MISSION CONTEXT:

HI is managing a large humanitarian program from three different hubs (Centre, North and North-East), along four main pillars:

1. Support to health partners (hospitals, care houses, psychosocial support centers, local NGOs) for the provision of comprehensive psychosocial support services ( psychosocial support, psychosocial support and/or prosthetics and orthotics) through training, technical supervisions and donations of assistive devices and/or equipment;

2. Emergency response to the basic needs of vulnerable people affected by sudden crisis, through one-shot distributions of food baskets, household essential items and hygiene kits, and through the management of an adapted humanitarian coordination mechanism for emergency responses.

3. Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons) and urgent marking of hazardous areas;

4. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response (with a special focus on inclusive health and inclusive livelihoods).

The actual intervention is based on a mix of partnerships with local structures and organizations, and direct implementation programs. In the North-East hub, HI has three separate field bases in three different governorates and manages its humanitarian and resilience programs with direct implementation modalities.

JOB DESCRIPTION:

Under the responsability of the Field Coordinator, the MHPSS Technical Advisor will be ensuring and supervising the quality of the mental health and psychosocial support (MHPSS) interventions provided to vulnerable persons, families and groups affected by the Syrian crisis in the three operational areas, and will in particular focus on capacity building by providing training to the Field Technical Advisors & Field Technical Officers, to bring HI MHPSS work to minimum standards level, harmonize approaches and setup up control mechanisms to assure quality programming and support. One of the targeted objectives of the TA is to reach autonomy of the FTA and FTO to ensure and supervise the quality of the MHPSS interventions.

MAIN RESPONSABILITIES:

1/Ensuring the MHPSS technical support and the capacity building of the PSS team
2/Ensuring regular reporting to participate to the capitalization/lesson learning of the project
3/Contributing to team work
4/Participating to external coordination and training of partners

SPECIFICITIES:

International staff live in collective guesthouses with 3 to 6 permanent staff and occasional visitors. Life conditions are good, with well-furnished individual rooms, full-equipped kitchens, ACs and heaters, and terraces/gardens. Staff is allowed to walk around, visit the town centre and the marketplace, have lunch and dinner in local restaurants, and do sport activities.

The security situation in the governorate is currently quite stable but subject to quick evolution according to international context. Nevertheless, no direct incidents against INGO staff have been recorded.

PROFILE SOUGHT:

Education:
– Bachelor degree in Psychology or Social Science
– Master in clinical psychology or related field is an asset

Experiences:
– at least 3 years of professional experience working directly with people presenting psychological distress as consequence of experiencing adversities, or mental health condition
– experience in humanitarian field and NGOs is a strong asset

Competencies:
– good understanding of psychosocial issues in the country / culture of deployment
– ability to provide technical supervision in MHPSS
– ability to organize and implement activities according to the organization’s strategy
– training and coaching skills
– data analysis skills
– writing and reporting skills
– ability to respect the confidentiality

Personal qualities:
– ability to listen, open-minded, good communication skills

CONDITIONS:

• Starting date: 01/07/2019
• Length of the contract: 12 months
• Contract: salaried contract (from 2200€/month gross depending on experience)
• Per-diem: 593,39€/month net
• Hardship allowance: 500€/month net
• Insurances: medical health coverage, retirement planning, repatriation
• Paid holiday: 25 days per year
• R&R: 7 days every 8 weeks
• Status: single
• Accommodation: collective fully covered by HI
