Children in West and Central Africa have their rights violated on daily basis to an extreme extent. They die from malaria, diarrhoeal diseases and vaccine-preventable diseases such as measles. The West and Central Africa Regional Office (WCARO)  is working to renew its efforts to advance children’s rights which have been impeded by economic and public health crises, and natural disasters. How can you make a difference?
The Monitoring & Evaluation Specialist (Managing for Results), P-4 is responsible for all aspects of planning and M&E in the Regional Office and technical support to 24 Country Offices in WCAR.
The incumbent will report to the Regional Chief Monitoring and Evaluation (P5), and will lead the Corporate Performance Monitoring and Accountability pillar – a growing area of work – and contribute to strengthen UNICEF in WCAR’s capacity to monitor and demonstrate results and value for money of UNICEF’s investments in the region.
The incumbent will monitor management and programme performance of the Regional Office and the region, and report on results achieved under the UNICEF Strategic Framework 2018-2021, Key Results for children 2018-2021, and WCA ROMP 2018- 2021.
The incumbent will:
1.Contribute to sustain RBM/RBB capacity building for better programming and performance monitoring, enhanced risks management and better country/regional/global reporting of and documentation of UNICEF contribution to results.
2.  Provide support for effective use of corporate  platforms and systems to systematically generate key performance indicators for the region; Support to COs through the peer reviews, COs and RO performance indicators tracking and capacity development.
3.Provide support to International AIDS Transparency Initiative (IATI) with the aim to contribute to reporting to financial data and other information in the region, in the context of Delivering as One (DaO).
4.Review Annual Management Plans of COs to identify gaps in management systems in place and improve them when necessary, and use them to track COs’ performance.
5.Support Evaluation function, including design, management and quality assurance at RO and COs; Support data companion design, implementation, dissemination and use, in line with key results for children in close collaboration with the Regional Chief M&E and Planning Chief.
6.Contribute to the ROMP key results monitoring and reporting.

 1.Monitoring of Corporate Performance and Accountability
Ensure that progress towards the Key Results for Children 2018-2021 and ROMP are monitored, and strengthen UNICEF’s capacity to demonstrate results for children.
2.Monitoring & Evaluation Capacity Building
Ensure that the monitoring and reporting capacities of Regional Office and Country Offices staff are strengthened enabling them to increasingly engage in and lead monitoring and reporting processes.
 3.Coordination and Networking
Ensure that the UNICEF office is effectively linked to wider UNICEF M&E developments in a way that both contributes to and benefits from organizational learning on effective M&E management.
 To qualify as a champion for every child you will need to have…
◾Advanced university degree in social sciences, statistics, planning development, planning, public administration, business administration or a related technical field.
◾Eight years of relevant professional work experience in monitoring, data analysis and evaluation.
◾Professional technical knowledge/expertise in activity and results monitoring, data analysis, and reporting.
◾Knowledge of the latest programme monitoring and evaluation theory, methodology, technology and tools.
◾Proven experience in developing and implementing monitoring tools for the UN, nonprofit organizations and/or private sector companies, tracking their success and analyzing results;
◾Proven ability to conceptualize, plan and execute ideas as well as transfer knowledge and skills;
◾Advanced knowledge of the Microsoft Office, in particular Powerpoint, Excel and/or analytics and presentation software
◾Experience in reporting on qualitative and quantitative analytics
◾Proven skills in data visualization
◾Experience in team management
◾Fluency in French and English are required.
