Expertise France (EF) is a public agency created on 1st January 2015 and merging 6 French public agencies under the supervision of the French Ministries of Foreign Affairs and Economy and Finance with a strong inter-ministerial vocation.   1. Programme background

Context

Following the territorial collapse of the Islamic State (IS) in north-eastern Syria, the Syrian Democratic Forces (SDF) took control of quarter of the Syrian territory. The significant support provided by the international coalition led to the military defeat of IS. However, in the absence of sufficient efforts and investment by the international community in rehabilitation and development within a comprehensive stabilization strategy for post-IS territories, escalation is likely to re-emerge.

 

In that context, and capitalizing on the achievements of programmes implemented by Expertise France in Syria since 2013, the Initiative for North-East Syria (INES) project aims at contributing to support conflict affected communities in areas recently liberated from Islamic State by improving basic services provisions. The project started on the 1st of December 2018 and will end on the 30th of September 2019. It is followed by a second phase starting on the 1st of October 2019 and ending on the 31st of December 2020.

 

The project

It follows an integrated approach, which strengthens and connects local structures and populations in need.

The overall objective of the action is to reinforce stabilisation in North-Eastern Syrian areas recently liberated from Islamic State through the implementation of a rapid response support and resilience building.

In order to support a functioning system of service provision, local civil society organisations are supported through targeted interventions that enhance their service delivery capacity. Activities are delivered within the sectors of livelihood, including agriculture and vocational training, education and rehabilitation.

  1. Job Description / Assignment

Working under the authority and supervision of the Country Director (CD) of Expertise France in Iraq, the Project Officer (PO) will conduct the implementation of the project activities in relation with the local partners.

The position is based in Erbil, Iraq.

Overall purpose of the role: the INES Project Officer (PO) will conduct the planning, implementation and monitoring of all activities within the project period as well as conducting any necessary related assessment. The PO will also manage logistical and financial related tasks on the project.

 

Activity planning, implementation and monitoring:

  • Provide general support and follow-up to projects implemented in Syria, through remote management;
  • Design and evaluate grants projects’ proposals, progress reports, budget spending planning and timely achievement of the project’s milestones;
  • Manage the budget and financial planning in relation with the Services Support Unit;
  • Organize, assess and analyze the situation on the ground in order to design the most appropriate program implementation strategy;
  • Prepare a weekly/monthly work plans and follow up on the progress.

 

Coordination and capacity building:  

  • Work with remote project partners (coordination meetings, minutes, liaising regularly etc.);
  • Ensure that project partners respect confidentiality, security rules and follow EF ethical guidelines;
  • Identify the capacity development needs of partners and prepare joint plan to overcome it ;
  • Identification of short term expertise needs, preparation of the terms of reference and follow-up of the missions and results;
  • Ensure that linkages to other programs implemented in the area are established and program is implemented in coordinated way ;
  • Participate in various forums, sectorial coordination meeting, thematic groups and clusters in order to develop the network of strategic partners.

 

Logistic and Administrative support

  • Make sure that logistical, administrative and financial procedures linked to programme implementation are followed ;
  • Provide translation, oral and written in Arabic and English as per required.

 

Reporting, capitalization and knowledge management

  • Report on a weekly basis to the CD
  • Collect data/reports from project stakeholders and ensure the accuracy of data/reports
  • Prepare regular periodic and ad-hoc reports as well as operational updates for sharing with internal and external counterparts, including, donors, partners, headquarter;
  • Create communication tools for the donor or HQ in partnership with the local partners.

Perform any other related duties upon instructions received from the CD.

Education level

  • Relevant University degree in International development, Political Sciences, or Management

 

Qualifications

  • 3-5 years of relevant experience in similar position;
  • Proven experience within livelihood sector and/or rehabilitation for a humanitarian, stabilisation or development organization;
  • Proven experience working with civil society organization desirable;
  • Experience in remote management desirable;
  •  Familiarity with the Syrian context;
  • Good computer skills: MS Windows and MS Office packages (Excel, Word, PowerPoint, Outlook).

 

Personal qualities

  • Good communication and reporting skills;
  • Ability to work with diplomacy, tact and sensitivity and experience in working within different cultural contexts requiring cultural sensitivity;
  • Well-developed interpersonal and team skills and proven ability to be flexible in demanding situations and ability to work under pressure and in response to changing needs;
  • Proactive, results-oriented, and service-oriented;

Excellent command in written and spoken English and Arabic (Kurdish is an asset).
