Junior Communication officer
- Context
Under the Critical Maritime Routes programme, the “Gulf of Guinea Inter-regional Network” (GOGIN) action has been contributing to maritime safety and security in the Gulf of Guinea since 2016 in order to favour blue economy and economic development of the coastal countries in the region. To do so, it has provided technical support to the maritime centers of the Yaoundé Architecture and the national structures in charge of fighting against maritime illicit activities. GoGIN has particularly focused on promoting information exchange between countries and the centers of the Yaoundé Architecture in order to enhance collective Maritime Domain Awareness (understanding of the situation at sea) and support responsiveness to incidents at sea. To this end, GOGIN has developed the YARIS web-based information exchange and coordination platform in 2020 and has been deploying it in the region via an intense training campaign since January 2021. The GOGIN project has been extended under the name of “GOGIN+”.
The Overall Objective of GOGIN+ is to contribute to improving maritime safety and security in the Gulf of Guinea in order to favour blue economy and economic development of the countries.
The Specific Objective of this action is to:
- Enhance the operationalisation and sustainability of the YARIS maritime information-sharing and coordination platform
The Outputs to be delivered by this action contributing to the Specific Objective are:
- The maritime centres have the competencies to make full use of YARIS
- YARIS is technically enhanced to meet the requirements of the beneficiaries
- Regional and international partners are involved in the operational work of YARIS
- The transfer of ownership of YARIS to the Yaoundé Architecture is prepared and completed
The geographical scope defined for the action by the EU covers the whole space defined by the process of Yaoundé, going from Senegal to Angola including Cabo Verde and Sao Tomé and Principe.
- Expected expertise to be delivered
- General objective of the mission
The general objective of the mission is to the support the GOGIN Key expert Communication & visibility in the daily implementation of the project’s communication strategy. The expert will work under the supervision of the Key expert C&V and in close coordination with the Team Leader.
Expertise France HQ (represented by a project manager) as signatory of the main contract with the EU, is contractually responsible for the implementation of the project in line with the Visibility Manuel of the European Union. The project manager in EF HQ is therefore closely associated to all important discussions related to communication and visibility matters.
- Specific objective
- Ensure visibility of the project’s activities
- Graphic design and layout of the digital and printed material
- Support procurement process of promotional material
- Description of the task to be assigned
- Ensure the design and layout of communication materials on GOGIN and YARIS based on the current visibility identity (leaflets, brochures, factsheet, website, newsletter,…)
- Follow-up relations with communication-related service providers (define specifications, discuss quotations…)
- Support drafting, formatting and dissemination of the newsletter (with MailChimp application)
- Participate to community management: Upload content and prepare the illustrations for social networks (Twitter, LinkedIn, YouTube) and the website (under WordPress)
- Support organisation of visibility events on the ground
- Expected Results
The C&V strategy is implemented, GOGIN+ is known by a wide audience thanks to several visibility material and appropriate dissemination.
- Expert(s) Profile
- Education / Qualification :
- Degree in communication or graphic design
- Professional experiences
- A minimum of 1 year of professional experience including internship as communication officer, community manager, graphic designer…
- Experience of public or institutional environment is an asset
- Previous experience of public/external relations or advocacy, reporting and/or broadcasting; and/or activism or outreach work is highly desirable
- Additional Specific requirements
- Excellent command of graphic design software
- Good command of Twitter, LinkedIn, Youtube…
- Good command ofContent Management System (WordPress), and emailing systems (Mailchimp)…
- Good command of webinars software (such as Zoom, Teams)
- Fluent in spoken and written French and English ; knowledge of Portuguese is an asset
- Good drafting skills in English and French
- Sound interest for international relations, politics, diplomacy, EU partnership policy or EU external actions
- Ability to work under pressure
- Place, Duration and details of contract delivery
- Geographical scope of the project: homebased
- Period of implementation: 10 months – until December 2022
- Start of activities: ASAP
- Date of termination: December 2022
- Consultancy contract of 70 working days // fees to negotiate according to experience
