Chemonics seeks a chief of party for the anticipated USAID-funded Tanzania Comprehensive Cascade for Epidemic Control Among Key and Vulnerable Populations (CCC-KVP) program. This program seeks to improve the cascade of HIV prevention, testing, and treatment for key populations affected by high HIV prevalence and with limited access to and low coverage of HIV services. CCC-KVP aims to promote HIV and gender-based violence prevention and family planning services for key vulnerable populations and people living with HIV. Based in Tanzania, the chief of party will serve as the primary liaison between USAID/Tanzania, the Ministry of Health, Chemonics’ home office, and other key stakeholders. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
Serve as the primary liaison with USAID/Tanzania, government stakeholders, civil society organizations, partners, and Chemonics’ home office
Provide strategic direction, stakeholder coordination, overall leadership, management, quality control, and technical direction to achieve program results
Identify issues and risks related to project implementation in a timely manner, and suggest appropriate program adjustments
Manage and supervise the work of project personnel, subcontractors, and grantees, with a focus on core results, achievement of work plan and targets, and timely implementation
Oversee monitoring, evaluation, research, learning, and communications efforts to ensure implementation is on schedule and aligned with the priorities and achieving results
Ensure compliance with award terms and conditions, U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) requirements, overarching quality control, and the overall responsiveness and performance of the project
Lead integrated work plan development process based on jointly determined priorities and proposed adjustments in implementation as needed
Ensure timeliness and quality of all program deliverables
Ensure that all project assistance is technically sound and appropriate
Qualifications:
Advanced degree in health, management, public policy, international development, or a related field required; experience in HIV/AIDS policy and programming preferred
Minimum of 10 years of relevant development experience designing, implementing, and leading complex, dynamic, and challenging field operations in developing countries; experience managing USAID, PEPFAR, or other donor-funded health programs in eastern Africa preferred
Work experience in eastern Africa required, experience in Tanzania preferred
Proven success in managing HIV/AIDS programs and strong technical knowledge of HIV/AIDS, social and behavioral change, health systems strengthening, and quality improvement/quality assurance
Demonstrated high-level strategic visioning, leadership, and managerial skills; experience coordinating effectively with multiple stakeholders at national and sub-national levels preferred
Proven ability to develop and maintain working relationships with the U.S. government, foreign governments, development partners, and civil society
Ability to develop and implement effective partnerships with private sector entities
Demonstrated leadership, versatility, and integrity
Strong communication skills in written and oral English required
