MSF recruits 01 Learning & Development Manager in Venezuela (m/f/x)

CONTEXT

Global Venezuela

In 2015, MSF OCBA began operations in Venezuela, being officially constituted with a legal framework within the country as “Doctors Without Borders Venezuela”. MSF OCB started in in Venezuela in February-March 2016 and adheres to this legal framework, having consequently the action based on intersectionality. In 2019, MSF OCA also started activities, gathering in this intersectionality of 3 MSF Operational Centers.

Our projects:

  • Project Bolívar

It is located in a zone of mining exploitation, in one of the areas of the country where the factor of extractivism is most accentuated. MSF began in 2016 with a Malaria project, based in Las Claritas, and in March 2020 MSF extended its operations with an additional base in Tumeremo.

  • Project Anzoategui

It is located in the central zone of the country, which is an oil producing state and was severely hit with the destruction of the oil industry. MSF began in 2018 with the construction and operation of an ambulatory for primary care, sexual and reproductive health. In 2020, MSF operations were extended to primary care, reproductive health and support to hospital institutions with precarious conditions in the areas surrounding the project.

Learning & Development (L&D) Context

In November 2019, MSF Venezuela had its first Learning & Development (L&D) Manager. The vision of a “global and diverse workforce” must be reached through an HR approach, where priority is put on the deployment of personnel according to the needs of the project in terms of competencies and not based on administrative classification.

In November 2021, the position of L&D Specialist started as part of the increase of activities and to reinforce coherence and continuity of this component. Today, L&D supports directly all activities related with the employee cycle, from the recruitment to the mobility. Implementing and operationalizing L&D activities is being done mainly in coordination and in the Venezuela International Supply Unit (VISU), and technical support is given to the projects.

RESPONSIBILITIES

Main Purpose

The L&D Manager Venezuela is responsible for ensuring the HR capacity required, sizing and improving people capabilities, contribution and active participation in order to achieve mission goals effectively. This will be done according to MSF HR vision and values.

  • Supporting operations’ goals with an L&D strategy, processes and

Professional Objectives

  • Develop the L&D strategy with a 2022 budget and action plan together with the HR Coordinator (HRCo) based on the empowerment of local staff
  • Collaborate with HRCo and Deputy HRCo on the Back-Up and Development Plan for key mission personnel
  • To carry the nationalization process in the mission, supporting the identify the position to be nationalized and support in the process
  • Support managerial competencies in recruitment

The ideal candidate knows OC’s learning and development strategies, procedures and tools, adapt them to the mission’s context and ensure an equitable, fair, transparent, efficient and accountable implementation throughout the mission by all relevant people.

Provide expertise to all people involved in recruitment process on how to lead it properly with the aim of recruiting professionals and people with potentials to be developed.

Ensures alignment with existing policies and provides expert support to coordinators, activity managers and supervisors in recruiting and developing people under their supervision: first screening of CVs, interview methods, content, detection of potentials, best practices, PMS, alignment of development with operational objectives, etc.

Expériences / Formation

Education:

  • Degree in HR, Organizational Development, Pedagogy or related
  • Desirable: Specialization in HR or L&D.

Experience:

  • At least two years of work experience in HR / HR development
  • Desirable: Experience in MSF or other NGOs in developing

Competencies:

  • Computer skills: Excel, Word, Power Point;
  • Emotional Intelligence & Decision-making
  • Good communication skills
  • Cultural awareness & inclusion
  • Collaboration & Leadership

Technical key capacities:

  • Knowledge of theories and models of adult learning
  • Analyse performance & learning needs
  • Facilitate, develop & organize learning opportunities
  • Develop a strategic vision for learning and development based on operational needs
  • Support the transfer of learning
  • Evaluate learning impact

Languages:

  • Indispensable: Working proficiency in Spanish, Intermediate-High in English (at least B2/ C1 level).

Salaire

  • Expected starting date: 23 May 2022
  • Contract type: 12-month fixed term contract
  • Based in Caracas – Venezuela; available for movements to the projects (40% mobility)
  • Salary according to MSF-OCB field salary
