MdM currently works in more than 40 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

In response to the latest crisis, MdM has been operational in Dohuk Governorate since November 2014, in Kirkuk Governorate since July 2015, and Ninewa Governorate since April 2016, supporting IDPs, returnees and host communities in getting access to primary health care services. MdM delivers today a comprehensive health response in areas of intervention, including Mental Health and Psychosocial Support (MHPSS) at primary care level.
In 2019, MdM is transitioning its response towards support to the national health system in areas of intervention across northern Iraq (Dohuk, Kirkuk and Ninewa Governorates). Mobile clinics and teams were transformed wherever possible into support of existing Primary Health Care (PHC) facilities, in close cooperation with local health authorities and the Ministry of Health.

TASKS AND RESPONSIBILITIES:

Under the responsibility of the general coordinator, you are providing leadership on enhancing, setting up and implementing the Monitoring, Evaluation, Accountability & Learning (MEAL) strategy.

More specifically, your responsibilities are to:

Quality Monitoring
-Provide reviews regularly and analyse the monitoring indicators to present intelligible results
-Support the development and periodic revision of the monitoring system and suggest adjustments
-Support technical coordinators and managers in the periodic revision of the projects of reference and key supporting documents
-Manage the data flow and revise related primary data collection tools taking the national Health Information System (HIS) into consideration
-Support the preparation, attend and provide technical MEAL feedback in relevant meetings
-Support the team in carrying out monitoring steps in line with the mission monitoring system’s SoPs
-Ensure harmonization of key monitoring system tools within the mission including data collection tools, intermediary files and MONITOOL
-Work closely with the technical coordinators to develop program quality benchmarks to ensure continuous monitoring of activities

Research & evaluation
-Suggest and provide technical support to the coordination team for potential researches, assessments and evaluation
-Take lead in program/donor initiated evaluations & surveys and ensure findings and results are incorporated in delivery approach

Accountability & learning
-Lead the development of an accountability framework and tool while ensuring links with the mission monitoring system
-Lead the set-up of a mission Complaint Feedback and Response Mechanism (CFRM)
-Sensitize operational and technical teams on essential accountability and learning mechanisms
-Support technical teams to collect and document good practices, lessons learned and feedback
-Propose ways to disseminate M&E learning internally and externally and ensure the use of those during project development and planning phases

Capacity building
-Evaluate staff M&E capacity building needs and propose a training plan
-Provide orientations and capacity building activities to MdM partner staff based on assessed needs
-Support the development of a MEAL induction package to ensure capacity building of new staff members involved in the monitoring system

Reporting & coordination
-Ensure that MEAL is incorporated in the development of new proposals and country strategy
-Contribute to internal and external reporting with regards to M&E aspects
-Provide support for planning and reporting processes and assist the coordination team to effectively use reporting mechanisms
-Liaise with external stakeholders for aspects related to quality and learning systems

CONDITIONS OF EMPLOYMENT:
Status: Employee

Contract: Fixed-term contract
Duration: 12 months

Starting date: August 2019
Position based in Erbil with very regular field visits in Kirkuk, Dohuk and Ninewa (half of the time)
Gross monthly salary: 2 548 euros
Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
Expatriation bonus (10% gross salary per month)
Transportation cost, vaccines and visas covered
Allowance for accommodation
22.5 RTT (recovery days) per year
5 weeks of paid leaves per year
Health insurance (60% covered by MdM and 40% by the employee)

SKILLS AND EXPERIENCE NEEDED:
Master’s degree in relevant field (Public Health, Social Sciences)
At least 3 years of field experience in public health and/or MEAL
Experience in project cycle management, M&E and accountability mechanisms
Strong knowledge in the use of MS Office Package
Knowledge of data analysis software (i.e. SPSS or STATA, EpIinfo) is an asset

Strong organizational and systematic planning
Willing to live and work in a place with tense conditions
Problem solving oriented
Ability to manage shifting priorities
Strong communication and diplomacy skills
Languages: English is mandatory
