Context of the position

The French Red Cross (FRC) is operational in Northern Iraq since 2013, in Dohuk, Ninewah and Erbil governorates. Focused first on the influx of Syrian refugees, then on the IDP crisis and the challenging displacements and returns of population, FRC is providing assistance in a range of sectors including WASH, Livelihoods, Shelter and Relief. With the Iraqi Red Crescent Society (IRCS), FRC responded to the first wave of families displaced from Mosul in October 2016 and is currently running programmes in Education, WASH and Livelihoods. The Iraq programme presently employs about 39 national staffs and 8 international staff. The sub-delegation is based in Dohuk with a sub-office in Sinoni (Sinjar District), and the coordination office is in Erbil.

  • The project manager reports to the head of sub-delegation for Dohuk/Sinuni
  • He/she supervises the project’s national field staff (8 staff)

Functional links

Internal:

  • In HQ: food security and livelihoods technical advisor
  • Within Iraqi dDelegation: logistic and administration/finance departments, HOD, Assistant HOD for reporting purpose

External:

  • Collaborates with the IRCS ( Red Crescent Society ), Consortium partners, local authorities
  • Holds regular meetings with the project’s donors, and attends upon request other external meetings (with EU, INGOs, UN agencies, etc.)

Responsibilities

A- Ensure the overall coordination, planning, monitoring and management of the project, in partnership with IRCS

B- Manage and train the project team, including IRCS volunteers

C- Ensure adequate communication, internal and external reporting on the project

D- Contribute to context analysis and development of the FRC operational strategy in Iraq

E- Contribute to new project development – (concept notes and project proposals)

Expériences / Formation du candidat Candidate Profile

  • Program coordination and management; Livelihood (market assessment, vocational training, business support…) background: relevant degree or extensive professional experience.

Linked to the function of livelihood program manager:

  • Experience in implementing programs related to livelihood and TEVT
  • Experience / knowledge in social and economic integration
  • Strong experience in monitoring systems, including mobile tools
  • Strong experience in budget management and logistic procedures
  • Strong project and team management skills
  • Sound experience in partnership and capacity building
  • Good communication, analytical and drafting skills
  • Knowledge of the economic situation in KR-I would be an asset
  • Strong writing skills

Linked to the specific environment of the mission:

  • Excellent interpersonal and intercultural skills, more specifically with displaced/refugee population
  • Good knowledge or experience of the International Red Cross and Red Crescent Movement preferred
  • Rigor, flexibility and adaptation capacities
  • Experience in the Middle-East is an asset

Languages: English compulsory, French, Arabic or Kurdish would be a strong advantage

Summary

  • Passport valid for more than 6 months at the moment of departure

Stay Safe is intended for every staff in a position to carry out international missions on behalf of the Federation or a National Society of the Red Cross Red Crescent Movement. The course aims at developing a common culture of security management within the Movement in order to enable a better understanding of the main threats and risks for humanitarian actors in the field, and offers solutions to restrain their impact.
