Job Description:
The role is responsible for the development, implementation and management of safety and risk control programmes for underground mining operations, as well as ensuring legal compliance
Responsibilities:
Assist with development & implementation of the Health & Safety Management System, including, hazard identification, risk assessment, inspection reports on compliance of mine standards and legislative requirements.
Drive/implement underground safety policies and procedures
Enforce legislation, managerial procedures, policies, and codes of practice related to underground operations
Initiate/conduct/attend safety meetings
Monitor and audit site contractors’ operations
Carry out field inspections on underground safety and health (e.g. checks of ventilation quality, temperature, air quality, operational procedures, etc)
Coordinate and or assist with incident/accident investigations
Report on and inform all stakeholders of all accidents or incidents and safety related emergencies
Report on findings and propose corrective and preventative actions
Facilitate and perform risk assessments, document, and report findings to stakeholders
Assist the Training Officer with Health and Safety training
Conduct site and area specific inductions as required.
Assist Mine Rescue Services (MRS) Coordinator to maintain an emergency preparedness, response, and recovery program – with emphasis to underground operations
Advise, implement & maintain procedure emergency preparedness/SOP’s relating to underground
Compliance to the Golden Rules, Code of Conduct, and all Policies.
Comply with the Labour Act: Regulations Pertaining to Health and Safety, Ordinance 20 of 1968, Explosives Act, Minerals Act, Petroleum Act Namibian Mining Act and Regulations and Mine Safety and Health standards.
Actively participate in safety and/or toolbox meetings and conduct a monthly safety inspection of work area based on the schedule set by Management.
Maintain a safe working environment and keeping the assigned work area clean and tidy.
Report all unsafe acts and conditions as well as injuries, accidents, equipment damage and near miss incidents to your supervisor in a timely manner.
Conduct and participate in investigations for all injuries, accidents, and equipment damage in line with Company Policy and prepare all documentation in a timely manner.
Develop and implement good housekeeping principles and practices.
Encourage all employees to develop and maintain a safe working attitude utilising the principles of Duty of Care.
Ensure prompt action of all corrective actions of investigations, inspections, and audits.
Ensure prompt action of all safety issues brought up by employees.
Complete site, department, and area specific inductions – Safety, Security, HR, Admin, Environmental, Mining, etc. inductions vital to the performance of duties and obligations.
Ensure all employees receive proper induction and safety training.
Assist in the area specific induction of new employees.
Wear and maintain the PPE appropriate to the task and area while on duty.
Complete Core Safety training modules which includes but are not limited to: HIRA, JSA, Pre-Task Risk Assessments
Maintaining and reviewing Standard Operating Procedures JSA’s and a safe working environment.
Ensure all safe working procedures are documented and adhered to.
Seek environmental advice and assistance when necessary.
Controlling and minimizing environmental impacts of activities.
Demonstrating commitment and leadership in environmental management.
Requirements: Qualification and Skill
Grade 12
Degree/Diploma in Safety Management / Occupational Health & Safety OR
Valid Certification or proof of competence in underground mining operations, Underground Blasting Ticket or Trade Certificate (with vast underground working experience)
Registration with a professional safety association (e.g. SAMTRAC, NIOSH or NEBOSH)
Minimum 4 years’ experience within the health and safety discipline in an underground mining environment
Thorough knowledge of underground mining operations specifically duties of Safety Officer
Thorough knowledge of Safety Management Systems (e.g. OHSAS 18001/ISO45001) as well as the Namibian Mine Health and Safety Act (1992)
