CONTEXT OF THE MISSION

Handicap International (HI) started its activities in Iraq in 1991. Since the offensives of the group Islamic State (ISIS) in 2014, Iraq has been facing an internal armed conflict and a double humanitarian crisis, with numbers of Iraqi internally-displaced people (IDPs) and Syrian refugees in need of humanitarian assistance.
Access to the displaced populations remains the main challenge. Most of the IDPs have settled out of the camps and are widely spread and move frequently among different host communities. In addition, Conventional Weapons (CWs) and Improvised Explosive Devices (IEDs) continue to impose a devastating human toll in Iraq. In contaminated areas, local populations, IDPs and returning populations are all at risk of death and injury.

HI has currently 5 offices in Iraq: Erbil coordination office, Kirkuk field office, Mosul field office, Kalar field office and Baghdad office

HI’s strategy in Iraq for 2017-2019 includes 3 main components:
1/Arms Risk Reduction: Including Risk Education and Land release
2/Health: Physical and psychological rehabilitation
3/Inclusive access to essential services

HI’s current activities in Kirkuk include:

– Non-Technical Survey (NTS) & clearance of improvised explosive devices (IEDs) and explosive remnants of wars (ERW) in contaminated areas
– direct risk education on ERW and IEDs for IDPs, returnees and vulnerable populations
– physical Rehabilitation for conflict-affected persons with injuries and functional limitations in both camps and host communities
– psychosocial support for conflict-affected persons and their families
– support to a local rehabilitation center, through donations of equipment and consumables and through trainings
– disability Inclusion mainstreaming amongst other actors
– support to civil society and specifically disabled person organizations

With the steady positive evolution of the security context in Kirkuk governorate and specifically in Hawija district, HI has been able to launch several activities in Hawija from October 2018 such as PSS activities, physical rehabilitation services, MRE and collaboration with a large consortium of NGOs on inclusion and support to civil society.

JOB DESCRIPTION

Under the Line-management of the Field Coordinator, the MHPSS project manager will ensure efficient implementation and quality of the MHPSS consortium project activities, including operational, financial and logistical aspects of the project. He/she will manage and support the project officers (directly) and field teams (indirectly), ensure clear and timely reporting on activities, ongoing monitoring and evaluation, ensure internal and external coordination and, if needed participate in the development of new projects.

PROFILE SOUGHT

Qualifications/training:
-Degree in psychology, psychosocial work, community Mental Health, social work or public health (Advanced degree is recommended)

Experience:
-excellent knowledge of project management cycle and previous experience managing large humanitarian projects in challenging environments
-previous experience of managing a consortium project is an asset
-experience building relationships, working with and training government health staff and developing health systems or at least 3 years of experience in MHPSS program management
-experience providing training in NGO is essential, having worked in a post-crisis or development context is an asset
-understanding of humanitarian coordination and the protection sector is necessary, experience of disability, emergency and development is an asset

Competencies & personal qualities:
-excellent writing skills
-English mandatory (oral and written), any local language would be an asset
-ability to work under pressure and without constant supervision
-excellent reactivity and flexibility
-capacity to organize s/her work, and manage priorities
-strong interpersonal and intercultural skills
-emotional capacity to work under unstable security situation
-good team member and keen to participatory approach
-creativity
