IECD recrute 01 Senior Project Manager for Vocational Training and Employment (M/F)

The European Institute for Cooperation and Development (IECD), an international solidarity organization created in 1988, implements economic and human development projects in fifteen countries, in partnership with local institutions, enabling young people and people in precarious situations to access decent and sustainable jobs, in a quality educational and health environment. More than 30 years of experience in the fields of education, vocational training and access to employment for young people have enabled the IECD to develop a real know-how at the service of the most vulnerable people.

The IECD is setting up in Liberia since 2020 to implement actions in favor of employment. This new project includes a “Rural Development” component, in support of farmers in Bong County, and a “Training and Professional Integration” component, which will be deployed in Monrovia initially, then in Buchanan and Bong County. On the Training and Vocational Integration component, the project’s actions are in support of the National Strategy for Technical Education and Vocational Training (TVET National Strategy).

As part of the implementation of this new project, the IECD is recruitinga senior project manager for vocational training and employment in Liberia to ensure the deployment and achievement of the general objectives of the program. The scope of the position will gradually evolve to eventually cover:

– Support to 8 training centres, including 3 private and 5 public, on 4 technical sectors (deployment of one training course per year from 2020: electricity, agriculture, construction and catering/hotelindustry)

– Support to the authorities to set up a training system for trainers in technical and vocational education within the public reference centre for vocational training, with the support of a pedagogical expert.

For each technical sector, the IECD has developed tools and methods in several countries (2 countries for the agricultural sector, 6 countries for the electricity sector, 2 countries for the hotel sector). The main activities of these projects will be:

  • Conduct market research to define the needs of the job market
  • Update training programs (business-skills references, training and evaluation references)
  • Support schools in the implementation of training: equipment, training of trainers
  • Set up orientation and integration pathways for young learners (including awareness of entrepreneurship)
  • Set up a personal development path for young people
  • Strengthen the competences of the line ministries (Ministry of Education and Ministry of Youth and Sports)

YOUR MISSION

1/ Operational implementation of projects

  • Support the deployment of projects: plan the activities of each team, define the objectives and results to be achieved, identify priorities
  • Set up operational partnerships with training centres (negotiation of support conditions, implementation and monitoring of agreements, etc.)
  • Mobilize local and international expertise for the proper conduct of activities
  • Evaluate and measure through continuous monitoring the impact of the actions implemented
  • Identify human, financial and partnership problems and risks and implement appropriate solutions
  • Manage the strategic thinking of projects
  • Participate in the work of capitalization of knowledge and feedback to contribute to the improvement of similar IECD projects in other countries – Recruit a team of 5 people, including 1 expatriate pedagogical advisor, and 4 local project managers (1 per training stream).
  • Ensure the proper synchronization of the TVET team with the “integration and entrepreneurship” team (consisting of an expatriate program manager and a project manager)
  • Increase skills and manage the team: Evaluation, training, loyalty, team cohesion, in compliance with labor law

2/ Management of the program team

  • Support the team individually and collectively in achieving their objectives

3/ Institutional representation, reporting and communication

  • Contribute to the local representation of TVET projects with public institutions, partner associations, partner institutions, companies, participants etc.
  • Contribute to the preparation and animation of the project steering committee with the authorities and partners
  • Ensure good collaboration with other actors with close interventions
  • Supervise the communication of projects: updating of the website, publication of newsletters, creation of communication tools
  • Establish synergies with the other components of the project, in particular the rural development component

4/ Financial and administrative management

  • Ensure internal reporting and control compliance with procedures, in conjunction with the financial controller
  • Contribute to reporting to the financial partner (contribute to written reports, prepare and co-facilitate project monitoring meetings) – Control and monitor purchases and tenders relating to projects

Profil de candidat recherché :

Education: General higher education (business, engineering, IEP, management), or in educational sciences

Experiment:

  • 10 years minimum in project management or establishment management
  • Experience in training and/or pedagogy (school management for example) will be appreciated
  • Knowledge of Africa is recommended

Expected skills:

  • Project management, monitoring of activities and indicators
  • Managerial skills: support, federate, train
  • Ability to mobilize and federate a network of partners
  • Ability to represent various partners
  • Skills in budget monitoring
  • Excellent writing and speaking skills in French and English (bilingual level)
  • Mastery of the Office Pack

CONDITIONS OF THE POSITION

Status: Agreement under French law, Volontariat de Solidarité Internationale (VSI) – pre-departure training or local contract

Under the responsibility of: From the IECD Country Director in Liberia

In close collaboration with:

  • The programme officer responsible for integration and entrepreneurship activities (under the responsibility of the country director)
  • The head of the EFIP pole and the programme coordinators in Paris;
  • The HR and CFO support teams based in Liberia and Paris;
  • The Director of Operations for the Africa zone, based in Paris.

Dates of the VSI mission (and duration):  from November 2021, for a minimum of two years

Location: Monrovia, regular trips to training centres (Monrovia,  Gbarnga  and  Buchanan)

Conditions of the VSI mission:

  • Remuneration according to profile
  • Participation in housing
  • Two return flight tickets per year of mission (including the departure ticket and the final return ticket)
  • Complete medical and social package (illness, repatriation, supplementary mutual insurance) and basic social security pension contribution
  • Paid holidays: 2 days per month + local holidays
