CONTEXT:

The socioeconomic crisis in Venezuela continued to deteriorate throughout 2018, leading to further collapse of services, deterioration of health facilities, food security, and nutrition among the population, and one of the biggest mass displacements in South America’s history. According to UNHCR at least 2.5 million Venezuelans have left the country since 2014, though other sources estimate that this figure could exceed 4 million, including nearly 2 million in Colombia [1]. The fallouts of the crisis across the region have increased proportionally: 3.4 million migrants/refugees are registered in neighboring countries, as well as in the US and in Europe, according to UNHCR-IOM.

The economic crisis is amplified by the deepening political crisis. Since January 23rd 2019, the situation in Venezuela has entered into a more acute phase of the crisis, following the self-proclamation of the President of the National Assembly as Interim President and the introduction of new economic sanctions by the US. The Venezuelan government largely denies the scale of humanitarian needs and restricts access for international humanitarian organizations, and blocked the entry of US humanitarian aid in February 2019, which exacerbated the situation acknowledging that aid could be an instrument for regime change.

Handicap International intends to respond by implementing an intervention through local partners, with the aim to improve the living conditions of the most vulnerable Venezuelan, including persons with disabilities, by ensuring access to inclusive and quality services & livelihoods through a multi-sectoral response. The response will include inclusive humanitarian action; protection; rehabilitation and MHPSS support as well as food distribution.
HI’s intends to open its Venezuelan’s mission from June 2019.

 

YOUR MISSION:

Under the direct responsibility of the Country Manager, based in Caracas, and in close coordination with the technical team, the Operation Manager and the PMs, the MEAL Coordinator ensures the development and implementation of an effective and coordinated MEAL framework and system for the mission. The post holder will be expected to mentor and build capacity of MEAL staff in the framework of nationalization strategy. More specifically, in the context of the opening of the program, the objectives of the MEAL Coordinator will be to:
• Fine-tune the resources & set-up required for MEAL activities;
• Recruit and build the capacities of the MEAL team;
• Formalize the M&E framework (M&E plan, processes and tools) including partnership component and operational risks monitoring; Train teams & partners;
• Formalize the Accountability Framework in link with partners; Train teams & partners

Main responsabilities include:

1: MEAL System Development & Implementation
– Lead in the design and implementation of the MEAL system and framework for the mission;
– Develop the accountability strategy for the mission and lead on the establishment of a feedback and complaint mechanisms in line with HI standards;
– Ensure that monitoring systems meet the requirements of the donor and that performance results can be used for continuous improvement, ensuring that qualitative and consistent information is available on project performance and impact.

2: Information Management
– Support MEAL and program teams in application of data collection platforms and analysis defined for the project;
– Support the teams and partners in centralizing the databases and proposing methods of extraction and analysis;
– Ensure systems are in place to ensure that data reported by the project team and partners meets the standards of data quality;
– Define the methodology and support the project team and partners in extracting lessons learnt and good practices, and documenting case studies which demonstrate qualitative and quantitative changes over the project period.

3: Management, training & Capacity Development
– Lead the development and implementation of project-level M&E recruitment, retention and capacity building strategy;
– Set up a nationalization strategy for a MEAL manager position;
– Ensure the capacity building process of the MEAL Officer, the project’s partner and project staff on knowledge, skills and competencies necessary for effective MEAL;
– Provide training and mentoring of the Data collection staff to conduct quality

4: Strategic Definition and Representation
– Actively participate to the continuous assessment and analysis of the context, needs, gaps and resources to make technical recommendation in the development of the mission strategy

YOUR PROFILE:

Qualifications:
• Masters degree in humanitarian aid and/or development and/or international project management, or in any other similar and relevant area (international studies, etc.)

Experience:
• Minimum of 5 years’ experience of coordinating aid, including at least 2 years in MEAL functions
• Extensive experience on project cycle management, research, data gathering and management, quantitative/qualitative analysis and reporting
• Well practiced in setting up of participatory MEAL and IM systems
• Experience in developing capacities of staff and partners to undertake monitoring, evaluation and learning activities
• Experience in project in complex environment
• Previous experience with HI is a strong asset
• Previous experience providing technical support to programs and partners is a strong asset
• Knowledge of the sectors and professions in which Handicap International operates

Skills:
• Strong internal and external coordination and representation skills (including strong abilities to work with a variety of partners)
• Well-developed conceptual, critical, analytical thinking and planning skills
• Strong computer skills (use of MS Word, Excel, Outlook and other relevant software)
• Spanish is mandatory (oral and written)
• French or English mandatory (oral and written)

Personal qualities:
• High level of autonomy and initiative
• Strong interpersonal and intercultural skills
• Ability to work under high pressure and without constant supervision
• Excellent communication skills and commitment to team work

 

CONDITIONS:

• Starting date: July 2019
• Length of the contract: 2 months
• Salary from 2757 € (gross) / month regarding the experience of the candidate
• Per-diem: 400 €/ month net
• Hardship allowance: 250€/ month net
• Insurances: medical health coverage, retirement planning, repatriation
• Paid holiday: 25 days per year
• R&R: 5 days / 3 months
• Accommodation: collective fully covered by HI
• Status: unaccompanied position
