Chemonics seeks a chief of party for the USAID Domestic Revenue Mobilization for Development (DRM4D) activity, a task order under the Public Financial Management II IDIQ, which aims to provide technical assistance, capacity building, and commodity support services to the Ministry of Finance, Planning and Economic Development, Uganda Revenue Authority, and selected local governments. This five-year activity will help Uganda strengthen its tax culture, increase voluntary compliance, and sustainably increase domestic revenue mobilization, thereby creating the fiscal space for public spending and investments in service delivery and other priority areas. More specifically, the program will support interventions that enhance predictability and fairness in the tax system, reduce the costs and burdens of tax compliance, and create platforms and opportunities for public-private dialogue on both the mobilization and use of public resources. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
Provide overall technical and administrative leadership and expertise for the program and serves as the primary liaison with USAID on strategic, managerial and technical matters
Guide or redirect the focus of individual tasks of the activity to achieve the results in response to rapidly changing conditions or opportunities
Establish and maintain constructive working relationships with stakeholders spanning the public sector, private sector, and civil society in Uganda and with other development partners and USAID implementers
Oversees the contractor on management issues including staff, logistics, financial accounting, and security
Prepares status reports, budget information, and other documentation
Work in complex environments, across different cultures, and manage diverse teams to deliver impact within agreed-upon timelines
Qualifications:
Graduate degree in public finance, economics, public policy, law, or other relevant field; relevant career experience will receive consideration in lieu of a graduate degree
Twelve years of experience in international development, including substantial experience working with public sector, private sector, and civil society stakeholders in a developing country context
Direct experience in managing and implementing donor-funded tax or fiscal reform activities of similar scale and political complexity
Demonstrated ability to lead teams to achieve development outcomes and business results
Strong command of tax and revenue policy, as well as tax and revenue administration concepts and practices
Previous work experience in Uganda or East Africa very desirable
Demonstrated leadership, integrity, and versatility
Fluency in English required
