Chemonics seeks a clinical director for the anticipated USAID-funded Tanzania Comprehensive Cascade for Epidemic Control Among Key and Vulnerable Populations (CCC-KVP) program.  This program seeks to improve the cascade of HIV prevention, testing, and treatment for key populations affected by high HIV prevalence and with limited access to and low coverage of HIV services. CCC-KVP aims to promote HIV and gender-based violence prevention and family planning services for key vulnerable populations and people living with HIV. The clinical director will oversee clinical health services through an integrated community platform. The role requires familiarity in designing differentiated clinical outreach and service delivery models tailored for key and vulnerable populations. The clinical director will be responsible for overseeing all clinical aspects of the program and for working with other technical leads and partners to ensure that service delivery models are effectively reaching the target populations. Responsibilities include:
Provide technical input on project implementation to achieve health targets and goals
Ensure that all project assistance is technically sound and appropriate for the local context
Design differentiated approaches for service delivery for people living with HIV, specifically key and vulnerable populations
Oversee strategy development and monitor implementation executed by CCC-KVP partners
Participate in strategic design, workplan development, monitoring and evaluation, and reporting
Support the chief of party and other technical specialists to ensure delivery of an integrated approach capable of pivoting based on changing on the ground dynamics
Participate in policy dialogue and advocacy efforts and contribute to social and behavior change communication activities
Liaise with the government of Tanzania, including the Ministry of Health, stakeholders, and public and private sector counterparts; serve as the technical point of contact and/or acting chief of party as required
Update knowledge and ensure transfer of information on a continual basis so that the team is equipped with comprehensive, up-to-date knowledge and skills, compatible with international norms and standards
Facilitate integration of innovative service delivery approaches based on international best practices, lessons learned, research, and on-the-ground results
Qualifications:
Ph.D. in a health-related field preferred or master’s degree with 10 or more years of experience in health
Minimum of seven years of progressively demonstrated experience working in clinical service delivery or HIV/AIDS service delivery programs
Work experience in eastern or sub-Saharan Africa; experience in Tanzania preferred
Proven success in designing and implementing HIV/AIDS service delivery programs
Strong technical knowledge of HIV/AIDS, tuberculosis, family planning, health systems strengthening, and health policy
Experience working on USAID- and/or the U.S. President’s Emergency Plan for AIDS Relief-funded programs preferred
Ability to work collaboratively and manage technical service delivery interventions
Proven ability to develop and maintain working relationships with the U.S. government, foreign governments, development partners, and civil society
Ability to develop and implement effective partnerships with private sector entities
Demonstrated leadership, versatility, and integrity
Strong communication skills in written and oral English required
