1. Objectives
The objective of the consultancy is to lead technical organization and content of cholera workshop 2. Background In the West Africa region and the Sahel, at least 35,000 cases and 1,000 deaths of cholera are reported each year with a case fatality ratio of 3.05% (WHO, 2000-2015). The trend over the past two year with less than 10.000 cases per year (2016-2017). However, the goal is elimination by 2030 and many countries in West Africa are able to achieve this goal. However, the Lake Chad Basin is a persistent hotspot affecting all West and central African countries. In addition, the performance of epidemiological surveillance and the information system remains highly variable from one country to another, and is far from effective in most risk areas. The area of the Lake Chad Basin, shared by Nigeria, Niger, Chad and Cameroon, is one of the most affected by cholera outbreaks in the region. Data analysis has shown that since 2010, the epidemiological profile of this region has been of concern in view of the annual succession of epidemics and their impact. In addition sustainable and effective management of issues related to cholera around the Lake Chad Basin passes through a strong collaboration between the countries in terms of surveillance and early detection, information exchange and experience sharing. The actions limited within the border of one country will not successfully prevent and control cholera outbreaks given people’s frequent migration and exchanges between communities within this region. Only a synergy of actions between the 4 countries will make possible the elimination of cholera in this area. This workshop is following the Abuja agreements (Oct. 2010), the cross-border meetings of Douala (Oct. 2016), Maroua (Nov-Dec. 2011) and Niamey (April 2014) for continuity. This workshop aims at improving cross-border collaboration and the monitoring of the commitments made during the previous meetings. It will bring together the representatives of the Member States, United Nations agencies (WHO, UNICEF), regional and sub-regional organizations, Water, Sanitation and Health Governmental Organizations. 3. Scope of work Inputs will be provided by WCARO cholera team and WASH country office. However, the consultant will be in charge to provide all the deliverable and will lead activities. 4. Deliverables and Schedules The following deliverables and activities will be expected: 4.1 – Deliverable 1: Workshop technical content is organized Make sure all the participants have prepared their presentation aligned with workshop agenda (powerpoint, market place) Collect content of the workshop (presentation) Writing of final report with recommendations and their monitoring Co-lead workshop with Ministry of Health Deliverable 1 Estimated deadline: By 25th of June 2018 Number of working days: 9 Deliverable 2 Estimated deadline: By 27th of June Number of working days: 1 Deliverable 3 Estimated deadline: By 13th of July 2018 Number of working days: 7 (home-based) Deliverable 4 Estimated deadline: By 27th of June Number of working days: 3 Reporting Requirements Consultant will submit final technical at the end of the assignment. This report will be used for administrative purpose and payment at 100% at the end the assignment. Profile Requirements Specific competencies, qualifications and experience required of the contracted consultant: Master’s Degree in engineering, environmental science, Information Management, public health or a related field; UNICEF will support the consultant in carrying out the duties outlined above, including but not limited to all background documents on the programme After the contract is initiated, the consultant may, within reason and with the prior written approval of UNICEF, adjust line items within the proposed and approved budget, so long as doing so does not increase the total cost of contract. Only shortlisted candidates will be contacted and requested to submit financial proposition for the next stage of the selection process. |
