Background and Context
Through the “promise renewed” commitment, and as part of efforts to strengthen organizational capacity to support quality education for all children, UNICEF has re-emphasized its focus on equity which has been at the core of the 2014-2017 Strategic Plan and is still at the core of the new 2018-2021 Strategic Plan. Guided by the Convention on the Rights of the Child, the Millennium Declaration and Education for All (EFA), UNICEF works to ensure the right of all children to education.

UNICEF Headquarters Education section successfully submitted funding proposals to the Global Partnership for Education (GPE) and to Hewlett Foundation. The initiative, named « Data Must Speak » (DMS), started in 2014 with two pilot countries, Madagascar and Togo, and expanded to Nepal, Zambia and Peru in 2015, and the Philippines in 2016. The project supports the setting up of data feedback tools (such as district/school profile cards) for increasing accountability (in particular for pro-equity allocation of resources), community participation and improving school performance (learning outcomes, equity and drop-out rates’ reduction).

At the end of 2017, the implementation of Data Must Speak in Togo reached a critical phase as school profile cards are available at school and school inspectorates levels (for primary, lower secondary education).

In alignment with new 2018-2021 Strategic Plan, UNICEF – Education intends to strengthen and consolidate the gains made so far by emphasizing the use of the various tools produced on the one hand, and on the other, to extend the Data Must Speak project to Preschool and upper secondary levels. Indeed, in the 2018-2021 Strategic Plan, the second output for Education is « Countries have strengthened their education systems for gender-equitable learning outcomes, including early learning” and one of the related output indicator is “Number of school management committees whose capacity was developed through UNICEF-supported programmes ».

Justification
The UNICEF Strategic Plan 2018-2021 and the Gender Action Plan emphasize strengthened engagement with disadvantaged adolescents. It is key that such engagement is evidence-based and informed by relevant, up-to-date data analysis. Such data analysis are very useful for supporting cross-sectoral discussions and effective collaboration between education, Communication for Development (C4D), adolescent and gender programming at country, regional and HQ levels.

There are also demand from other West and Central Africa Region (WCAR) Country Offices to be part of the DMS initiative, e.g. The Gambia, Niger, Ghana, Sierra Leone and Chad.

Purpose and Objective
The consultant, in collaboration with the UNICEF Togo Country Office, will support the Ministry of Education in the coordination of the DMS activities in Togo. It will include institutionalizing the generation, dissemination and appropriate use of the community, school, inspectorate and regional profile cards and linking the profile cards to other streams of the Ministry’s workflow, leading to sustainable generation and use of the profile cards. Furthermore, the consultant will support the Ministry of Education and the UNICEF Togo Country Office to improve the Education Management Information System and the quality of the related data. The consultant will also provide some capacity building to the education section of the UNICEF Country Office on data handling and analysis.

The consultant will also support technically other WCAR countries when they will enter the DMS initiative

Methodology and Technical Approach
The methodology proposed include mixed approaches to respond to specific needs of work at the regional level, in particular it includes: desk reviews, mapping, in country and virtual consultations and technical support.

Management, Organization and Timeframe

This assignment is expected to take 200 working days. Reports and mission trip reports can be submitted in electronic format.

The consultant will work under the supervision of the Education Specialist.

Qualifications and Specialized Knowledge/experience required
Advanced university degree in Social Sciences, with a major focus on international development, education, economics, or statistics.
At least four years of work experience including at national and international levels in fields relating to data analysis in the education sector.
Experience of primary data collection and processing in low-income/lower-middle income countries.
Extensive knowledge and experience in Excel, MS Access, and a statistical software (SPSS, SAS or Stata).
Demonstrated experience in working with UN agencies and governments would be an asset.
Fluency in French (ability to write reports in clear and readable language); knowledge of English would be an asset.
Conditions of Work
The consultant will be based in Lome /Togo with missions to other west/Central Africa Region countries.

UNICEF recourse in case of unsatisfactory performance:
Payment will only be made for work satisfactorily completed and accepted by UNICEF.
