Under supervision of the Planning & Execution Manager, this position ensures planning activities are executed according to established production specifications and schedules, volume, cost and quality standards. Supervises Dynamic Planners who undertake the vessel load and discharge planning processes, as well as yard planners and Dispatchers. Responsible for the preparation and communication of the terminal berthing plan as determined in close cooperation with the Shipping lines and Vessel agents.

You´ll be responsible for setting and managing short and long-term planning priorities for the team. As Supervisor you´ll mentor and guide your team to ensure that all plans and schedules are efficient and in alignment with the business’ operational and engineering objectives. This role acts as the key point of contact between the planning and execution teams by facilitating communication and collaboration. You shoud be an excellent communicator with proven expertise in reporting and excel. Please expect to be tested.

PRINCIPAL ACCOUNTABILITIES

  DYNAMIC PLANNING

Assist to manage, motivate and instruct all planning team members. Structure tasks and goals, establish course of action, and set priorities.  Execute daily tasks with considerations for high productivity and efficient utilization of equipment and labor.

Assist in ensuring that data quality within the planning systems is maintained and is continuously up to date.

Assist in maintaining a vessel library.

Assist to maintain and enhance relationships between departments. Promote good business relationships among external/internal customers and vendors.

Assist in Identifying and solving planning problems and issues on a daily basis, usually of a moderate nature & escalate complex issues.

Assist in coordinating and monitoring efficient planning according to operational requirements and legislation

Ensures the planners finalize the load-list 48 hours before vessel arrival. Clarify issues with the shipping lines to mitigate disputes. Ensure Customs requirements are met.

Assist to monitor and optimise working methods, procedures and meeting of deadlines by providing documentation and suggesting enhancements to higher management.

Assist in solving problems and ensure knowledge sharing to the planning team

Assist in ensuring operational information are requested & processed e.g. Baplie, Movins, Booking release

Assist in monitoring the vessel & yard operation plans.

Assist in ensuring that the requested & processed operational info are in line with current terminal availability.

Understand vessel stability and safety under discharge and load criteria and whether intended discharge and load plan meets those criteria

Ensure OPS Visualisation is well managed    

BERTHING

Ensures that communications with the shipping lines regarding vessel berthing are clear and without error.

Ensures timely submission of berth schedule via mail to all stakeholders twice a day.

Keeps the quay-operation and vessel administration systems updated.

Interact and communicate with vessel operators to ensure that berthing requests, production and productivity requirements are handled in a professional and efficient manner.

Interacts with the operations shift manager so that they are aware of the berthing requirements for the shift.

Responsible to generate reports on key performance figures for analysis on

berthing adherence & schedule integrity

berth production & window commitment

And other reports as required

Create a master-berthing plan with ideal vessel placement positions. Forecast requirements based on input from planning department regarding expected rates of production, planned gang deployment, current yard situation and connection requirements.

Communicate the berthing plan and make sure that there is complete understanding by all stakeholders.

Maintain service rotation and vessel call information in the terminal operating software.

Updates the Vessel Berthing Plan daily and communicates this plan to the Dynamic Planners and Yard Planners.  Interacts with the Operations Shift Manager, Port Control Officer, so that they are aware of the berthing requirements for the shift.

Reviews the Terminal Performance Report on container moves and crane productivity.

The key impact of this incumbent will be the maintenance of operational efficiencies in the terminal based on the effectiveness of the plans.

Ensure compliance with policies, guidelines, safety regulations and general maritime legislation.

The incumbents are expected to assist in the improvement of existing methodologies, processes and measurements when executing duties on an ongoing basis

Required to perform other duties/tasks as may be assigned by direct manager.

Both roles are well defined.

CRITICAL QUALIFICATIONS/SKILLS/EXPERIENCE

(IPE Factor: Knowledge)

Requires a secondary school diploma and at least two years of additional vocational or two-year college program.  A college degree is preferred in Logistics, Operations Management, business administration, or related discipline. 

Requires at least five or more years of supervisory or team leader experience in container terminal operations environment.  Previous experience as a vessel and yard planner for at least five or more years is required. Previous experience as a foreman, supervisor or other similar position would be expected as a natural progression to this position. 

Requires a high level of planning and organizational skills.

Requires in depth knowledge of berthing ships, control and traffic of vessel movements, re-berthing positioning of vessels, and marine berth handlings.

Requires in depth knowledge of planning manpower & equipment

Requires in depth knowledge of berthing planning process and related documentation.

Requires ability to use computerized vessel and yard operation software system(s).

Requires intermediate to advanced verbal and written communications skills in English.  Fluency in local language helpful.

Requires in-depth knowledge of container vessel stowage and stability criteria.

Requires in-depth knowledge of yard lay-out and operating techniques.

Requires good knowledge of NAVIS vessel and yard planning systems.

Requires a certificate in hazardous cargo handling.

Must be proficient in desktop computer software programs, such as MS Office 2000, and other software programs for specific vessel operational planning purposes.

Understands safety regulations, safe working procedures and safe materials handling procedures and follows safety and work instructions.
