CONTEXT

Handicap International (HI) started its activities in Iraq in 1991.
The current program strategy in Iraq includes three main components:

• Long-term projects: support to civil society, access to services, awareness campaigns, community-based rehabilitation.
• Mine Action component: risk education, victim assistance, non-technical survey and clearance operations
• Emergency response for Internally Displaced Persons and vulnerable host communities (rapid protection assessments, provision of physical rehabilitation and psychosocial support services).

Since 2014, HI has scaled up its intervention in Iraq to respond to the humanitarian needs generated by the capture of territory by the ISIS-group, subsequent military operations and the widespread displacement of Iraqi populations. HI has become a lead implementing agency in the emergency response in the Health and Protection sectors, operating across 5 different Governorates.

The current operations are implemented in the Kurdistan region (mine action project – clearance) and in Central Iraq (Ninewah, Kirkuk, Diyala, Anbar and Baghdad Governorates). HI has currently a country coordination office in Erbil, field offices in Mosul, Kirkuk, Kalar, Sinjar and Baghdad.

JOB DESCRIPTION

Under the direct responsibility and support of the Country Director, you will be responsible for:

• Support Services supervision and coordination;
• Define and implement the multi years support strategy of the mission
• Internal and external control of the mission process;
• Management of all legal aspects related to HI Operations in Iraq;
• Capacity Building National Support heads of department
• Regular reporting to your line-manager.

This assignment is a temporary posting to support the Iraq Program to structure the support services (SS) in preparation of the ROOTS deployment and strengthen the existing set up and capacity of the SS departments with a specific focus on Finance, HR and Administration. The SS coordinator will ensure the general tasks of a SS coordinator but will have a specific action plan to focus on these subjects (cold evolve until July):

1. Follow up the action plan defined by his predecessor for the roll out of
Support the deployment of Navision in field offices and support for the program accountant if relevant,
2. Follow up of the set up of the accounting/finance team in Erbil (following the decrease of work after the implementation of bank transfer and the potential use of Navision for Kirkuk and Mosul).
3. In collaboration with Finance Coordinator, participate to an advanced training of the Finance Manager based in Erbil
4. Follow up of the action plan for the development/update of missing HR policies (Specific terms and conditions of employement for National staff, terms and conditions of employment for international staff, etc.). Support the draft of policies and roll out.
5. Define the clear coordination and communication channels among the support services departments and with the operation department in line with the SS set up anticipated end of 2019.

SPECIFICITIES

Position based in Erbil, where there is an active social life and most facilities are available. The position will require frequent travel to the areas of intervention, where HI teams are working in IDP camps, health facilities and the communities in areas of Iraqi Kurdistan, Kirkuk, Nineveh, Diyala and Anbar and Baghdad.

The security context remains fluid and movement restrictions can be introduced on an ad hoc basis:
Movement within Erbil is subject to limited security restrictions; there are several opportunities for leisure, eg restaurants, hotels. During the weekends, trips can be organized out of Erbil under systematic validation of CD.

PROFILE

Essential
– At least 5 years of professional experience in INGO context, in emergency settings in a senior support position with a significant experience in Administration, finance and HR domains;
– Bachelor degree in finance, accountancy, HR management or any equivalent academic background;
– Knowledge of the main Humanitarian donor’s guidelines and very good knowledge of compliance principles;
– Proven training and capacity building experience;
– Strong organizational skills;
– Strong communication and reporting skills;
– Ability to work under high pressure;
– English mandatory (oral and written).

Preferred
– Experience in Iraq or the Middle East would be a strong asset
– Kurdish or Arabic an advantage

CONDITIONS

• Starting date: June 2019
• Length of the contract: 6 months
• Salary starting from 2757 € (gross) / month, adjusted regarding the experience of the candidate
• Perdiem: 500 € (net)
• Hardship allowance: 250 € (net)

• Paid holiday: 25 days per year
• R&R : 5 days every 3 months
