Chemonics seeks a senior technical advisor for the USAID’s anticipated five-year, $100-300 million Integrated Child and Youth Development (ICYD) Activity in Uganda. This activity aims to improve youth learning outcomes while ensuring that children and youth are safe and healthy in their communities and learning environments. Specifically, this activity will address primary school retention, provide technical assistance to orphans and vulnerable children service providers, and employ high-impact local partnerships to accomplish the activity’s objectives. This position is based in Kampala. The senior technical advisor will be an experienced education and/or health sector professional with exceptional leadership experience, and a deep understanding of the local context.
The senior technical advisor will work with the activity’s chief of party to ensure that the technical direction for ICYD is fully disseminated among staff, the contractor partner team, and other key stakeholders. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
Contribute to the strategies for all the technical requirements of ICYD
Provide technical expertise to ensure the fulfillment of project deliverables
Build relationships with key stakeholders and actively collaborate with the USAID/Uganda contracting officer’s representative to effectively support program implementation
Address operational and programmatic questions and challenges
Employ best practices and contribute to knowledge capture and dissemination of key lessons to stakeholders within ICYD
Promote innovation and improved methodologies in project implementation through the USAID Collaborating, Learning, & Adapting (CLA) approach
Liaise with local partners, private sector, and other humanitarian and development organizations and promote effective collaboration and cooperation across the contractor teams
Qualifications:
Advanced degree in international development, health, education, or another relevant field
Minimum 10 years of relevant technical experience in international development, education, health, or child development
Extensive knowledge and experience with the Office of the U.S. Global AIDS Coordinator and Health Diplomacy/ President’s Emergency Plan for AIDS Relief (PEPFAR) processes, Country Operational Planning processes, PEPFAR guidance, and PEPFAR reporting preferred
Ability to provide technical guidance to PEPFAR partners in assessment, development, and implementation of the activity’s data quality initiatives
Thorough knowledge of the current and historic child and youth education and health services delivery sector in Uganda preferred
Experience with USAID’s CLA framework preferred
Demonstrated ability to work and communicate effectively in a cross-cultural environment and collaborate in a multi-agency setting
Outstanding problem-solving skills, resourcefulness, and flexibility
Demonstrated leadership, versatility, and integrity
Fluency in written and oral English required
