Organizational Setting
The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.
The Food and Agriculture organization of the United Nations (FAO) and the Government of Equatorial Guinea have collaborated for more than 30 years. Since 2013, the Representation acts as a Partnership and Liaison Office. FAO Equatorial Guinea assists the Government to formulate policies, programmes and projects to address the root causes of hunger and malnutrition, develop the agricultural, fisheries and forestry sectors, and utilize environmental and natural resources in a sustainable way. It contributes to the development of FAO’s field programme projects in the country and implements them in the sectors of food security, agriculture and rural development.
FAO Equatorial Guinea is implementing a number of Technical Cooperation Programmes (TCP) projects and donor founded projects (UTF/GCP) with its own set of demands of strategic, programmatic and operative actions. An Assistant Representative Programme is being recruited as part of the support staff for the Country Office Portfolio Management
Reporting Lines
The Assistant FAO Representative (Programme) reports to the FAO Representative (FAOR) and liaises with the technical officers at the Sub regional Office for Central Africa (SFC), Regional Office for Africa (RAF) and Headquarters.
Technical Focus
Programme development, coordination and operational assistance based on the knowledge of the local conditions, culture, language and institutions of the country of assignment.
Key Results
Effective and efficient coordination and provision of the technical and operational support of the programme and project activities of the FAO Representation.
Key Functions
Assists the FAOR in liaising and cooperating with government authorities and national and international institutions in the areas of FAO’s activities in the country and in liaising with other UN agencies;
Provides support to promoting the image of FAO through advocacy of the Organization’s mandate, programmes, national priorities and activities including development and maintenance of communication tools (e.g. website, press releases and publications) and supports the implementation of FAO’s regulatory frameworks (e.g. Codex Alimentarius and Code of Conduct for Responsible Fisheries) in the country;
Collects, consolidates and maintains country data on food, crops, livestock, forestry and fisheries including information on external aid in FAO’s corporate systems and participate in monitoring changes in national policies affecting the agricultural sector;
Assists with the production of technical, economic and policy studies and assists in the development of country level development frameworks such as the Country Programming Framework (CPF) and the United Nations Development Assistance Framework (UNDAF);
Assists in the identification, formulation and preparation of programme and project proposals and monitor and review the status of programme/project implementation to ensure that all operational activities are carried out in line with the work plan and the project document; when necessary, propose corrective measures to overcome operational constraints;
Briefs, trains and supervises lower grade level programme staff regarding all aspects of the job. Ensures adherence to procedures and work requirements and accuracy and diligence of the work provided.
Performs other duties as required.
Specific Functions
Prepares technical notes and key messages for meetings with government and stakeholders; provides regular updates on country context linked to Food Security and Nutrition; provides regular update on government counterparts database; participate on UNCT groups and joint initiatives,
Works closely with communication teams of the organization; identifies awareness raising materials, support the dissemination of FAO publications relevant to the country; identify potential areas for advocacy work and propose emerging thematic
Follow-ups with counterparts the collection of statistics and acts as a liaison with statistics departments in SFC/RAF/HQ.
Prepares a monthly project status table, consolidate reports with consultants, participates and supports the program coordination team meetings, provides assistance to the consultants in the procedures for the proper systematization of the verification means (or products) of the projects, including mission reports, technical reports and project reports, supports to the team of consultants in the Field Programme Management Information System (FPMIs) project workflow.
Reviews terms of reference for missions, workshops and trainings in support to LTOs clearance.
Supports the FAOR in the follow-up of the CPF implementation by providing a good track / monitor of its indicator

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
National of the country of assignment
Advanced university degree in agriculture, agricultural economics, forestry, fisheries, or any other field related to the work of the Organization
One year of relevant experience in agricultural development and/or project implementation in an area of FAO’s activities in the country
Working knowledge (Level C) of the official language used for FAO communication with the country (English, French, Spanish, Arabic, Chinese or Russian
Working knowledge of the local language (if not English, French, Spanish, Arabic, Russian or Chinese
Limited  knowledge (Level B) of English if the main communication language is French, Spanish, Arabic, Russian or Chinese

Work experience in more than one location or area of work, particularly in field positions is desirable.
Extent and relevance of experience in programme/project development and management
Understanding of the purpose and functions of technical programmes, operational guidelines and programme/project management procedures, preferably those adopted by the United Nations or FAO
Extent and relevance of  experience in the area of policy analysis relating to food and nutrition security, agriculture and rural development, OR extent and relevance of  experience related to the collection of country data on food, crops, livestock, forestry and fisheries
Extent and relevance of experience in the identification, formulation and preparation of programme and project proposals, as well as programme/project implementation, monitoring and review

GENERAL INFORMATION
• AFAORs shall be granted fixed-term appointments for such period or periods as the Organization may determine and having an expiration date specified in the letter of appointment or extension. Notwithstanding the foregoing, the total length of service shall not exceed five years. Appointments, including extensions, do not carry any expectation of renewal or of conversion to another type of appointment. However, this does not preclude the incumbents from applying to other positions in the Organization
• Staff members in this category are recruited locally and paid according to a local salary scale. Salary scales are reviewed periodically on the basis of comprehensive surveys of the best prevailing conditions of employment in the locality.
