Job Summary

The Human Resources Manager is a generalist role and reports to the Human Resources Director. The position will be responsible for delivering a comprehensive HR service within INSO. The post holder will work closely with Country Directors and senior managers providing advice and developing and implementing HR policies, practices and projects.

Main Duties and Responsibilities:* Act as a partner to Country Directors and line managers in the provision of advice and support across the range of HR activities including employee relations, induction, performance management, contracting, absence management, HR records.* Deliver clear, effective and timely HR advice and support on employment related issues to managers and staff.* Review and develop HR policies as required.* Provide specialist HR support to Operations Managers responsible for HR in Country Offices.* Take a lead role in the implementation of an organisation-wide HRIS* Take part in recruitment panels as required.* Support strategic and operational business changes and developments.* In conjunction with the HR Director, contribute to and regularly report on HR performance metrics to measure accomplishments and progress.* Contribute to INSO’s overall compensation and benefits (C&B) strategy and implementation.* Contribute to the development of the HR strategy.* Follow up on internal (and external) audit issues at Country Office and organizational levels to deliver solutions to identified HR issues.* Promote diversity, equal opportunities and safeguarding within INSO.* Line manage the HR and Payroll Officer and in cooperation with third party providers, oversee the efficient and timely execution of INSO’s internal monthly payroll for HQ and all expatriate staff, including the effective management and administration of payroll and all associated tax, pension and social security/insurance processes;* Act as an effective ambassador for the HR department, communicating positively and professionally with all stakeholders and develop positive working relations in all areas of INSO.* Any other duties commensurate with the job role and seniority.Knowledge, Skills and Experience

Essential:* 5 or more years’ in generalist HR positions* Experience in international HR context* Prior experience in the NGO sector* Strong analytical and data/information management skills;* Ability to drive organisational goals through HR strategies and to creatively address issues and devise solutions;* HRIS implementation experience.* Policy review and development experience.* Ability to work collaboratively and to cultivate and sustain strong partnerships with internal and external stakeholders and colleagues;* Strong planning and project management skills;* Supervision of payroll experience.* Strong employee relations/employment law experience.* Fluent spoken and written English language skills.

* French for business

Nice to Have:* HR qualification or similar;* Knowledge of other languages, particularly Arabic or Dutch,* Knowledge and experience of Dutch employment law* Compensation and benefits experience* Experience with an international NGO;* Familiarity with NGO donor regulations eg. USAID, ECHO* Safeguarding experience

* Familiarity with INSO’s vision, mission and valuesPersonal Attributes* Able to travel to Country Offices occasionally.* Desire to work in a fast-paced, constantly evolving environment;* Ability to work well under pressure and to manage multiple priorities

Salaire

Terms & Conditions:Fixed-term (renewable) contract based in The Hague, Netherlands, EUR 5,500 per month plus 8% vacation pay (vakentiegeld), 2.5 days annual leave per month. We provide Basic Premium Health Insurance from ONVZ.
