MISSION CONTEXT:

HI is managing a large humanitarian program from three different hubs (Centre, North and North-East), along four main pillars:

1. Support to health partners (hospitals, care houses, psychosocial support centers, local NGOs) for the provision of comprehensive psychosocial support services ( psychosocial support, psychosocial support and/or prosthetics and orthotics) through training, technical supervisions and donations of assistive devices and/or equipment;

2. Emergency response to the basic needs of vulnerable people affected by sudden crisis, through one-shot distributions of food baskets, household essential items and hygiene kits, and through the management of an adapted humanitarian coordination mechanism for emergency responses.

3. Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons) and urgent marking of hazardous areas;

4. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response (with a special focus on inclusive health and inclusive livelihoods).

The actual intervention is based on a mix of partnerships with local structures and organizations, and direct implementation programs. In the North-East hub, HI has three separate field bases in three different governorates and manages its humanitarian and resilience programs with direct implementation modalities.

JOB DESCRIPTION:

Under the responsibility of the Field Coordinator, the Project manager will be in charge of:

– contributing to the need assessments and the elaboration of the intervention strategy
-providing supervision, coaching and on-the-job training to the program team
-managing the implementation of the programs under your responsibility and ensure the achievement of their targets and results
-ensuring regular data collection, data analysis and indicator follow-up for the programs
-managing the activity budget for the programs
-ensuring the respect of financial, logistical and HR procedures by the program teams
-representing HI with local authorities, local partners and other humanitarian actors in the intervention areas, in coordination with the Field Coordinator to provide technical support on implementation of inclusion. Inclusion activities include: Inclusion awareness, training partners, case management, mapping of persons with disabilities, GAD inclusion training, accessibility of economic/ urban centers, donor proposals, inclusive health and accessibility of health structures and improving HI’s own inclusiveness.

SPECIFICITIES:

International staff live in collective guesthouses with 3 to 6 permanent staff and occasional visitors. Life conditions are good, with well-furnished individual rooms, full-equipped kitchens, ACs and heaters, and terraces/gardens. Staff is allowed to walk around, visit the town centre and the marketplace, have lunch and dinner in local restaurants, and do sport activities.

The security situation in the governorate is currently quite stable but subject to quick evolution according to international context. Nevertheless, no direct incidents against INGO staff have been recorded.

PROFILE SOUGHT:

Education:
– Bachelor of Occupational Therapy, social science/work, Physiotherapy, Nursing, or other relevant technical degree
– Post graduate qualifications in policy, public health and/or disability studies

Experiences:
– at least 5 year of clinical experience working with persons with disabilities, inclusion of persons with disabilities, adaptation of activities
– at least 2 years of experience in management of humanitarian projects
– at least 2 years of professional experience in humanitarian / emergency contexts or in protracted conflict / chronic crisis context
– solid experience in representation/coordination amongst several actors
– experience in Syria, Iraq and/or in other Middle Eastern countries is a strong asset
– experience advising INGO staff/NGO staff on technical implementation of inclusion
– previous experience in livelihood would be an asset
– previous experience working in consortium/ working groups/ cluster system would be an asset

– Arabic skills are a strong asset

CONDITIONS:

• Starting date: 01/07/2019
• Length of the contract: 12 months
• Contract: salaried contract (from 2350€/month gross depending on experience)
• Per-diem: 593,39€/month net
• Hardship allowance: 500€/month net
• Insurances: medical health coverage, retirement planning, repatriation
• Paid holiday: 25 days per year
• R&R: 7 days every 8 weeks
• Status: single
• Accommodation: collective fully covered by HI
