Expertise France (EF) is a public agency created on 1st January 2015 and merging 6 French public agencies under the supervision of the French Ministries of Foreign Affairs and Economy and Finance with a strong inter-ministerial vocation. EF offers programme engineering and technical assistance by developing and implementing international cooperation actions worldwide. EF operates in various fields of development and institutional cooperation including safety and security reform, post-crisis/ stability, public health, human rights, strengthening of institutions and NGOs and governance. Carrying out large-scale, multi-stakeholder programmes, EF can ensure the cooperation between individuals, teams and institutions with very different statuses, cultures and specialties. Context Following the territorial collapse of the Islamic State (IS) in north-eastern Syria, the Syrian Democratic Forces (SDF) took control of quarter of the Syrian territory. The significant support provided by the international coalition led to the military defeat of IS. However, in the absence of sufficient efforts and investment by the international community in rehabilitation and development within a comprehensive stabilization strategy for post-IS territories, escalation is likely to re-emerge.
In that context, and capitalizing on the achievements of programmes implemented by Expertise France in Syria since 2013, the Initiative for North-East Syria (INES) project aims at contributing to support conflict affected communities in areas recently liberated from Islamic State by improving basic services provisions. The project started on the 1st of December 2018 and will end on the 30th of September 2019. It is followed by a second phase starting on the 1st of October 2019 and ending on the 31st of December 2020.
The project It follows an integrated approach, which strengthens and connects local structures and populations in need. The overall objective of the action is to reinforce stabilisation in North-Eastern Syrian areas recently liberated from Islamic State through the implementation of a rapid response support and resilience building. In order to support a functioning system of service provision, local civil society organisations are supported through targeted interventions that enhance their service delivery capacity. Activities are delivered within the sectors of livelihood, including agriculture and vocational training, education and rehabilitation.
Working under the authority and supervision of the Country Director (CD) of Expertise France in Iraq, the Project Officer (PO) will conduct the implementation of the project activities in relation with the local partners. The position is based in Erbil, Iraq. Overall purpose of the role: the INES Project Officer (PO) will conduct the planning, implementation and monitoring of all activities within the project period as well as conducting any necessary related assessment. The PO will also manage logistical and financial related tasks on the project.
