The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 13.5 million people are currently affected by the crisis in Syria, including about 6.5 million IDPs, while over 5 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Seven years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of health and psychosocial support care and psychosocial support. In hard-to-reach areas and/or areas of new displacement, local populations and IDPs are in need of emergency assistance in terms of food, household essential items, and other basic needs. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.

HI is managing a large humanitarian program from three different hubs along three main pillars:

  1. Support to health partners for the provision of comprehensive psychosocial support services through training, technical supervisions and donations of assistive devices and/or equipment
  2. Education to the risks and effects caused by conventional weapons and urgent marking of hazardous areas
  3. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response

The actual intervention is based on a mix of partnerships with local structures and organizations, and direct implementation programs.

JOB DESCRIPTION

In this context, and under the responsibility of the Area Coordinator for the North-East, the Field Coordinator will be in charge of managing the dedicated team for the governorate of intervention, and in particular of:

  • Ensuring representation at field level with local authorities and humanitarian actors;
  • Managing the field base team
  • Managing security in the area under his/her responsibility
  • Ensure proper supervision of the ongoing activities and development of new activities.
  • Contributing to strategy development
  • Supervising the implementation of HI’s standards and guidelines
  • Supervising the support services team (HR, Logistics, Finance)

SPECIFICITIES

International staffs in the 1st base live in collective guesthouses with 3 to 5 permanent staff and occasional visitors. Life conditions are good, with well-furnished individual rooms, full-equipped kitchens, ACs and heaters, and terraces/gardens. Staff is allowed to walk around, visit the town center and the marketplace, have lunch and dinner in local restaurants, and do sport activities.
In the field base the staff will live in a collective guesthouse with 3/4 other international staff under strict security standards. The GH is comfortable and well equipped but located in a small town with no or few opportunities to socialize. Out of base activities are very limited but it is possible to do some sport, watch TV, etc. within the base.

 

PROFILE:

– At least 5 years of professional experience in humanitarian / emergency contexts
– At least 2 years of experience in management of field bases and/or programs;
– At least 2 years of experience in security management and/or context analysis;
– Solid work experience in one or more core sectors is a strong asset: response to specific needs (physical rehabilitation, P&O, psychosocial support), mine action (risk education, marking, clearance) and/or response to basic needs (food/NFI emergency distributions).
– Experience in Iraq, Syria and/or in other Middle Eastern countries is a strong asset
– Previous experience in opening field offices is a strong asset
– Strong security management experience
– Good understanding of logistics, HR, and finance management
– Strong team management skills
– High level of autonomy and initiative
– Strong internal and external coordination and representation skills
– Strong organisational skills
– Strong interpersonal and intercultural skills
– Ability to work under high pressure
– High level of motivation and proactivity
– Fluency in oral and written English is compulsory
– Arabic and/or Kurdish skills are a strong asset
– Strong computer skills (use of MS Word, Excel, Outlook and other relevant software).

CONDITIONS

  • Length of the contract: 9 months
  • Salary from 2750 € (gross) / month regarding the experience of the candidate
  • Per-diem: 568€/month net
  • Hardship allowance: 500€/month net
  • Insurances: medical health coverage, retirement planning, repatriation
  • Paid holiday: 25 days per year
  • R&R: 5 days every 7-8 weeks
