Background
Cholera is transmitted through food or water contaminated with toxigenic Vibrio cholerae. A 2012 review of cholera’s global burden estimated that 1.4 billion people are at risk for cholera, with 2.8 million cases and 91,000 related deaths in endemic regions annually (Ali 2012). The burden of cholera is disproportionately borne by the young, with children under five having the highest incidence of cholera and contributing almost half of the mortality (Ali 2012). UNICEF is committed to reduce under five mortality while the West Africa region has shown little progress up to now.
Since 2009, the UNICEF regional office pays special attention to cholera issues in the region. Studies to understand the epidemiology of the disease and to feed risk reduction and response strategies were conducted in Guinea, Sierra Leone, Guinea Bissau, Nigeria, Niger, Cameroon, and Chad. Since 2013, the UNICEF regional office has entered in a partnership with ECHO as part of a regional program to contribute to the elimination of cholera in the region. In April 2017, UNICEF has signed a new contract agreement with ECHO for a total amount of around 1 million euros.
Scope of work
Inputs will be provided by WCARO cholera team to the consultant.
However, the consultant will be in charge to provide all the deliverable and will lead those activities.
He/She will report to Cholera Specialist on progress.
Deliverables and Schedules
The following deliverables and activities will be expected (following the ECHO project framework):
1.Activity: Communication and visibility of the platform work (linked with ECHO_R1):
1.Deliverable:  6 brochures (four-page documents) published to summarize the 6 WASH hotspots studies (methodology, outputs, recommendations toward WASH professional and decision makers) (6 days);
2.Deliverable:  12 web gateway country page designed (page structure and hotspots location) and published on the cholera platform website to improve the knowledge and information sharing by country (Niger, Chad, Cameroon, Nigeria, Benin, Togo, Ghana, Ivory Coast, Guinea, Liberia, Sierra Leone, and Guinea Bissau). (5 days);
2.Activity: Preparation and management of the regional cholera bulletins and databases (linked to ECHO_R1):
1.Deliverable:  1 ArcGIS Online application  build, configured  and included to the cholera platform website with a visualization viewer (7 days);
2.Deliverable:  1 database convert in web format and connect to ArcGIS Online application (5 days);
3.Deliverable:  1 visualization viewer with navigation and query tools available on the cholera platform homepage website   (10 days);
Deliverable: Hand-over ArcGIS and webpage through skype calls and report to new cholera team in place (2 days).

Reporting Requirements

Consultant will submit final report at the end of the assignment. This report will be used for administrative purpose and payment.

However, main technical deliverables will be monitored directly on the website of the cholera platform.

Specific competencies, qualifications and experience required of the contracted consultant:

◾Master’s Degree in engineering, environmental science, public health or a related field;

◾At least five years’ experience in the WASH sector in developing countries;

◾Demonstrable experience in supervising and guiding evaluations and/or reviews of humanitarian programs responding to health-related disasters;

◾Strong analytical skills and ability to clearly synthesize and present findings, draw practical conclusions, make recommendations and prepare well-written reports;

◾Experience data collection and analysis techniques, especially in the public health sector

◾Experience in conduction of WASH study in cholera hotspots preferred;

◾Understanding of institutional mandates and operations of UNICEF preferred;

◾Prior experience of working in West Africa region is advantageous;

◾Speaking and writing French is mandatory; English is an asset.

◾Experience data collection and analysis techniques, especially in the public health sector

◾Understanding of institutional mandates and operations of UNICEF preferred;

Administrative Issues

◾UNICEF will support the consultant in carrying out the duties outlined above, including but not limited to all background documents on the programme.

◾Consultant will use his/her won: laptop, SIM card, ARCGIS software

◾After the contract is initiated, the consultant may, within reason and with the prior written approval of UNICEF, adjust line items within the proposed and approved budget, so long as doing so does not increase the total cost of contract.

◾Bi-monthly progress meeting will be done with line-manager

◾UNICEF will pay contract fees only upon satisfaction of services provided.
