Background

Passerelles Numériques (PN) is a non-profit organisation dedicated to enabling highly disadvantaged youth, through their abilities and commitment, to access education and technical and vocational training in the Information Technology sector. We work to build strong employability that allows them and their families to escape poverty sustainably, and to contribute to the social and economic development of their countries.

Established in Cambodia, the Philippines, Vietnam, and Madagascar, PN currently trains more than 700 students and employs around 100 people across these countries, including a small team in France. Since 2005, PN has produced over 3,200 graduates.

Launched in 2009 in Cebu, Passerelles Numériques Philippines (PNPh) provides a 2.5-year IT training program based on a holistic educational approach that combines technical skills and professional development (soft skills). While at PNPh, students’ basic needs — housing, food, medical care, and wellbeing — are covered. PNPh is registered as a local association: Passerelles Numériques Philippines Foundation Inc.

Mission

The Country Director ensures that the mission, teamwork, and organisation’s values are upheld and shared with every staff member and student, creating a common vision across the team.

They are the main representative of PN in the Philippines and, as such, are responsible for ensuring the organisation remains accountable to the standards and expectations of donors, government authorities, and local communities.

Duties and Responsibilities

Reporting to the Executive Director of PNG, the Country Director will be in charge of the following:

Knowledge Management

  • Maintain strong awareness and accurate local knowledge of the organisation’s field of action (social challenges, development level, employability stakes, business ecosystem, etc.).
  • Stay current on the local ecosystem: demographic data, education and digital access, poverty level, security situation, and key actors in PN’s sector.
  • Assess local social trends and challenges related to youth employability, and identify needs.
  • Collaborate with internal and external development partners to identify and share relevant practices.

Strategic Country Program Development and Planning

  • Contribute to the development of the association’s strategy.
  • Ensure the in-country strategy aligns with and contributes to PN’s global strategy, while being implemented in a locally relevant way.
  • Lead in-country project development in coordination with the PN global team.
  • Develop effective solutions and collaborations to serve the organisation’s mission in the Philippines.

Country Program Management and Oversight

  • Manage operations in the Philippines in accordance with internal policies and all local legal requirements.
  • Manage and ensure the delivery of high-quality, results-based programs.
  • Organise rigorous monitoring and evaluation of the mission and its activities.
  • Ensure all operational activities meet high quality standards, including defining and implementing operational processes.

People Leadership & Management

  • Lead by modelling self-awareness to foster an environment of mutual respect, diversity, and inclusion, so that all team members feel included, supported, and able to thrive.
  • Build a culture of accountability, with effective communication systems and relationships that ensure every voice matters.
  • Recruit, manage, motivate, and onboard an informed, skilled, and efficient team, with an emphasis on high-quality impact, inclusion, and achievement.
  • Foster a team culture of growth, learning, creativity, and innovation through continuous feedback, development, and performance management.
  • Ensure people-focused HR systems are in place and consistent with PN’s policies, including job descriptions, onboarding, performance management, professional development plans, and reporting mechanisms.
  • Act as an ambassador, facilitator, and role model who promotes the organisation’s values.
  • Lead and manage a team of approximately 25 people.

Representation and Partnership Development

  • Represent the organisation, its mission, and its values to all stakeholders and prospects in the Philippines, with support from the External Relations team.
  • Advocate on behalf of PN to raise awareness and drive action on youth employability and digital inclusion.
  • Envision and develop meaningful partnerships, in line with strategy, to serve, expand, and/or fund the mission.
  • Maintain and develop positive, collaborative relationships with donors.
  • Ensure regular, rigorous monitoring to deliver appropriate reports to partners.
  • Develop local fundraising and seek funding from donors — corporate and foundation — located outside the country.
  • Collaborate with PN Global’s fundraising director and manager to ensure annual fundraising objectives are met.
  • Regularly share relevant news or events from the centre with the PN Global communications manager, in coordination with the External Relations (ERO) manager.

Financial Management & Administration

  • Manage the budget within approved spending levels, as validated by the Board of Directors and PN Global.
  • Monitor budget follow-up through established procedures and close monitoring of expenditures, ensuring income and expenses remain balanced.
  • Prepare operational budgets with all managers and report financial metrics as defined.
  • Validate financial reports as required by accounting procedures and by the Philippine government.
  • Oversee and direct the appropriate use and management of financial, logistical, and other resources in line with internal policies, donor requirements, and compliance procedures.

Logistics & Risk Management

  • Ensure staff and beneficiaries operate and live in a safe environment.
  • Oversee organisational insurance policies.
  • Ensure health and safety procedures are known and followed.
  • Develop, review, and maintain policies on health, safety, security, and environmental matters.
  • Anticipate and inform management of risks and proposed solutions.

Expériences / Formation

Education

  • Master’s degree or equivalent in Education, Social Work, Project Management, International Development, or a related field.

Leadership & Management

  • 5+ years of experience leading diverse, multicultural teams, with strong skills in performance management and staff development. Understanding of the Philippines working culture is a plus.
  • Effective decision-maker, able to manage competing priorities under pressure.

NGO / Nonprofit Sector

  • Significant experience in the international NGO/nonprofit sector, ideally in Southeast Asia.
  • Solid understanding of international development principles, youth empowerment frameworks, and MEAL approaches.
  • Knowledge of NGO legal and compliance requirements in the Philippines; familiarity with safeguarding and child protection standards.

Fundraising & Partnerships

  • Track record of successful fundraising from institutional donors, corporate foundations, and/or private philanthropists.
  • Experience managing senior donor relationships, grant reporting, and proposal writing.
  • Ability to identify and develop strategic partnerships; experience collaborating with global fundraising teams.

Personal Attributes

  • Committed to PN’s mission and values, with a genuine passion for social equity and youth development.
  • Entrepreneurial, resourceful, and an effective communicator in English (French is  a plus).
  • Willing to travel locally and internationally as required.

Professional Experience

Demonstrated experience in one or more of the following areas:

  • Leadership and team management.
  • Project management and strategy implementation.
  • Vocational (TVET) programs for youth employability and/or international digital inclusion programs.
  • Social organisations (NGOs, social businesses, social entrepreneurship).
  • Relationship and partnership building (corporate, institutional).
  • Grants and donor management.
  • HR and finance.

Salaire
