Organizational SettingThe main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.
BackgroundThe COVID-19 public health social measures such as lockdown affected livelihoods and incomes of poor and vulnerable groups. One such group is fishing communities including especially women fish processors and fishmongers. The latter group experienced income and livelihood shock emanating from closure of fish markets, social distancing and travel bans to stem the spread of COVID-19. Thus, this project will contribute to ensuring sustainable livelihoods, food security, nutrition, and income security among fishing communities especially women fishmongers and processors in 15 coastal fishing communities and three counties in Liberia.
Duty Station: Montserrado, Margibi and Grand Bassa
Reporting LinesUnder the overall the leadership of the FAO Representative in Liberia, the overall supervision of the Assistant FAOR for Programme, the technical supervision of the SFW Fishery and Aquaculture Officer and the National Consultant for Fisheries, Aquaculture & Marine Resource Management and in collaboration and with the support from NaFAA field-based technician, the field technicians will provide technical support to implementation at the county and community levels.
Tasks and responsibilities• Prepare a detailed work plan as per assignment.
• Day-to-day supervision of the overall implementation of project activities in assigned County
• Conduct needs assessments, mapping of fishmongers and fish processors associations in collaboration with stakeholders i.e. NaFFUL, FFDC, LAFA and local government.
• Conduct beneficiaries’ identification, registration, and organize into groups suitable for community fish processing activities.
• Receive and distribute inputs (gloves, brushes, buckets, fish filleting knives, butcher knives, aprons, hair-nets, fish filleting tables, fish scale removers, solar freezers, fish iceboxes and all other items), according to the MoU developed with female beneficiaries on the use, storage, maintenance of the inputs, and produce accurate record of distribution co-signed by the community leader.
• Train and liaise with NaFAA local technicians to ensure the disinfection of fish markets, landing sites, provision of hygiene facilities, PPEs, raising awareness, and dissemination of COVID-19 health and safety messages among fish sellers.
• Conduct trainings on the use and maintenance of FTTs and other small-scale post-harvest equipment and infrastructure.
• Ensure that COVID-19 safety protocols are streamlined in every activity while providing technical training and support for fish processors on FTT, awareness for IUU fishing and implementation of PSMA.
• Ensure proper involvement of direct and indirect beneficiary including other stakeholders at county level.
• Prepare Back-to-Office reports after each mission, or monthly updates on the project’s activities and progress at county level.
• Contribute to the preparation of projects terminal reports.
• Participate in the organization and facilitation of meetings and workshops.
• Perform other duties as needed for successful project implementation.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements• University degree in fisheries, biology. Marine Science, Agriculture or other relevant field
• At least three or more year’s relevant experience in fisheries, food security and livelihood, rural development, fish processing and/or capacity building program.• Fluency in written (both reading and writing) and spoken English and working knowledge of the local language(s) is required• Must be Computer literate• Candidates should be nationals of Liberia;
