MISSION CONTEXT

HI is managing a large humanitarian program from three different hubs (Centre, North and North-East), along four main pillars:

1. Support to health partners (hospitals, care houses, psychosocial support centers, local NGOs) for the provision of comprehensive psychosocial support services ( psychosocial support, psychosocial support and/or prosthetics and orthotics) through training, technical supervisions and donations of assistive devices and/or equipment;

2. Emergency response to the basic needs of vulnerable people affected by sudden crisis, through one-shot distributions of food baskets, household essential items and hygiene kits, and through the management of an adapted humanitarian coordination mechanism for emergency responses.

3. Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons) and urgent marking of hazardous areas;

4. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response (with a special focus on inclusive health and inclusive livelihoods).

The actual intervention is based on a mix of partnerships with local structures and organizations, and direct implementation programs. In the North-East hub, HI has three separate field bases in three different governorates and manages its humanitarian and resilience programs with direct implementation modalities.

DESCRIPTION DE POSTE :

– Contribute to the need assessments and the elaboration of the intervention strategy
– Recruit, train and manage the program teams in the health sector
– Manage the implementation of the programs under your responsibility and ensure the achievement of their targets and results
– Ensure regular data collection, data analysis and indicator follow-up for the programs under your responsibility
– Propose reorientations of the project when it is needed according to the needs and the context evolution
– Manage the activity budget for the programs under your responsibility
– Ensure the respect of financial, logistical and HR procedures by the program teams
– Represent HI with local authorities, local partners and other humanitarian actors in the intervention areas, in coordination with the Field coordinator

PROFIL ATTENDU :

Education:
– Degree in social sciences, public health or similar

Experiences:
– at least 2 years of experience in management of humanitarian projects
– Working experience within a similar healthcare and educational system would be a strong asset

Competencies:
– Strong team management skills
– Strong organizational skills
– Strong interpersonal and intercultural skills
– Ability to work under high pressure
– Ability to deal with rapidly changing context and plans
– High level of motivation and proactivity
– Strong internal and external coordination and representation skills
– High level of autonomy and initiative
– Fluency in oral and written English is compulsory
– Strong computer skills (use of MS Word, Excel, Outlook and other relevant software)
– Arabic or Kurdish skills are a strong asset

LANGUE(S) DE TRAVAIL :

SPECIFICITES/PARTICULARITES DU POSTE :

International staff live in collective guesthouses with 3 to 6 permanent staff and occasional visitors. Life conditions are good, with well-furnished individual rooms, full-equipped kitchens, ACs and heaters, and terraces/gardens. Staff is allowed to walk around, visit the town centre and the marketplace, have lunch and dinner in local restaurants, and do sport activities.

The security situation in the governorate is currently quite stable but subject to quick evolution according to international context. Nevertheless, no direct incidents against INGO staff have been recorded.

CONDITIONS :

• Starting date: 01/09/2019
• Length of the contract: 9 months
• Contract: salaried contract (from 2350€/month gross depending on experience)
• Per-diem: 593,39€/month net
• Hardship allowance: 500€/month net
• Insurances: medical health coverage, retirement planning, repatriation
• Paid holiday: 25 days per year
• R&R: 7 days every 8 weeks
• Status: single
• Accommodation: collective fully covered by HI
