CONTEXT:

Handicap International (HI) started its activities in Iraq in 1991.
The current program strategy in Iraq includes three main components:

• Long-term projects: support to civil society, access to services, awareness campaigns, community-based rehabilitation.
• Mine Action component: risk education, victim assistance, non-technical survey and clearance operations
• Emergency response for Internally Displaced Persons and vulnerable host communities (rapid protection assessments, provision of physical rehabilitation and psychosocial support services).

Since 2014, HI has scaled up its intervention in Iraq to respond to the humanitarian needs generated by the capture of territory by the ISIS-group, subsequent military operations and the widespread displacement of Iraqi populations. HI has become a lead implementing agency in the emergency response in the Health and Protection sectors, operating across 5 different Governorates.

The current operations are implemented in the Kurdistan region (mine action project – clearance) and in Central Iraq (Ninewah, Kirkuk, Diyala, Anbar and Baghdad Governorates). HI has currently a country coordination office in Erbil, field offices in Mosul, Kirkuk, Kalar, Sinjar and Baghdad.

 

YOUR MISSION:

Reporting to the Country Director and in collaboration with HQ services, the Finance Coordinator ensures the efficient management of the financial resources for the country Program. S/he is the point person for the Country Director and as such informs him/her of any problems and suggests solutions within his/her scope of responsibility. S/he participates actively in the phased reorganisation of HI in the field as part of the ROOTS project.

Main responsabilities include:

STRATEGY AND STEERING:
• Contributes towards the drafting, revision and implementation of operational strategy within his/her scope of responsibility;
• Produces and  updates  the  risk  map  covering  his/her  scope  of  responsibility;   proposes   and   implements risk mitigation measures;
• Contributes to incident reporting
• Produces, compiles and analyses dashboard data;
• Represents HI externally on financial matters concerning his/her geographical area; ensures the development of local partnerships necessary to the development of his/her area of activity.

STANDARDS AND ACCOUNTABILITY:
• Ensures respect and application of HI standards for the whole of his/her professional sector, with regard to policy, processes and tools;
• Adapts and contextualizes these standards according to specific local characteristics;
• Oversees internal control for his/her whole area of responsibility;
• Guarantees  compliance  with  and  application  of  institutional  donor  rules
• is particularly vigilant with regard to:
o the application of local rules, especially tax & accounting rules,  in liaison with the different interlocutors, and identifies any risks;
o administrative and financial analyses when signing a new partnership contract.

OPERATIONAL FINACIAL MANAGEMENT:
• Guarantees the production of financial information and dashboards in a timely manner; coordinates the annual financial calendar and helps programme staff with the financial steering of the programmes; identifies risks and recommends actions for mitigating these risks
• Ensures  the  implementation  of  donor  guidelines  and  compliance  with  donor  requirements;  oversees the  monitoring  of  funding  from  the  request  stage  through  to  end-of-contract, controlling risks and ensuring compliance with deadlines

PROFESSIONAL SECTOR DEVELOPMENT:
• Leads  the  professional development  of  the finance sector within his/her  scope  and  helps  to  do  so  for  the organisation as whole

EMERGENCY PREPAREDNESS AND RESPONSE:
• Is responsible for providing appropriate support to emergency responses occurring within his/her geographical scope

MANAGEMENT:
• Assumes the role and stance of manager with regard to his/her staff.

YOUR PROFILE:

Experience:
• Experience of working in finance professions in a humanitarian environment for at least 5 years
• Experience in Iraq or the Middle East would be a strong asset
• Previous experience with HI would be a strong asset

Skills:
• Accounting, financial and tax management skills
• Objectives and contents of transformation projects (simplification, managing change, Manager 2.0, etc.)
• Institutional frameworks (policies, directives, standards)
• Analytical and writing skills
• Knowledge of the donor frameworks and rules
• Command of IT tools (including advance-level Excel and Word)
• Team leading and mobilisation
• Knowledge of the Humanitarian environment

Languages:
• English command mandatory (oral and written).
• Kurdish or Arabic an advantage

CONDITIONS:

• Starting date: August 2019
• Length of the contract: 1 year
• Salary starting from 2757 € (gross) / month, adjusted regarding the experience of the candidate
• Perdiem: 501,84 € (net)
• Hardship allowance: 250 € (net)
• Insurances: medical hearth coverage, retirement planning, repatriation
• Paid holiday: 25 days per year
• R&R : 5 days every 3 months
• Status: position open to couples
• Housing: collective housing fully covered by HI
