JOB CONTEXT: Humanity & Inclusion is implementing its intervention through local partners, with the aim to improve the living conditions of the most vulnerable Venezuelan, including persons with disabilities, by ensuring access to inclusive and quality services & livelihoods through a multi-sectoral response. The response includes inclusive humanitarian action, protection, physical and functional rehabilitation and MHPSS support, as well as access to food through cash-based transfers (vouchers). An adaptation of the project activities has recently been adopted to adjust to the Covid-19 related movement restrictions and health prevention necessary measures.

DESCRIPTION OF THE POSITION:

Under the line management of the Venezuela Country Manager, with the technical support of the MHPSS Technical Referent (Regional/HQ), and in close coordination with Admin, Logistics, Finance and Human Resources Departments, the MHPSS Project Manager will have for main responsibilities:

1/Management and Coordination: manages the project’s MHPSS team, manages the recruitment and selection of new team members, ensures strict application and respect of the programme’s Internal Regulations by the project team, manages the projects’ allocated budget, supporting local partners in financial planning and monitoring, contributes to build and manage partnership agreements with implementing partners

2/Technical Expertise: provides technical expertise in the implementation of MHPSS project activities, provides continual technical support and ensures the capacity building of MHPSS partners, manages relationships with technical authorities when possible, service providers and other MHPSS actors, ensures a comprehensive and community approach is in place in coordination with the rehabilitation and livelihoods components

3/Implementation and Monitoring: ensures project implementation, promoting an integrated and person-centred approach in collaboration with the relevant services and in line with general standards and procedures, ensures project data management, project reporting, project evaluation and lessons learned

4/Influence & Communication: contributes to HI’s external influence by participating in relevant networks, cluster and coordination mechanisms, communicates on the project to partners, authorities and stakeholders

5/Strategy & business development: contributes to programme or country operational strategy, drafts new project proposals for the continuity or expansion of the project, contributes to the drafting of MHPSS technical strategies for the mission under lead of the HQ Specialist

PROFILE THOUGHT:

• You hold a Degree in Psychology, psychosocial work, community mental health or related field (Master degree is recommended) • You have at least 3 years of experience providing training and technical supervision in the field of MHPSS with NGOs, in humanitarian or development context • You have strong knowledge of project management cycle and strong experience in team management • You have comprehensive knowledge of the IASC guidelines and associated products • You have experience in community engagement activities including the development of materials, and awareness raising campaigns, in the realm of mental health and psychosocial support • You have a previous working experience with HI and in chronic crises environments • You master written institutional and technical communication in Spanish and English (French is desirable) • You are resilient to stress and uncertainty • You show pragmatism, and capacity to adapt with agility

SPECIFICITIES OF THE POSITION:

Housing and offices are located in secure sectors of Caracas, and it is possible to travel around the city of Caracas, and find leisure activities inside and outside Caracas during the weekend.

• 6 months renewable international contract starting from March 2022 • The international contract provides social cover adapted to your situation: o Unemployment insurance benefits for EU nationals o Pension scheme adapted to the situation of our employees: if you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month ; if you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount o Medical coverage with 50% of employee contribution o Repatriation insurance paid by HI

• Salary from 2448 € gross/month upon experience • Perdiem: 415.57 € net/month – paid in the field • Hardship: 500 € net/month paid with your salary • Paid leaves: 25 days per year • R&R: 5 days every 3 months • Position: unaccompanied • Payment for travel costs (air ticket & visa) and transport of your personal effects • Housing: collective taken in charge by HI
