst analyzes political, social and economic trends and takes active role in design, formulation, implementation, monitoring, reporting and evaluation of projects within his/her portfolio and provides policy advice services to counterparts. The Programme Analyst supports the Programme Specialists with the daily operations of projects, including project management in Atlas, reporting in IWP and ROAR and also support the bidding and contracting processes under NIM when UNDP is a responsible party. The Programme Analyst ensures effective delivery of the CO programme by supporting programme implementation throughout project cycle while remaining consistent with UNDP rules and regulations guided by the POPP. The functions are embedded with a virtual team across the thematic areas but also working closely with the Programme Finance and Procurement teams in order to fast-track processes and ensure that there are sufficient capacities to manage the workload at peak times.
The Programme Analyst coordinates activities of the projects’ staff stationed with the implementing partners. The Programme Analyst works in close collaboration with the operations team, programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP programme implementation.
Duties and Responsibilities
Summary of Key Functions:
-Support to the formulation of programme strategies and implementation of the Country Programme and UNDAP II in alignment with the Strategic Plan;
-Management of projects in the Country Office Inclusive Growth Portfolio;
-Creation of strategic partnerships and implementation of the resource mobilization strategy;
-Provision of top quality policy advice services to the Government and  facilitation of knowledge building and management.
Supports formulation of programme strategies and implementation of the Country Programme and UNDAP II focusing on achievement of the following results:
-Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to CCA, UNDAP II, CPD and other documents;
-Identification of areas for support and interventions within the area of Inclusive Growth. Ensure the programme of support is fully aligned to the thematic, design and operational parameters of the Strategic Plan;
-Ensure that the programme is appropriately reaching the target population, issues of sustainability and scalability are addressed, and that the voice of the marginalized and that South-South and triangular cooperation is built in programmes;
-Ensure gender and women empowerment is mainstreamed in all programmes within the Inclusive Growth portfolio and that the interventions are reaching the poor and marginalized;
-Work closely with the Programme Specialist & Head of the Pillar to provide support to CO to develop private sector engagement strategies and initiatives. Additionally, she/he will help the Pillar to contribute to thought leadership in the areas of private sector engagement and partnership.
-CO business processes mapping and preparation of the content of internal Standard Operating Procedures in Results Management.
Ensures effective management of the CO programme within the Inclusive Growth portfolio focusing on quality control from formulation to implementation of the country programme achieving the following results:
-Effective application of RBM tools, establishment of management targets and monitoring achievement of results;
-Design and formulation of CO programme within the area of responsibility, translating UNDP’s priorities into local interventions. Coordination of programme implementation with the implementing agencies;
-Initiation of a project, presentation of the project to PAC, entering project into Atlas, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review;
-Programme Analyst can perform as requisition approver in Atlas and participates in recruitment processes for projects;
-Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of NIM projects;
-Follow up on audit recommendations. All exceptions are timely reported;
-Aggregate reports are regularly prepared on activities, outputs and outcomes, documentation and communication of results, monitoring and gathering evidence for ROAR and data for the IRRF, preparation of donor reports;
-Preparation of Annual Project Report (APR) for the projects within the Inclusive Growth portfolio with supervision from the Programme Specialist & Pillar Head. .
Ensures creation of strategic partnerships and implementation of the resource mobilization strategy in cooperation with the Programme and Operations Teams focusing on achievement of the following results:
-Development of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors’ priorities;
-Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.
Ensures provision of top quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results:
-Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals;
-Support to development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners;
-Sound contributions to knowledge networks, website and communities of practice;
-Organization of trainings for the operations/ projects staff on programme issues.

-The key results have an impact on the success of country programme within specific areas of cooperation. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Required Skills and Experience
Education:
-Master’s Degree or equivalent in Business Administration, Environmental Management, Project Management, International Development, Political Sciences, Social Sciences or related field.
Experience:
-2 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, implementation, monitoring and reporting of development projects;
-Experience in the usage of computers and office software packages, experience in handling of web based management systems;
-Communication Skills.
Language Requirements:
-Fluency in English
-Swahili desirable.•
