JOB CONTEXT :

The socioeconomic crisis in Venezuela continued to deteriorate throughout 2018, leading to further collapse of services, deterioration of health facilities, food security, and nutrition among the population, and one of the biggest mass displacements in South America’s history. According to UNHCR at least 2.5 million Venezuelans have left the country since 2014, though other sources estimate that this figure could exceed 4 million, including nearly 2 million in Colombia [1]. The fallouts of the crisis across the region have increased proportionally: 3.4 million migrants/refugees are registered in neighboring countries (Colombia, Peru, Ecuador, Brazil and other Latin-American and Caribbean countries), as well as in the US and in Europe, according to UNHCR-IOM [2].

 

The economic crisis is amplified by the deepening political crisis. Since 23 January 2019, the situation in Venezuela has entered into a more acute phase of the crisis, following the self-proclamation of the President of the National Assembly as Interim President and the introduction of new economic sanctions by the US. The Venezuelan government largely denies the scale of humanitarian needs and restricts access for international humanitarian organizations, and blocked the entry of US humanitarian aid in February 2019, which exacerbated the situation acknowledging that aid could be an instrument for regime change.

 

Handicap International intends to respond by implementing an intervention through local partners, with the aim to improve the living conditions of the most vulnerable Venezuelan, including persons with disabilities, by ensuring access to inclusive and quality services & livelihoods through a multi-sectoral response. The response will include inclusive humanitarian action; rehabilitation and MHPSS support as well as food distribution.

HI’s intends to open its Venezuelan’s mission from June 2019.

 

YOUR MISSION:

As the mission is opening, the Rehabilitation Technical Coordinator will be in charge of ensuring the quality of physical and functional rehabilitation activities in the Health Project. Working closely with the Project Manager and the technical officer she/he will give the technical guidance and will frame the activities to respect the HI rehabilitation scope of intervention in emergency context. Strong emphasis will be put on assessing and supporting partner organisations working with persons with physical, sensorial, and intellectual impairments.

In close link with other sectors and with the Operation Manager, the Rehabilitation Technical Coordinator will actively participate to the continuous assessment and analysis of the context, needs, gaps and resources to make technical recommendation in the development of the mission strategy.

 

The main responsibilities are :

TECHNICAL SUPPORT

-Participating to contextual and needs assessments upon the request of your line manager and make recommendations in accordance to it;

-Contributing to the design/adaptation of technical tools adapted to the specific context at base level, including the beneficiary pathway and referral pathway;

-Ensuring the technical relevance of HI emergency intervention related to physical and functional rehabilitation activities;

-In link with the Project Manager supporting and ensuring the capacity building of the physical and functional rehabilitation project officer;

-Developing/adapting and ensure the quality implementation of technical field tools (in collaboration with the Project Manager, the project officer and the MEAL manager) and ensure their overall coherence;

-Ensure necessary standards are met in all rehabilitation inputs/trainings provided to external stakeholders;

-Assessing and developing the training plan for rehabilitation partner’s staff when needed;

-Providing technical support (technical validation of technical aids and equipment) to the Logistic Department in your field of expertise: mobility aids and other related items;

-Monitoring and maintaining compliance with standard HI guidelines related to your field of expertise;

In link with the PM and the rehabilitation officer, develop a training plan for the partner identified for rehabilitation. Provide the training and capacity building to the partner staff.

PROGRAM STRATEGY

-Contributing to the needs assessments

-Analyzing physical and functional rehabilitation existing resources , needs and gaps

-Search for existing local association working with people with disabilities, analyzing potential partnerships

-Ensuring the technical relevance and quality of HI intervention related to your field of expertise

-Ensuring delimitation of the emergency rehabilitation intervention

-Promoting HI approaches and ensuring coordination with other technical sectors

-Ensuring coordination and coherence of our intervention amongst local and international actors, avoiding duplication and promoting complementarities

-Support in the recruitment of national rehabilitation staff-INTERNAL & EXTERNAL COORDINATION

-Ensure good internal coordination between technical and operation teams and partners;

-Ensure good internal coordination between sectors, promoting a comprehensive approach;

-Ensure close collaboration with other health actors;

-Support HI technical presence in all key and relevant external meetings and represent HI on all technical aspects on health and rehabilitation in relation to external partners;

-Share any relevant information with key colleagues;

REPORTING

-Support the teams to produce regular reports on HI activities (newsletters, case studies, etc.);

-Participate to the monthly situation report (SITREP) by providing relevant data related to your position;

-Provide regular reporting on your activities to your line manager upon his/her solicitation (coordination meeting, workshop meeting, etc.);

-Support donor reporting and       participate in proposal writing for technical inputs;

-Ensure regular meetings with HQ focal points;

-Provide a mission report and/or handover document at the end of your contract to key colleagues (mission and HQ);

-Debriefing at HQ at the end of your mission (and during Home-Break).

 

Expériences / Formation du candidat You hold a degree in physical therapy or occupational therapy

You have 5 years of professional experience in rehabilitation and you have 3 years of experience in humanitarian context

You have a strong experience in training and technical supervision

You have strong communication and interpersonal skills as well as proven organisational skills

Spanish is mandatory as well as French or English

Previous experience in working in multidisciplinary setting and remotely is an asset

You are self-confident and able to work under high pressure

You have a high level of autonomy and initiative

Salary from 2757 € gross/month regarding the experience of the candidate

Perdiem : 393,44 euros net/month

R&R : Level 2 : 5 days every 3 months

Status : position open to unaccompanied
