The Opportunity

 

The USAID funded Marawi Response Project will utilize a needs-based approach to contribute to USAID’s goal of supporting the integration or return of internally-displaced people (IDPs) from; the Marawi Crisis.  The program’s objectives will be to (1) provide locally-driven and community-centered approaches that improve the economic and social conditions of IDPs from Marawi and its environs and establish the conditions for communities to successfully undertake longer-term planning of their communities; and (2) strengthen community cohesion through developing or strengthening community institutions or structures capable of effective, participatory leadership and governance and increasing the capacity of  communities, civil society and local governance actors to develop constructive relationships that decrease the risk of further conflict.

 

The Monitoring, Evaluation, Research, and Learning Specialist will be responsible for all the monitoring, evaluation, accountability and learning activities of the project. Other key responsibilities include:

 

  • Lead or facilitate the collection of baseline data and ongoing data collection and progress updates for the project.
  • Lead the gathering, sharing, consolidation, and dissemination of lessons from community members and sub-grantees based on their experiences of the projects and appraisal of their successes.
  • Design gender, age, and ability friendly community-based feedback mechanisms in collaboration with the Monitoring, Evaluation, Research, and Learning Manager.
  • Design and conduct studies, assessments, and learning activities in coordination with Monitoring, Evaluation, Research, and Learning Manager.
  • Develop, generate, and analyze monthly project reports.

 

Qualifications:

 

  • Bachelor’s degree preferably in international development, statistics, social sciences, demography, or related field. A graduate degree is an advantage.
  • At least three years’ actual experience designing, directly monitoring or managing donor-funded projects.
  • Strong experience in developing and implementing monitoring, evaluation, accountability and learning frameworks and mechanisms with community participation.
  • Has relevant training on facilitating age, gender and ability sensitive consultations, participatory accountability, and feedback mechanisms, and knowledge management.
  • Has the capacity to work effectively in different cultures.
  • Applicants must be eligible to work on the Philippines. Local applicants are preferred.
